Project: AG-9AB5-S-17-0047

Arroyo Seco Electrical Upgrade

47600 Arroyo Seco Road

Greenfield, CA 93927

Government Response: May 16, 2017

1. Refer Part 2.3 Fittings: I did not see during walk through a requirement for hazardous location. If there is a hazardous location please note location and Division? No hazardous areas at the site.

2. The Boost Transformer is not specified. What type of systems are you requiring a winding to winding or a

Buck Boost Transformer System using smaller transformers to boost the system? Automatic Voltage

Compensator/Automatic Booster Transformer or equal. Buck Boost Transformers is not recommended.

3. What is the voltage at the Main Service Panel? Main Switchgear nameplate reading: 400A, 3 Phase, 4w, 120/240VAC

4. What is the voltage and load is required at the Pump House?

a. 5 HP Booster Pump

1-50A, 2p, 240vac circuit breaker, 28 FLA

b. 3.178 HP Well Pump

1-30A, 2p, 240vac circuit breaker, 17 FLA

c. 2 KVA transformer

1-20A, 2p, 240vac circuit breaker, 8.33 FLA

5. If you require a winding to winding type transformer what is the primary voltage and the secondary voltage requirement boost percentage? Output voltage accuracy of 240VAC, +/- 1%.

6. If you require a Buck Boost type system then the smaller transformer will fit in the pump house? Buck

Boost type system not required/recommended

7. If you require a winding to winding type transformer then it would need to be placed outside in Nema 3R pad mount? Yes

8. I did not see a Pump House Main Disconnect. Will a new Main Disconnect be required? If not located inside pump house, therefore a new Main Disconnect will be required.

9. Will the existing grounding system at the Pump House need to be up graded? Testing and verification of the existing grounding system is recommended before upgrade.

10. All Conduit appears to be 2" Conduit as per walk through. Would you consider reducing wire size and increasing boost transformer system? The existing 2" conduit will have a 23.18% fill if specified wire is used. Bid as the specification calls for.

11. If you changed the wire to XHHW Copper which is a proven better underground insulation you would have a 22.91% fill? XHHW is acceptable.

12. If you changed the wire to 3/0 XHHW Copper 200 Amp with a proven better underground insulation and increase the boost requirement you would have a 19.54% fill? XHHW is acceptable.

13. My recommendation: The Conduit System is all 2" then why would want to change the first and the last to

3" conduit? A 3/0 XHHW 200 AMP wire would give 3.86% voltage drop at 1500 feet with a 50 Amp Load or approximately 20 HP. With a very small requirement for Buck Boost system? Buck Boost System of

10% it would be possible to go with 2/0 XHHW? XHHW is acceptable. Conduit run is either all 2” or all

3”.

14. Pull Box 2 on the drawing does not appear to be correct is there a as built drawing? Needs field verification.

15. The I Line 70 AMP Circuit Breaker does not have lugs that will match the wire size of 4/0 thru 2/0? How would you require to termination? If my memory serves me right I think a I Line 125 AMP Circuit Breaker has 250MCM thru #2 Lugs which would match the wire sizes? Electrical supplier could only answer this question and make recommendation.

16. Will a Backup Generator be required during outage period to maintain power at the pump house to keep the water system working? Yes. Contractor will be responsible for the backup power.

17. If the existing wire will not pull out of the 2" conduit; would it be a considered a change in scope of work?

Bid as the specification calls for (existing wire will pull out of 2” conduit).

18. Can we have underground locating services find electrical conduit route for existing pump power prior to bidding contract? No. The contractor will be responsible for underground locating services post award

(incidental work).

19. What is the electrical voltage detail for the transformer output voltage? And is there a need for upgrade on existing electrical panel in pump house for new pump equipment? 240VAC. Upgrade of existing electrical panel in pump house is not considered at this time.

20. What is the electrical scope of the new pump equipment? and is the electrical contractor responsible for power connection? Electrical contractor is responsible for power connection. Coordinate with pump equipment contractor and USFS if necessary.

21. Is there a correction needed for original map diagram indicating existing wire in 3'' conduit? On site walk through we located existing wire in 2" electrical PVC conduit Correction statement is needed changing from 3” existing conduit to 2” existing conduit.

22. Does the electrical project require any permits with Monterey County Building office? Permit is not required.

23. Can we obtain any electrical blue print plans on existing electrical underground for pump power? Bid as it is assuming no additional information will be provided.

24. Will Government bear the cost of temporary generator for power to the Pump House? No, please include the cost in bid.

25. Can we have all splice boxes identified prior to bidding contract and get a true updated site map? No, please bid as it is assuming no additional information will be provided.

Questions/comments during the pre-bid meeting last week for the Arroyo Seco Electrical contract:

1. The existing conduit appears to be 2” dia., rather than the 3” dia. shown on the plans. Several contractors indicated that the two 4/0 lines and ground conductor should fit per code, but that they could be very difficult to pull. One contractor said the PG&E would likely not pull that size conductors through that size conduit. We need to go with 2” conduit at this time.

2. There is significant debris and dirt in the conduit – visible from several of the pull boxes. There was some concern that this could cause additional difficulty pulling and would need to be cleaned out first. Contractor responsibility.

3. The pull box along the road by the campground restroom is tagged as 125V 2P and the contractors don’t think this is the same run as the line to the pumphouse (see attached photo). Field verification/Trace recommended – Contractor responsibility.

4. Who is responsible for providing temporary power to the well pump while the new electrical line is being installed? One contractor estimated that power could be out for at least 3 weeks minimum. Contractor responsibility.

5. The contractors were not clear where the transformer should be installed – inside the pumphouse or outside? NEMA 3R exterior pad mount? If installed inside, coordination will be needed with the water treatment system equipment – i.e. clear space required for access to the transformer that doesn’t interfere with water treatment equipment (36” x 25” minimum anticipated by one contractor). Indoor preferred.

NEMA 3R/pad mounted if the recommended boost transformer is for outdoor use only. Bid as the specification calls for.

6. Due to the expected timing of construction, coordination with the water system contractor will likely be needed. Yes, other contractor coordination will likely be expected/needed.

7. Contractors weren’t sure why equipment needed to be explosion proof. They said that could greatly increase the price tag – over $100,000 more? Explosion proof not required.
