Section 01010

SUMMARY OF WORK

PART 1 GENERAL

1.01 SCOPE

A. This contract consists ofextending the liner on evaporation pond number 3.

B. The base bid items include the construction of the following items:

1. Extension of the pond liner .on pond number 3 including the construction ofan anchor trench for the liner.

C. Contractor shall be responsible for all construction survey work.

1.02 PROJECT LOCATION

A. The project is located in T.31 N., R.lO E., section 21, approximately 25 miles from Susanville, CA.

1.03 WORK SCHEDULE

A. The Contractor shall submit a work schedule which shall be approved by the Contracting Officer prior to beginning work. It is necessary that additional capacity in the evaporation ponds be provided before the onset of winter, therefore, the following order of construction must be followed.

1. Raising of the existing evaporation pond number 3 liner (approximately mid June), to be completed by Forest Service.

1.04 CONTRACTTIME

A. Contract time for this contract shall be 30 calendar days. Work is planned to begin on June 1st, 1999.

SECTION 01026

METHOD OF MEASUREMENT

A. This section defines the tenns associated with the method ofmeasurement for detennining final payment under the tenns of the contract.

1.02 MEASUREMENT AND PAYMENT

A. No separate measurement or payment will be made for the work specified in this section.

1.03 DETERMINAnON OF QUANTITIES

A. The following measurements and calculations are used to determine contract quantities.

B. For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified.

C. The average end area method will be used to compute volumes ofexcavation or embankment.

D. For items that are measured by the linear foot, such as trenching, fencing, utility lines, measurements will be made parallel to the base or foundation upon which the structures are placed.

E. For aggregates weighed for payment, scale weights ofmaterial shall be adjusted to deduct the daily average moisture content in excess of 2 percent over optimum moisture.

Ifmoisture detennination is necessary, the daily average moisture content will be determined in accordance with AASHTO T 255, from not less than three representative samples ofaggregate taken at random intervals each day that aggregate is being weighted.

F. For vehicular shipments, net certified scale weights will be used as a basis ofmeasure ment. Contractor shall submit certified weight slips for all vehicular shipments.

Measurements will be adjusted when material has been lost from the vehicle or from the distributor, has been wasted, or has otherwise not been incoroporated into the work.

Detennining true weights ofhauling vehicles shall be made by weighing the empty vehicles at least once a day at the times the Engineer directs. Each vehicle shall bear a plainly legible identification mark.

PART3 EXECUTION

3.01 One ofthe following methods ofmeasurement for determining final payment is designated on the Schedule of Items for each pay item:

A. Designed Quantities (DQ)

1. These quantities denote the final number ofunits to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings and the presentation in the contract. Changes in the number ofunits of the originally contemplated work will not be made unless authorized under one or more of the following conditions:

a. As a result ofchanges authorized by the Contracting Officer in the originally contemplated work. Minor changes to adjust balance points, and the like, will not be considered changes in quantities.

b. As a result ofthe Contracting Officer determining that errors exist in the original design data used to determine designed quantities, that cause a pay item to change by 15 percent or more.

c. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence oferrors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist ofcalculations, drawings, or other data that show how the designed quantity is believed to be in error.

2. Final Payment for Designed Quantities:

a. Final payment will be made for the designed quantities at the unit price shown in the Schedule of Items, subject to the provisions of paragraph 3.0IA.l

B. Staked Quantities (SQ)

1. These quantities are determined from staked measurements prior to construction.

C. Actual Quantities (AQ)

1. These quantities are determined from the measurements of the completed work.

D. Vehicle Quantities (VQ)

1. These quantities are measured in the hauling vehicles.

E. Lump Sum Quantities (LSQ)

1. These quantities denote one complete unit ofwork as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

SECTION 01505

MOBILIZATION

PART 1 GENERAL

l.01 SCOPE

A. 1bis work consists ofpreparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

1.02 MEASUREMENT AND PAYMENT

A. The accepted quantities will be paid for at the contract unit price for Item 01505 Mobilization.

B. Progress payments will be made as follows

1. The Government will pay to the Contractor in the first progress payment the total premium paid by the Contractor to obtain bonds. This payment shall not be in addition to the contract price and will be included in Item 01505, Mobilization.

2. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

3. When 10 percent or more ofthe original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

4. Upon completion of all work on the project, any unpaid amount for Item 01505, Mobilization, will be paid.

C. The total ofall payments shall not exceed the original contract amount for Item 01505 . Mobilization.

PART 2 PRODUCTS

SECTION 01711

CLEANUP AND DISPOSAL

A. This work consists of the cleanup required in areas affected by the construction and the disposal of refuse, rocks, and excess material resulting from construction operations.

1.02 MEASUREMENT AND PAYMENT

A. No separate measurement or payment will be made for work specified in this section.

PART2 PRODUCTS

Not Applicable.

PART3 EXECUTION

3.01 GENERAL

A. The contractor will keep the premises clean and orderly. At the completion of the work the contractor shall remove all materials and equipment and will leave the site clean.

3.02 EXCESS MATERIAL AND REFUSE

A. The contractor shall supply all garbage containers, dumpsters, etc. as required to contain refuse generated from this construction operation.

B. All refuse and unused materials generated by the Contractor's operations Le. boxes, trash, etc. shall be disposed offofForest Service Lands.

SECTION 01741

MANUFACTURER'S WARRANTIES

A. This section describes how to assign manufacturer's warranties for products incorporated into the work.

1.02 MEASUREMENT AND PAYMENT

A. No separate measurement or payment will be made for work specified in this section. Payment will be included as part of the contract price for Item 07120 Synthetic Lagoon Liner.

PART2 PRODUcrS

2.01 Not applicable.

PART 3 EXECUTION

3.01 MANUFACTURER'S WARRANTIES

A. All manufacturer's warranties shall be executed in the name of the U.S. Forest Service, Lassen National Forest, Susanville. CA 96130. The Contractor shall file the original copy ofeach manufacturer's warranty in a loose leafbind~. The binder shall be given to the Contracting Officer at, or prior to the Final Inspection.

SECTION 02221

EXCAVATION AND BACKFILL

A. This work consists of trench excavation and backfilling.

1.03 MEASUREMENT AND PAYMENT

A. No separate payment shall be made for costs incurred by the Contractor for work specified in this section. Payment for this section shall be included as part of the bid price for related items.

PART 2 PRODUCfS

2.01 BEDDING MATERIAL

A. Select Material shall consist ofnative material which does not contain rock larger than 21t in diameter.

PART 3 EXECUTION

3.01 GENERAL

A. Trenching shall be performed to the lines, grades, and dimensions SHOWN ON THE DRA WINGS to provide the minimum required cover. Excavation shall be considered unclassified regardless ofmaterial encountered. All roots less than 3 inches in diameter shall be cut and removed from the trench.

3.02 EXCAVATED MATERIAL

A. Trench excavation shall be placed in a neat pile adjacent to the trench and sufficient distance to prevent cave-ins.

3.03 BACKFILL

A. Liner material shall be bedded in select material as shown on the drawings.

3.04 COMPACfION

A. Backfill shall be placed in 12" lifts and "wheel rolled" for compaction.

3.05 SAFETY

A. The contractor shall insure the safety of the general public. All operations shall be carried out in an orderly fashion. Backfilling and cleanup work shall be accomplished as sections of the liner are tested and approved.

3.06 EXISTING UTILITY LINES

A. The contractors attention is directed to the existence ofpipes, sprinkler systems and other underground improvements in the construction area. All reasonable precautions shall be taken by the Contractor to preserve and protect any such improvements whether indicated on the drawings or not. Known utilities that are damaged by the contractors operations shall be immediately repaired by the contractor in a manner approved by the Contracting Officer at no additional cost to the government.

SECI10N 07120

SYNTHETIC LAGOON LINER

PART 1 GENERAL

1.01 Scope:

A. Work shall consist of the furnishing and installation ofsynthetic lagoon liner and accessories at the locations shown on the drawings. All labor, equipment, materials, tools, and incidentals necessary for the complete installation of the lagoon lining shall conform to the manufacturer's recommended installation procedure.

1.02 Measurement and Payment

A. Measurement will be made to the nearest unit ofmeasurement as shown in the

Schedule ofItems as follows:

B. Payment shall constitute full compensation for furnishing all labor, materials, and equipment necessary to complete the work in accordance with the drawings and specifications including but not limited to: liner, vents, trenching, backfilling sandbags, etc.

PART 2 PRODUCTS

2.01 Lagoon Lining

B. The liner to extend pond number 3 shall be black color, 45 mil HYP ALON M-284 liner. The liner shall be manufactured by Burke Environmental Products, 2250 South Tenth Street, San Jose, Ca. 95112 Phone (408) 297-3500.

PART 3 EXECUTION

3.01 Preparation of Lining Bedding

A. The surface on which the lining is to be placed shall be firm, clean, dry and smooth. The area to be lined shall be free of rock, brush, roots and large clods. The base material shall be approved in writing by the contracting officer prior to placing the lining material.

3.02 Trenching:

A. All trenching necessary to anchor the lining as shown on the drawings shall be completed prior to installation of the lining. All suitable material shall be saved and used as backfill material.

3.03 Warranty:

A. A minimum 10 year warranty against defects and materials shall be provided by the supplier ofthe synthetic lagoon liner.

3.04 Storage ofMaterials:

A. Materials shall be stored in the original unopened containers, in a dry area, and protected from the direct heat ofthe sun where possible. Containers shall not be stacked.

3.05 Substitutions:

A. No substitutions shall be allowed on Hypalon Liner Material.

3.06 Lining Installation:

A. The installer of the synthetic lagoon liner shall be experienced in the installation of flexible membrane linings and shall be approved in writing by both the fabricator (or manufacturer) and the Contracting Officer.

B. The Contractor shall comply with all installation procedures recommended by the manufacturer. A set of the manufacturers installation instructions and samples of the liner material shall be approved by the contracting officer prior to installation.

C. Suitable handling equipment to unroll sheets is required at the job site. No more material than can be seamed in one day should be unrolled. All loose ends shall be secured against windlift at the end of each working day.

D. The liner material shall be placed over the prepared surfaces in such a manner as to assure minimum handling. The sheets shall be ofsuch lengths and widths and shall be placed in such a manner as to reduce field jointing to a minimum. Horizontal factory and field seams on the slopes shall be kept to a minimum. Only those sheets of lining material which can be anchored and/or sealed together in one day shall be unpackaged and placed in position.

Contractor shall be responsible for protecting the liner from uplift during periods of high winds. Sandbags may be used as required to hold the lining in position during installation.

Sandbags shall be sufficiently close-knit to preclude fines from working through the bag.

Under no circumstances shall the lining be subjected to materials, sandbags, equipment or other items being dragged across its surface nor shall workmen and others slide down slopes

RFQ 06-99-35 Page 16 atop the lining. All parties walking or working upon the lining material shall wear soft-sole shoes.

Lining sheets shall be closely fit and sealed around inlets, outlets, and other projections through the lining. Lining to concrete seals shall be affected with a mechanical anchor or as shown on the drawings. All piping, structures and irregular projections through the lining shall be sealed and flashed with fabricated boots or other approved sealing methods.

E. All seaming, sealing and high-solids adhesives and mastics shall be of a type or types recommended and supplied by the manufacturer or fabricator of the panels and shall be delivered in original containers each with an indelible label bearing the brand name and complete directions as to proper storage, use and application of the adhesives.

Field lap joints used to seal factory-fabricated panels shall be fonned by lapping the edges of panels a minimum of 12 inches. The contact surfaces of panels to be seamed shall be wiped clean to remove all dirt, dust, moisture and other foreign materials. Sufficient liner to liner bonding adhesive shall be applied to the joint area so as to fonn a continuous solvent weld approximately 2-3 inches wide. In applying adhesive, care must be taken to "tie-in" to the end of the seam previously completed so that leak paths or weak points in the seam do not occur.

The surfaces should be pressed down immediately and rubbed toward leading edge of the panel. Any wrinkles shall be smoothed out. A small amoUnt of adhesive should extrude and appear at the edge of seam to indicate that sufficient adhesive has been applied. After the initial seal of the lap joint has been made, any exposed edges of the lining material shall be resealed, using the same procedure, to eliminate all free edges. Each seam will be tested by the contractor after installation using the "air lanse" test method.

Sample seams shall be taken twice a day. Seam strength should equal 80% of the specified parent material strength after allowing seven days ofcure time.

Extreme care shall be taken through the work to avoid fishmouths in the field seams. Where fishmouths do occur, they shall be slit out far enough from the seam to dissipate them, lapped, seamed together in the lapped area and patched.

Any portion of the lining damaged during installation, by any cause, shall be removed or repaired by using an additional piece of lining as specified hereinafter.

F. Patching: Any necessary repairs to the lining shall be patched with the lining material itself and liner to liner bonding adhesive. The patch material shall extend a minimum of four (4) inches in each direction from the damaged area. The bonding adhesive shall be applied to the contact surfaces of both the patch and lining to be repaired and the two surfaces pressed together immediately. Any wrinkles shall be smoothed out.

All joints, on completion of the work, shall be tightly bonded. Any lining surface showing injury due to scuffing, penetration by foreign objects, or distress from rough sub grade shall, as directed by the contracting officer, be replaced or covered and sealed with an additional layer of lining of the proper size in accordance with the patching procedures.

3.07 Liner Vents:

A. Liner vents shall be placed every 50' along the top edge of the dike as shown on the drawings.

Existing vents shall be removed on the existing pond liner. A 24" x 24" patch shall be placed and glued over each removed vent.

3.08 Existing Liner:

A. The dikes around the perimeter of the existing evaporation pond number 3 shall be raised 3 feet by the Forest Service prior to the start of this contract. Care shall be used not to damage the existing liner and no rocks/debris shall be allowed to go into the existing ponds.
