Amendment 0001 Solicitation No. AG-94TZ-S-16-0153

1. Is it possible to get the shape files for the aerial seeding and mulching for the Juniper Fire BAER project? Both .shp and .kml formats are preferable.

Answer: They are posted with this amendment

2. Regarding the recent posted solicitation for the Juniper aerial seeding and mulching project, could you add the acreage per polygon and the shape files to the package?

Answer: They are posted with this amendment

3. Also, are there suggested locations for staging?

See Separate page for potential staging areas

4. Will the Government determine staging locations suitable for an operation of this size or will the Contractor?

Answer: See 3 above

5. If the Government is to determine staging locations, have these sites been identified and if so could you provide a map depicting the staging sites or otherwise disclose the locations of staging sites.

Answer: See 3 above

6. If a map of staging sites cannot be provided what is the distance in air miles from the staging location to each of the treatment units?

Answer: See staging site attachment

7. Would you please break down the number of acres to be treated is each individual treatment unit. This will help determine the number of trips required to treat each unit.

8. Could you provide a travel map of the area?

Answer: See 7 above

9. Can you email me or post the project shapefiles on FBO?

Answer: See attached shapefiles

10. Is there a closure in effect within the fire boundary? If so, who shall we contact to obtain access into the project area?

Answer: There are no closures in effect at this time.

11. Can we email you our proposal or would you prefer receiving them via fax?

Answer: Yes, you can email it. Email is preferred. Fax would be acceptable

12. The scope of work clearly states that certified weed free straw shall be certified by the Arizona Corp Improvement Association. Was this wording intentional or will the Forest Service consider straw from other states such as New Mexico and/or Utah?

Answer: “straw should be certified by a program that follows standards of the North American Invasive Species Management Association (NAISMA) (http://www.naisma.org/weed-free-forage). The straw must be completely free (or at least be free of viable seed or reproductive parts) of weed species that have been listed in noxious weed lists of the States of origin and destination for the straw as well as weeds listed in the North American Noxious Weed List. In addition to noxious weeds, straw must also be free of harmful weeds that may not be listed on State noxious weed lists but could potentially be established when the straw mulch is applied on NFS lands. Buffelgrass would be a major concern for the Tonto National Forest”

13. Once bids are reviewed and a decision is made, what is the date the Forest Service would like to start the project?

Answer: Start no later than 11/20/2016

See attached Juniper Fire (AZ-TNF-000476) BAER (AG-94T7-S-16-0153) areas we are looking to have seeded and mulched in both GoogleEarth .kml and ArcGIS shapefile formats.

Please note that there are ten (10) separate polygons contained in the datasets, with the very small "Hinton Ck Pueblo" being the hardest to see unless you really zoom in (small triangle in the easternmost portion of the burned area).
