EARTHWORK
PART 1 - GENERAL
1.1 SCOPE
A. This work consists of all excavation, borrow, placement, compaction, rough grading, and finish grading of the decommissioning site areas, restoring to a natural ground condition and conforming with the existing terrain. Earthwork shall include but is not limited to the following:
1. Excavate to levels and lines as required to provide slope restoration to original ground contouring and to conform with adjacent terrain.
2. Excavate, haul, and place the approved off-site borrow material to elevations and grades.
3. Removal of unsuitable material and replacement with acceptable material.
4. Compaction.
5. Rough and finish grading to levels and lines.
6. Prevention of erosion, sedimentation and maintain dust control.
1.2 VERIFICATION OF CONDITIONS
A. The Contractor shall carefully examine existing conditions and information, shall become familiar with the nature and location of the work, the conformation of the ground slopes and terrain, the nature of subsoil conditions, groundwater conditions, nature and extent of materials that will be encountered during construction operations and any existing site conditions that may affect the project, prior to the beginning of work.
1.3 MEASUREMENT AND PAYMENT
No separate measurement or payment will be made for the work specified in this section
PART 2 – PRODUCTS
2.1 SITE BORROW MATERIAL: Imported borrow material shall be nonexpansive and predominantly granular soil or soil rock mixture which is free from organic matter and other deleterious materials and rocks over 6" in diameter. The borrow source locations will be approved by the Contracting Officer.
PART 3 – EXECUTION
3.1 CONTROL OF WATER: The Contractor shall furnish, maintain, and operate all necessary machinery, appliances, and equipment to keep the excavation free of water until the placement of borrow material has been completed. Quality control for excavation and compaction operations shall be the responsibility of the Contractor.
3.2 COMPACTION CONTROL
A. Embankment or borrow material shall be placed and compacted at a moisture content suitable for the required compaction. No embankment or borrow material shall be placed when free water is standing on the surface of the area where the embankment is to be placed and no compaction of material will be permitted with free water on any point of the surface of the embankment to be compacted. Any embankment or borrow containing organic materials or other unacceptable material previously described shall be removed and replaced with approved embankment or borrow material prior to compaction.
B. Unless otherwise specified, all backfill not accessible to roller compaction shall be compacted by power tampers or vibratory compactors or other approved means to comply with the requirements for Layer Placement compaction as specified.
Layer Placement: Surfaces steeper than a ratio of 3 horizontal to 1 vertical upon which embankment is to be placed, shall be roughened or stepped to provide a permanent bonding of new and old materials. Embankment shall be layer placed, except over rock surfaces, in which case material may be placed by end dumping to a minimum depth needed for operation of spreading equipment. Each embankment layer shall be leveled and smoothed before placement of subsequent layers. Hauling and spreading equipment shall be operated uniformly over the full width of each layer.
Suitable material shall be placed in layers no more than 8 inches thick, except when the material contains rock more than 6 inches in diameter, in which case layers may be of sufficient thickness to accommodate the material involved. No layer shall exceed 12 inches before compaction.
Where material containing large amounts of rock is used to construct embankments, the layers may be of sufficient thickness to accommodate the material involved. A solid embankment with adequate compaction shall be constructed by working smaller rock and fines in with the larger rocks to fill the voids and by operating hauling and spreading equipment uniformly over the full width of each layer as the embankment is constructed. Such rocks shall be at least 4 inches below the surface of the subgrade.
Material shall be at a moisture content suitable to obtain a mass that will not visibly deflect under the load of the hauling and spreading equipment.
3.3 BORROW MATERIAL: If in the process of fulfilling the grading and backfill requirements of this specification, a deficit of material results, the Contractor shall import suitable material from a source approved by the Contracting Officer.
3.4 GRADING: All areas covered by the project, including excavated and embankment areas and adjacent transition areas, shall be uniformly graded. Areas to receive topsoil (borrow material) shall be graded to allow for such material in the finished elevations. Finished surfaces shall be reasonably smooth, compacted and free from surface irregularities that would affect drainage.
Channels or swales shall be constructed to provide proper surface drainage.
3.5 TESTING
A. Embankment materials are required to be placed using the Layer Placement method for compaction as specified in this contract. Any specified tests shall be the basis upon which satisfactory completion of work will be judged. Any area or portion thereof that does not meet minimum density requirements shall be reworked and recompacted until it meets the project density requirements and approved by the Contracting Officer.
