Solicitation No. AG-94TZ-S-16-0153 Juniper Fire Aerial Seeding & Mulching

Performance Requirements Summary

SCOPE OF WORK

The contractor shall provide all of the following, including but not limited to, equipment and identified seed mix, and certified weed-free straw by the Arizona Crop Improvement Association with proven documentation, ground crew to disperse straw, loading equipment, safety equipment, transportation, lodging and meals for contractor personnel. Contractor shall provide all incidentals to complete this work.

In support of the Burned Area Emergency Response Plan (BAER) the Tonto National Forest has a requirement for the seeding and mulching of approximately 475 acres of high severity burned area on the Juniper Fire. Seeding shall be applied at 20 pure live seeds per square-foot with the seed mix consisting of Cereal barley, Sideoats Grama, Blue Grama and Western Wheat. Mulch shall be applied at the rate of 1 ton per acre with approximately 1 inch thickness. Both the seed and mulch must be certified weed free. The seed should be applied before the mulch. The awarded contractor shall provide all necessary seed, mulch, labor, supplies and equipment necessary to complete the work. Contractor is responsible for all seed mixing/loading and mulch loading operations and movement of straw mulch in and around the area of operations.

Mulch provided by the contractor shall be weed-free straw mulch certified by the Arizona Crop Association with documentation of certification, storage and handling.

The work under this contract will consist of seeding and mulching the areas designated on the attached project map. The contractor is responsible for making all necessary arrangements for purchasing, delivery, storage, and unloading of seed and mulch to the staging area. The contractor is responsible for storage of mulch at the staging area in a manner that keeps the seed and mulch dry to help facilitate even spread of the seed and mulch.

Definitions

Acceptable Quality Level (AQL). The maximum allowable deviation from perfect performance that may occur before the Government will invoke payment deduction.

An AQL does not allow a contractor to knowingly offer defective service, but limits reduced payment to circumstances in which defective performance results in a measured reduction in the value of services rendered.

Defective Service. A unit of service which contains one or more defects, or nonconformance with specified requirements.

PERFORMANCE REQUIREMENTS SUMMARY (PRS). Identifies the key service outputs of the contract that will be evaluated by the government to assure contract performance standards are met by the contractor.

QUALITY ASSURANCE. Those actions taken by the Government to assure services meet the Requirements of the Performance Work Statement (PWS).

CONTRACTING OFFICERS REPRESENTATIVE (COR). A Government person appointed by the contracting officer to help the contracting officer with contract admin and surveillance.

GOVERNMNET INSPECTOR. A Government person responsible for surveillance of contractor performance.

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP) An Organized written document used for quality assurance surveillance. The document contains specific methods the Government will use to perform surveillance of the contractor.

QUALITY CONTROL. Those actions taken by a contractor to control the performance of services so they meet the requirements of the Pleasant Valley District.

RANDOM SAMPLING. A sampling method in which each service output in a unit has an equal chance of being selected.

HAZARDOUS MATERIAL. Materials that may or may not be identified that have a potential to be hazardous to humans, pets, wildlife or vegetation. Some examples are unlabled containers that are leaking any substance, any kind of barrel, and syringes.

DEVELOPMENT Any structure not native to the area that has been installed.

TRAVELWAY Ground surface that is designated by signage or appearance to be used by visitors to travel upon such as forest roads, pullouts, parking, or obvious pathways within a site boundary.

QUALIFICATIONS

Offeror shall be the owner, operator or authorized personnel, or shall be fully trained to operate, repair, maintain and service the product for which a quote will be provided. Offeror shall provide, seed/mulch-handling and loading equipment, safety equipment, safety equipment, transportation, lodging, and meals for their personnel. Contractor shall have sufficient equipment and personnel to complete the aerial application within 20 calendar days from start of work, weather permitting.

Contractor will be responsible for all seed/mulch loading operations. Movement of seed and straw mulch in and around location operations shall be the responsibility of the contractor.

Contractor shall be properly licensed and bonded to perform the work contained herein. Contractor is responsible to obtain all licenses, permits and insurance required by the State of Arizona and Federal Government.

Global Positioning Satellite (GPS) tracking equipment, fully functional and operating within manufacturer specifications, which can map mulch application areas and download information for contractor and agency use shall be used in this work. The contractor can substitute ground collected GPS data to document completion of the application areas.

SEEDING AND MULCHING OBJECTIVES

1. Seed shall be applied at 43.6 lbs per acre (475 acres).

2. Mulch shall be applied at the rate of 1 ton per acre to cover approximately 70 percent of the ground surface to approximately (1) inch depth within the delineated polygons on the treatment map over 475 acres.

3. No seed or mulch applied during excessive rain, wind or snowstorms. Application will only be made when weather conditions allow. Seed and Mulch should not be applied if the project area is covered with snow.

4. Seeding and Mulching applications will begin at higher elevations and proceed to lower elevations. Seed and Mulch will be applied in areas of primarily high burn severity. A certain amount of pilot discretion is recognized to be necessary while in the air to determine appropriate application within treatment areas. It is not necessary to apply seed or mulch in areas of low or unburned severity (green needles still on trees). The COR or inspector can assist in making this determination. Crews will scatter or otherwise evenly distribute mulch to achieve desired coverage. Target areas are primarily slopes ranging from 15 to 50 percent that exhibit high burn severity. Seed and mulch should not be applied directly to drainages.

5. The mulch should be processed in a manner which promotes even distribution when aerially released from cargo nets or similar equipment (often referred to as fluffing). The mulch should be dry (less than 15% moisture on an air-dry basis) and baled to facilitate uniformity of spread.

PROJECT SAFETY AND RESOURCE PROTECTION OBJECTIVES

1. Conduct project operations in a safe manner

2. Prevent spread of noxious weeds by ensuring all equipment is free of soil, seeds,vegetative matter, or other debris that could contain or hold noxious weed seeds.

3. Mitigate damage or potential damage to private property

SITE LOCATION

The project is located on the Tonto National Forest, approximately 10 miles south of Young, Arizona. The project area ranges in elevation from 5,600 to 7, 400 feet. The area to be seeded and mulched occurs where high burn severity exists.

PERIOD OF PERFORMANCE

Work shall not begin until a Notice to Proceed is issued. The performance period shall be 20 calendar days.

GOVERNMENT FURNISHED PROPERTY

Project Map-A map of the project area will be provided upon award of the contract.

GIS shapefile- A shapefile with coordinate system NAD 83, UTM Zone 12 will be provided upon award of the contract.

SUBMITTALS

· Quality Control Plan- See below for requirements of Quality Control Plan

· Daily Operational Report- Daily progress reports are required to be communicated to the BAER Implementation Team leader no later than 2100 hours each day, with the following information:

· Updated maps indicating the areas (acres) within the polygons treated

· Final Report- a final report (4 hard copies, one electronic) shall be provided, which includes at a minimum:

· As-Built Project Application Map. This must delineate all areas covered by the product under this contract.

· A written report of the daily field conditions, application rates, and areas covered Site conditions, and any other pertinent data that records the application of the product.

FURNISHING AND STORAGE OF MATERIALS, EQUIPMENT AND SUPPLIES

The Contractor is responsible for determining the types and quality of materials, equipment and supplies necessary to accomplish the work in a timely manner. Unless otherwise stated elsewhere herein, the Contractor shall furnish all material, equipment and supplies required for the performance of the contract. All items shall comply with the specifications or commercial standards. The Contractor shall furnish and deliver items to the site of the work and store items in such a manner that their quality and fitness for work is preserved.

All storage, staging and temporary work sites approved by the Government shall be restored to a satisfactory condition at the contractor’s expense.

PRE-WORK CONFERENCE

Prior to commencement of work, the Contracting Officer shall arrange a meeting with the contractor by phone to discuss the contract terms and work performance requirements.

CONTRACTOR QUALITY CONTROL PLAN

A. Quality Control Plan

The Contractor is responsible for Quality Control and shall provide a copy of its Quality Control Plan (QCP) prior to start of the contract. The Plan must demonstrate how the Contractor shall assure that quality of performance meets the objectives and requirements of the contract. The QCP shall specify:

· How quality will be monitored to ensure performance standards are met.

· How the work will be supervised.

· Identify the personnel responsible for performing quality control.

· How results of the monitoring will result in quality performance.

B. Contractor Quality Control Inspection

The Contractor shall assure that performance meets contract specifications, in accordance with FAR 52.212-4, Contract Terms and Conditions—Commercial Items, paragraph (a), prior to requesting the Government to inspect for payment or acceptance. The Contractor shall contact the Contracting Officer upon completion of a unit. The Contracting Officer may observe the Contractors inspection at any time and shall otherwise have unlimited access to the inspection data.

The quality provided by the Contractor will be reflected in the performance evaluation either positive or negative. If the Contractor fails to meet standards, work may be suspended or terminated for Cause for failure to take corrective action immediately and result in adverse performance evaluation. If the Government does not receive the services as stated in the specifications, a deduction may be made in price.

The Quality Control provided by the Contractor will be reflected in the performance evaluation as either positive or negative incentive. Contractor’s work not completed on schedule is subject to default and may result in termination for cause including assessment of re-procurement costs and result in adverse performance evaluation.
Work Plan Schedule and Communications
Work meets schedule as per PWS. Contractor keeps COR/Inspector advised of where they can be reached by phone at all times of contract performance.
COR and Inspector conduct periodic random monitoring.
Contractor’s ability to maintain the work schedule and complete work on schedule will be reflected in the performance evaluation as either positive of negative incentive. Contractor’s work not completed on schedule is subject to default and may result in termination for cause including assessment of re-procurement costs and result in adverse performance evaluation.
Loss, damage or destruction of Government property
Contractor shall protect the Government property at the recreation sites while in service

Contractor shall be responsible for loss; damage or destruction of Government property unless the Contractor can show the damage resulted from causes beyond the Contractor’s control and without the Contractors’s fault or negligence.

ADDITIONAL REQUIREMENTS:

Superintendence: The Contractor shall perform the following: One supervisor, Conversant in the English language, shall be designated in writing by the Contractor for each crew. The written designation shall indicate the limits of the supervisor’s authority. When two or more people are designated as supervisor, their written delegation shall indicate the priority of their designations so no more than one person shall be in charge of a crew at any one time.

Work shall be performed in an organized systematic manner. Crew members shall not be scattered within or between units except as necessitated by on-the-ground conditions and only when authorized by the Contracting Officer.
