SECTION M--EVALUATION FACTORS FOR AWARD

EVALUATION FACTORS

TECHNICAL CRITERIA. The technical proposals will be evaluated and ranked according to the following criteria. The contractor is responsible to submit documentation and records of successful completion of past performances of similar projects within the past three years along with his bid package. In addition the contractor shall provide a list of personnel qualifications, an outline detailing how they plan to accomplish the project (Performance Plan) along with a schedule for finishing the work within the contract time.

The technical proposals will be evaluated and ranked according to the criteria listed below.

1. Past Performance. List all contracts that have been awarded to your firm in the past three years requiring work similar to this project. We will assess such attributes as your quality of work, customer satisfaction, timeliness of performance, business relations, and your history of cost control. Those offerors with no history of past performance will not be evaluated favorably or unfavorably for this criterion.

For each project include:

1. Location of the project,

1. Type of work performed,

1. Size of the project (or dollar value),

1. Customer contacts (include telephone numbers), and/or

1. If problems were encountered, describe them and any corrective actions taken to prevent a recurrence.

2. Key Personnel and Proposed Schedule. Describe all significant work tasks, the sequence in which they are to be performed, and the resources that proposed to use to perform these. Include the proposed time to be devoted to each task. The Technical Evaluation Board will assess the realism of proposed completion dates, given the resources to be devoted to the work. Commitments made in the Offeror’s schedule may be incorporated into the awarded contract.

Specifically address:

1. Proposed starting and completion dates,

1. Type and size of equipment available and to be used, and

1. Foreman/Operator(s)/Key Personnel

3. Customer Service. Provide information related to customer service including customer satisifaction before, during, and after services have been provided.

4. Price Evaluation Criteria: This criterion will consider (1) price reasonableness, and (2) help determine that the Offeror understands of the work. Cost/price is not equal in weight to other technical evaluation criteria; however, the importance of cost/price may become greater as the differences between technical proposals decreases. Where technical proposals are determined to be substantially equal, any cost/price advantage to the Government may control award.

The Government will evaluate offers price evaluation by the base year only. The Government may determine that an offer is unacceptable if the option year prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Proposals will be evaluated and rated to determine which Offerors are within a competitive range, price and other factors considered. Proposals that do not address one or more criteria or sub-factors may not be considered further for award.

When evaluating the technical criteria, the weighted preference for each criterion is as follows:

· Past Performance, 45%;

· Key Personnel and Proposed Schedule, 20%

· Customer Service, 10%

· Overall Cost and Reasonableness, 25%
