SUMMARY OF WORK
PART 1 GENERAL
1.01 SCOPE
A. This contract consists of the construction of a primary lagoon and evaporation pond at the existing Eagle Lake Treatment Plant.
B. The base bid items include the construction of the following items:
1. Raising dikes of existing evaporation ponds and extension of the pond liners.
2. Relocation of existing electrical services.
3. Construction of a second primary lagoon and evaporation pond, with 6", & 8" PVC pipe, valves, and concrete pads.
4. Installation of pond liner in new evaporation pond.
5. Removal and construction of new fence line.
C. Additive Bid Item #1.
1. Installation of a flow meter at the existing export station.
2. Installation of 8" sewer line from existing system to new primary lagoon.
D. Additive Bid Item #2.
1. Installation of pond liner in primary lagoon.
E. Contractor shall be responsible for all construction survey work.
Government will establish the construction control points shown on the site plan.
1.02 PROJECT LOCATION
A. The project is located in T.3l N., R.lO E., section 21, approximately 25 miles from Susanville, CA.
1.03 YORK SCHEDULE
A. The Contractor shall submit a work schedule which shall be approved by the Contracting Officer prior to beginning work. It is necessary that additional capacity in the evaporation ponds be provided before the onset of winter, therefore, the following order of construction must be followed.

1. Raising of the existing evaporation pond dikes. This work shall be completed prior to beginning work on the dikes of new ponds. )
2. Construction of new primary lagoon and evaporation pond.
3. Construction of Additive Bid Items 1 or 2 (if awarded).
1.04 CONTRACT TIME
A. Contract time for this contract shall be 90 calendar days. Work is planned to begin on September 1, 1993.

SECTION 01026
METHOD OF MEASUREMENT
PART 1 GENERAL
1. 01 SCOPE
A. This section defines the terms associated with the method of measurement for determining final payment under the terms of the contract.
1.02 MEASUREMENT AND PAYMENT
A. No separate measurement or payment will be made for the work specified in this section.
1.03 DETERMINATION OF QUANTITIES
A. The following measurements and calculations are used to determine contract quantities.
B. For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified.
C. The average end area method will be used to compute volumes of excavation or embankment.
D. For items that are measured by the linear foot, such as trenching, fencing, utility lines, measurements will be made parallel to the base or foundation upon which the structures are placed.
E. For aggregates weighed for payment, scale weights of material shall be adjusted to deduct the daily average moisture content in excess of 2 percent over optimum moisture. If moisture determination is necessary, the daily average moisture content will be determined in accordance with AASHTO T 255, from not less than three representative samples of aggregate taken at random intervals each day that aggregate is being weighted.
F. For vehicular shipments, net certified scale weights will be used as a basis of measurement. Contractor shall submit certified weight slips for all vehicular shipments. Measurements will be adjusted when material has been lost from the vehicle or from the distributor, has been wasted, or has otherwise not been incoroporated into the work. Determining true weights of hauling vehicles shall be made by weighing the empty vehicles at least once a day at the times the Engineer directs. Each vehicle shall bear a plainly legible identification mark.

PART 3 EXECUTION
3.01 One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:
A. Designed Quantities (DQ)
1. These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings and the presentation in the contract. Changes in the number of units of the originally contemplated work will not be made unless authorized under one or more of the following conditions:
a. As a result of changes authorized by the Contracting Officer in the originally contemplated work. Minor changes to adjust balance points, and the like, will not be considered changes in quantities.
b. As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities, that cause a pay item to change by 15 percent or more.
c. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
2. Final Payment for Designed Quantities:
a. Final payment will be made for the designed quantities at the unit price shown in the Schedule of Items, subject to the provisions of paragraph 3.0LA.l
B. Staked Quantities (SQ)
1. These quantities are determined from staked measurements prior to construction.

1. These quantities are determined from the measurements of the completed work.
D. Vehicle Quantities (VQ)

1. These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

SECTION 01100
CONSTRUCTION STAKING
A. This work consist of all construction staking and surveying necessary to control the work to the lines and grades as Shown On the Drawings and specifications.

2.01 EQUIPMENT
A. The contractor shall maintain adequate survey and staking equipment on the construction site to maintain the accuracy and tolerances as Shown on the Drawings, and specifications.
2.02 STAKES/HUBS
A. All stakes shall have a m1n1mum dimensions, of 1/4"x 2"x 24". Hubs shall have a minimum dimension of 2"x2"x6". Identification stakes and hubs shall be of sufficient length to provide a solid set in the ground and to provide space for marking above ground when applicable.
The top 2 inches of all slope, reference, clearing, and structure stakes shall be painted or marked with plastic flagging.
PART 3 EXECUTION
3.01 GENERAL
A. The contractor shall be responsible to maintain adequate manpower and expertise necessary to provide the quality control as required by this Section.
B. Construction stakes and Bench Marks shall be protected. Lost, damaged, or removed stakes shall be replaced by the Contractor at no additional cost to the Forest Service.

3.02 BENCH MARK
A. A bench mark for construction of the evaporation ponds shall be staked by the Forest Service prior to construction. The contractor shall be responsible for all other construction staking in this area.
B. The location of the flow meter and electric panel shall be staked by the Forest Service Prior to construction (Additive Bid Item 1).
3.03 SLOPE STAKING
The contractor shall stake catchpoints, top of embankments, fill slopes, etc. for the construction of the evaporation ponds, and water tank area. The position of these stakes shall be determined by methods that will produce on the ground the final cross sections as shown on the drawings.
3.04 UTILITIES
A. Sewer line locations (Additive Bid Item 1) shall be staked by the Forest Service prior to construction. Contractor shall be responsible for maintaining all grades in order to slope water/sewer lines as shown on the drawings. The contractor shall be responsible for replacement of lost stakes after construction begins.
3.05 FINISH GRADE STAKES/TOLERANCES
A. Finish stakes shall be set prior to installing aggregate base material. Base course stakes shall have "painted red tops".

SUBMITTALS

A. The work in this section consists of furnishing samples, shop drawings, and the submittal of technical information, including requests for substitutions. It describes the review time for submittals, and substitutions.
1.02 MEASUREMENT AND PAYMENT
A. No separate measurement or payment will be made for the work specified in this section.

3.01 SUBMITTALS
A. The Contractor shall submit the following to the Contracting Officer for approval. Allow 14 calendar days for approval.
1. Mix design of Minor Cast-in-Place Concrete. See Section 03316.
2. Manufacturers literature and samples of pond liner.
3. Manufacturers literature on sewage flow meter.
4. Manufacturer's literature on all valves.
3.02 SUBSTITUTIONS
A. Any substitution of material must be requested in writing and be of equal quality and approved by the Contracting Officer. Approval of satisfactory substitutions shall be made within 14 calendar days of receipt of the submittal.
3.03 MANUFACTURER'S WARRANTIES

SECTION 01505
MOBILIZATION
A. This work consists of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
1.02 MEASUREMENT AND PAYMENT
A. The accepted quantities will be paid for at the contract unit price for Item 01505 Mobilization.
B. Progress payments will be made as follows
1. The Government will pay to the Contractor in the first progress payment the total premium paid by the Contractor to obtain bonds.
This payment shall not be in addition to the contract price and will be included in Item 01505, Mobilization.
2. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
3. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
4. Upon completion of all work on the project, any unpaid amount for Item 01505, Mobilization, will be paid.
C. The total of all payments shall not exceed the original contract amount for Item 01505 Mobilization.

SECTION 01600
USE OF GOVERNMENT FACILITIES
1.01 MARSHALLING AREA
A specific area within the site area will be designated by the Engineer for the Contractors, trailer, equipment and project materials. No storage of waste materials shall be allowed. If self contained trailers are used, the waste shall be disposed of at a sanitary dump station. No waste or wastewater shall be dumped on the ground.
The Contractor assumes full responsibility for the security of any such stored materials and any equipment and any loss thereof shall not be compensated for by the government.
1.02 WATER AND ELECTRICITY
No potable water or electricity will be available at the project site.
1.03 PAYMENT
No separate payment will be made for work specified in the section.
Payment for this section shall be included in the bid price for related pay items.

The Contractor shall file the original copy of each manufacturer's warranty in a loose leaf binder. The binder shall be given to the Contracting Officer at, or prior to the Final Inspection.

SECTION 02110
DEMOLITION
GENERAL
SCOPE
This section covers the demolition, removal and satisfactory disposal of the existing PVC piping and fittings used in the irrigation spray field, designated on the drawings to be removed. The work required in this section shall include the dismantling of the existing fence around the irrigation spray field, as shown on the drawings.
RELATED WORK IN OTHER SECTIONS
The following items of associated work are included in other sections of these specifications.
A. Section 02210 - Site Grading.
MEASUREMENT AND PAYMENT

EXECUTION
DEMOLITION
A. General: The contractor shall remove all PVC p1p1ng and fittings designated on the drawings. After excavation the piping shall become the property of the contractor. All damaged or unusable piping shall be disposed of off Government property.
B. The main discharge line going to the dismantled spray field shall be capped off.
EXISTING FENCE
A. The existing fence around the spray irrigation field shall be dismantled by the contractor. Undamaged existing, metal liT" posts, etc. may be used in the construction of the new fence. Any material that the Contracting Officer determines to be unsuitable for salvage, MODIFICATION OF EAGLE LAKE TREATMENT POND barbed wire, bent posts, etc. shall be disposed of off Government property.

No separate payment shall be made for costs incurred by the Contractor under the requirement of this section. Payment for this section shall be included as part of the bid price for related sections where waste material disposal is specified.

PART 3 - EXECUTION
3.01 Disposal
The waste material shall be disposed of in the following manner:
A. Slash, stumps and rocks shall be hauled to the "Disposal Area" as indicated on the "Site Map" and stockpiled there within a specific area as designated by the contracting officer. No burning shall be allowed for disposal of materials within the confines of the project or elsewhere on National Forest Land.
B. All other refuse material and debris which includes, but is not limited to, packing materials from construction products, maintenance materials for equipment and plastic pipe shall be disposed of off Government property.

3.01 CLEARING
A. All debris, trees, stumps, roots, and other protruding vegetative material within the clearing limits, not designated to remain, shall be cleared, grubbed, removed and disposed of. Clearing limits shall be flagged by the Forest Service prior to construction.
Individual trees to be removed along utility lines shall be marked by the Forest Service Prior to construction.
B. Grubbing shall consist of the removal of grass, roots, and other vegetative matter. Extent of grubbing shall not be less than 6 inches below the original ground level and extend two foot beyond the new fenced area as shown on the drawings. All unsuitable material shall be hauled to the waste disposal area shown on the drawings. Material

transported to the disposal area shall be uniformly spread over the )area at a depth not to exceed 4 feet.
C. Controlled felling shall be used that will ensure the direction of fall when necessary to prevent damage to property, or trees designated to remain.
D. Branches on remalnlng trees or shrubs shall be trimmed to give clear height of 14 feet above the roadbed unless otherwise shown on the drawings. Tree limbs shall be trimmed as near flush with the trunk as practicable.
3.02 UTILIZATION OF TIMBER
A. Merchantable timber, designated for removal, shall become the property of the contractor without charge and removed from Government land.
This timber shall not be exported from the United States nor used as substitution (as defined in 23 CFR 223.10) for timber from private lands exported by the contractor or an affiliate directly or indirectly.
3.03 DAMAGED TREES
A. Where trees are damaged, or where limbs are required to be trimmed or removed because of operations under this contract, the cutting or removal of limbs or branches shall be performed in accordance with good tree surgery practices. All branch cuts 3 inches or more in diameter shall be painted with tree sealant.
B. Trees damaged by the Contractor outside the cleared area shall have the scars painted with a nontoxic bituminous paint or shall be cut flush with the ground and disposed of, if approved by the contracting officer.

This work includes excavation, embankment construction, grading and compaction of the evaporation ponds.

PART 2 PRODUCTS
2.01 Fill Material
Excavated materials from the site may be used if approved by the Engineer.
All fill material shall be a nonexpansive and predominately granular soil or soil-rock mixture free from organic matter and deleterious substances, and shall not contain materials over 6 inches in greatest dimension. Material having a dimension greater than 3 inches shall not be used in the upper 6 inches of fill.

3.02 Placement of Fills
A. Fill material shall be spread in uniform lifts of not more than 8 inches in uncompacted thickness. Prior to commencing compaction, fills shall be brought to water content that will permit proper compaction by either aerating the material if it is too wet, or spraying the material with water if it is too dry. Thoroughly mix each lift before compaction to assure uniform distribution of water content.
3.03 Compaction

3.04 Grading
All site grading shall conform to construction stakes as established in the field or as directed by the Contracting Officer.

MEASUREMENT AND PAYMENT

BEDDING MATERIAL
Sand will be used for backfill material. Sand shall be clean free flowing granular material free of vegetative matter with 100 percent finer than the No.4 sieve.
SELECT MATERIAL
Select Material shall consist of native material which does not contain rock larger than 2" in diameter.
LINE INDENTIFICATION TAPE
Line identification tape shall consist of a minimum of 4.0 mil thickness of inert polethylene plastic film as manufactured by Seton Products Co.
Marking tape shall be non-detectable, 6" wide and imprinted "Caution Sewer Line Buried Below"- color green as manufactured by Seton Products Co.

- EXECUTION
GENERAL
Trenching shall be performed to the lines, grades, and dimensions
SHOWN ON THE DRAWINGS to provide the minimum required cover and separation between lines. Excavation shall be considered unclassified regardless of material encountered.
All roots less than 3 inches in diameter shall be cut and removed from the trench. The bottom of the trenches shall be accurately graded to an elevation of the proposed pipe.
EXCAVATED MATERIAL
Trench excavation shall be placed in a neat pile adjacent to the trench a sufficient distance to prevent cave-ins.
BACKFILL
All pipe shall be bedded and backfilled in sand material as shown on the drawings.
COMPACTION
Backfill shall be placed in 12" lifts and "wheel rolled" and mounded.
SAFETY
The contractor shall insure the safety of the general public. No more than 100 feet of open trench shall be excavated in advance of laying lines. All operations shall be carried out in an orderly fashion.
Backfilling and cleanup work shall be accomplished as sections of the pipe installation are tested and approved.
At the end of each day the contractor shall erect barriers around trench excavations to prevent accidents.
LINE IDENTIFICATION TAPE
Marking tape shall be placed above all buried utility lines installed under this contract and AS SHOWN ON THE DRAWINGS.
In addition, a No. 14 THW copper wire shall be installed above all sewer lines. The conductor shall provide a continuous unbroken path and shall be carried into valve boxes to facilitate access with pipe locators.

3.07 EXISTING UTILITY LINES
A. The contractors attention is directed to the existence of pipes, sprinkler systems and other underground improvements in the construction area. All reasonable precautions shall be taken by the Contractor to preserve and protect any such improvements whether indicated on the drawings or not. Known utilities that are damaged by the contractors operations shall be immediately repaired by the contractor in a manner approved by the Contracting Officer at no additional cost to the government.

EXCAVATION AND EMBANKMENT
A. This work consists of the excavation and embankment necessary to construct the evaporation ponds, as shown on the drawings.

PART 3 EXECUTION
3.01 GENERAL
A. Prior to beginning excavation or embankment all clearing and grubbing as called for under Section 02130 shall have been performed, and approved by the contracting officer.
B. All material to be excavated shall be considered "unclassified" and shall include earth fills, gravels, rock and other materials encountered in excavating and grading operations. NO ADJUSTMENT IN
PRICE WILL BE MADE FOR ROCK ENCOUNTERED.

3.02 DISPOSAL SITE
A. Excess excavated material and material determined to be unsuitable shall be removed to the disposal site as shown on the drawings.
3.03 EMBANKMENT CONSTRUCTION
A. All suitable material removed from excavation shall be used in the construction of embankments, subgrade. slopes and in other places as directed by the Contracting Officer. Rocks or boulders larger than 1/3 the height of the fill shall not be placed within the embankment.
B. Embankment materials shall be placed in successive horizontal layers.
Each layer shall be smoothed. relatively level and compacted before staring the next. Particular care should be exercised in preventing segregation of large rock fragments from the excavated material.
Larger concentration of rock should be spread out and allowed to be consolidated in earth. under the action of the compactor. Adequate embankment material shall be placed between rocks to prevent settlement. Embankment material shall be spread in uniform lifts of not more than 8 inches in uncompacted thickness.
C. Prior to commencing compaction, fills shall be brought to water content that will permit proper compaction by either aerating the material if it is too wet, or spraying the material with water if it is too dry. Thoroughly mix each lift before compacting to assure uniform distribution of water content.
The designated water source for this site shall be at the Christy Day Use Campground. The contractor shall install a screen on suction end of hose prior to pumping.
D. All suitable excavated material shall be utilized as backfill or embankment. Embankment material shall be compacted to 90% of AASHTO Tl80 Method C. Initial compaction of all dikes shall be performed using a vibratory self propelled sheepsfoot roller.
E. The bottom of ponds shall be compacted to 90% of AASHTO T1BO Method C. All rocks, or roots protruding from the bottom of the pond that could damage the pond liner shall be removed. Interior slopes of pond embankments will be finished in accordance with Section 07120.
F. Contractor shall be responsible during construction for maintaining or constructing drainage ditches. or dikes necessary for the protection of adjacent property, and to prevent site damage due to runoff.

3.04 FINISH
A. All earth slopes shall be finished to a smooth surface that will merge with the adjacent terrain as shown on the drawings.
B. Any rock or other material left on slopes, which is not bedded to the degree that it will not slough down the slope, shall be removed after the slope has been substantially completed.
3.05 BORROW SOURCE
A. If additional embankment material is required, two additional borrow sites on private land will be flagged by the Forest Service.
Borrow source is located on private land approximately .3 miles from the site. This source will be available upon depletion of all suitable excavation material. Use of this site for borrow material is limited to 2000 cubic yards. The site shall be developed as follows.
1. All unsuitable material shall be disposed of at the disposal site.
2. The work shall be in accordance with MSHA 30 CFR-Part 56 that relate to ground control and hau1ways. Any deterioration of overburden slopes, safety benches, protective berms, or encroachment on clearing limits shall be immediately corrected.
3. After excavation has been completed in a part or all of the area, the sides shall be sloped and graded and the general pit area smoothed. Oversize material shall be disposed of at the disposal site.
4. Access roads shall be ripped and drained.
5. Ditches shall be constructed to drain the pit.
3.06 EXISTING POND EMBANKMENT
A. A 3 foot fill shall be placed over the existing evaporation ponds as shown on the drawings. Contractor shall place material so that the existing liner is not damaged.
No rocks or debris shall be allowed to enter the existing ponds.

SECTION 02230
SOIL COMPACTION CONTROL
1.02 Scope
The work to be performed under this section shall include the furnishing of all labor, equipment, materials, and other items necessary to fulfill the compaction requirement.
1.02 Related Section
A. Section 02210 - Site Grading.
B. Section 02221 - Trenching, excavation, and Backfilling.
C. Section 02223 - Excavation and Embankment.
1.03 Measurement and Payment
No separate payment shall be made for costs incurred by the contractor for work specified in this section. Payment for this section shall be included as part of the bid price for the installation of structures and utilities, or wherever compaction is specified as part of a bid item.
PART 2 PRODUCTS
2.01 Fill and backfill material shall be earth free of debris, roots, organic or frozen matter and shall be suitable for required compaction.
2.02 Select material and sand required for bedding of electrical cable and other utility lines shall meet the requirements of Section 02221, Part 2.
PART 3 EXECUTION
3.01 The backfill material around structures shall be uniformly spread, moistened or dried to proper moisture content, in approximately horizontal continuous layers not thicker than 4 inches when light compaction equipment is used, and not thicker than 8 inches if heavy equipment is used and shall be mechanically compacted until at least 90 percent of theoretical maximum density throughout is attained.
Theoretical maximum density shall be determined by AASHTO T-180, Method C.
3.02 All soil areas upon which a concrete structure is to be cast, or a precast concrete or structure of other material is to be installed shall be compacted. The top 6 inches of material beneath these structures shall be scarified prior to compaction. The moisture content of the material to be compacted shall be adjusted, if necessary to obtain sufficient moisture

for compacted. Compaction shall be performed until a uniform density of not less than 90 percent of the maximum dry density as determined by AASHTO T-180, Method C is attained.
All aggregate base under concrete slabs shall be compacted to 95% of AASHTO T-180 Method C. 1
3.04 Trench backfill over sewer lines shall be wheel rolled and mounted.
3.05 The bottom of the evaporation pond shall be excavated to finished grade as shown on the drawings. The top 12 inches of soil shall then be scarified and compacted to an uniform density of not less than 90 percent of the maximum dry density as determined by AASHTO T-180, Method C.
3.06 All fill material for the dikes shall be compacted to an uniform density of not less than 90 percent of the maximum dry density as determined by AASHTO T-180, Method C.
3.07 During the progress of the work, the Engineer will make density tests of compacted material in accordance with AASHTO T-19l, T-205, or other approved field density tests, including the use of nuclear testing devices.
If the Engineer determines, by such tests, that the specified density has not been attained, the contractor shall perform additional work as may be necessary to attain the specified compaction. The above test may be modified to include the use of the "carbide gas" method of determining moisture content.
3.08 Equipment - all compaction shall be performed using compacting rollers, pneumatic or vibratory compactors, or other equipment and methods approved by the Engineer.
3.09 Ground on which the material is to be placed shall be firm, dry, unfrozen and cleared of all debris.

PART 3 - EXECUTION
3.01 GENERAL
A. Unless otherwise specified the contractor shall supply all aggregate base necessary to complete work as shown in the drawings.
3.02 SPREADING
A. Aggregate base shall be placed on approved subgrade so as not to disturb the uniformity of the mixture. The material shall be spread to provide the minimum compacted thickness shown on the drawings and shall be of the proper moisture content when placed to obtain the required compaction.

PART 3 EXECUTION
3.01 PIPE INSTALLATION
A. Trenches shall be excavated to the dimensions and grades shown on the drawings. All rocks, roots, etc. shall be removed prior to placing the 20 mil polyethelyene liner. Prior to placement of the liner and fabric the subgrade shall be approved by the contracting officer.
Liner and geotextile fabric shall be installed as per manufacturers instructions.
B. PVC pipe shall be bedded in drain rock as shown on the drawings. Pipe shall be placed with the perforations down. Upgrade end sections shall be capped to prevent entry of soil materials. Pipe shall be sloped as shown on the drawings.
3.02 GEOTEXTILE
A. The geotextile shall be placed in the manner and at the locations shown on the drawings. The surface to receive geotextile shall be prepared to a relatively smooth condition that is free of obstructions, depressions, and debris. The geotextile shall be laid loosely without wrinkles or creases.
B. The geotextile shall be protected from contamination and damage during installation of other materials. Granular filter material shall be carefully placed on the geotextile by methods that will not cause damage to the geotextile. Geotextile strips shall be lapped as shown on the drawings.
3.03 CONCRETE RING
A. A concrete ring IS" dia. shall be cast around the pvc pipe at locations shown on the drawings. Concrete shall meet the requirements of Section 03300. The concrete ring shall have a minimum thickness of 4".
The 20 mil liner shall then be lapped upward against the concrete ring.
3.04 EXISTING MONITOR WELLS
A. There are 4 exising monitor wells located around the permimeter of the existing evaporation ponds as shown on the drawings. They will be located in the field by the Forest Service. The contractor shall protect these monitor wells from damage during the construction period.
Fill material over eXisting dikes shall be placed so that wells are not damaged. No rocks larger than 2" dia. shall be placed within 2' of the monitor wells.

Iron Gate valve, Class 125 - 3 inch and larger. Valves shall be iron body resilient wedge valve, coated for corrosion protection with flanged ends. Valves shall meet AWWA C509 Standards. Supply one operating wrench for each valve. Stockham Fig. G-700.
Gate valves used in sewer line installations shall be suitable for handling sewer effluent and shall be corrosion resistant. Contractor shall submit manufacturerts literature on "sewer valves" for approval.
2.03 PRECAST CONCRETE VALVE BOXES
A. Boxes shall be precast concrete with cast iron frames and covers or steel plate traffic covers of the size and type as SHOWN ON THE

DRAWINGS. Covers shall be marked "Sewer" as required. Extensions shall be of the same material as the box. )
Contractor shall provide all risers, adjusting bolts, etc. necessary for adjusting existing valve boxes to final grades, as shown on the drawings. Risers shall be compatible with existing Brooks 4'x'4' concrete valve boxes.
2.04 FITTINGS
A. All angles or connections to valves shall be made with Mechanical Joint Fittings, or companion flanges, Class 150, as manufactured by U.S. Pipe Company.
PART 3 EXECUTION
3.01 VALVES
A. Valves shall be installed as SHOWN ON THE DRAWINGS. All valves shall be installed with stems pointing up with mechanical joint flanged end connections.
3.02 VALVE BOXES AND ENCLOSURES:
A. All valves shall be installed in boxes or enclosures as SHOWN ON THE
DRAWINGS. Boxes shall be set two inches above surrounding grade.
Contractor shall provide all extensions necessary to raise existing valve boxes to finished grades. Contractor shall reattach existing parkway steel, spring assisted doors to top of valve boxes.

C. Undamaged existing metal "T" posts may be used in the construction of the new fence. All unusable posts shall be disposed of off Government Property.

Wire of the size and type required shall be firmly attached to the posts and braced in a manner indicated on the drawings. All wire shall be stretched taut and shall be installed to the required dimensions.
Where breaks in a run of fencing are required or at intersections with existing fences, post spacing shall be adjusted to meet the requirements for the type of closure.

1.04 MEASUREMENT AND PAYMENT
A. Measurement of gravity sewerline, of each size, type and class, will be by the linear foot along the center line of the pipe, installed in-place, and accepted. Measurement shall include all gravity sewer line except those portions specifically included in the payment of other items.
B. Payment will be made at the contract unit price designated in the Schedule of Items as follows:

A. Marking tape shall be 6 inches wide with imprint "BURIED SEWER LINE BELOW", color shall be green. Tape shall consist of a minimum 4.0 mil thickness of inert polyethylene plastic.
PART 3 - EXECUTION
3.01 GENERAL
A. Prior to beginning any work in this section the contractor shall submit a work schedule for the connection to the existing sewer line for approval by the Contracting Officer.
The exising sewer system shall remain in operation during construction. Only a minimum period of "down time" to the system will be allowed by the contracting officer, i.e. during installation of flow meter and main line sewer connection.
3.02 MARKING TAPE
A. Marking tape shall be placed above the building sewer as SHOWN ON THE
DRAWINGS.
3.03 BEDDING AND BACKFILL MATERIAL
A. The gravity sewer line shall be bedded in sand as SHOWN ON THE DRAWINGS. Backfill shall be hand tamped for a depth of 6" above the pipe. Native material shall then be backfilled and compacted as per Section 02221.
3.04 INSPECTION AND APPROVAL
A. Prior to laying sewer line, the trench and bedding shall be approved in writing by the Contracting Officer.
3.05 LAYING SEWER LINES
A. Laying of sewer lines shall begin at the lowest point spigot ends pointing in the direction of flow. Pipe joints shall be made in conformance with the manufacturer's recommendations.
Each section of the pipe shall rest upon bedding material for the full length of its barrel, with recesses excavated to accomodate bells and

joints. The interior of the pipe shall be cleaned of all foreign matter before being lowered into the trench and shall be kept reasonably clean during laying operations.
Pipe gaskets and ends shall be properly treated as required by the manufacturer prior to connections.
3.07 PIPE JOINTS
Joints shall be made in accordance with the manufacturer's instrucitons. The joints shall be adjusted and the work performed in a manner so as to obtain the degree of water tightness required as specified in Section 3.09
3.08 CLEANOUTS
A. Cleanouts shall be provided at locations as shown on the drawings.
3.09 TESTING
Water Pressure Test: Each section of line shall be flushed before the test is run.
1. The test shall be run from 0+00 Existing Gravity Sewer line to the discharge end of the pond.
2. The contractor shall furnish all facilities and personnel for conducting the test under the observation of the Engineer. The equipment and personnel shall be subject to the approval of the contracting officer.
3. Immediately following the pipe cleaning, the pipe shall be charged with water. Air shall be slowly supplied to the plugged pipe installation until a uniform gauge pressure of 50 psi is obtained.
The pipeline shall be considered acceptable when the induced pressure can be held without loss during the 4 hour test period.
If the pipe installation fails to meet these requirements, the pipe shall be overhauled and if necessary, relaid until the test proves satisfactory at no additional expense to the Government.
