151.01 Description

Add the following:

This work consists of washing and treating construction equipment and vehicles necessary for equipment transport to remove seeds, plants, and plant fragments before the equipment is used on Forest Service lands.

Wash the sides, tops, and undercarriages of all construction equipment. Remove all seeds, plants, plant fragments, dirt, and debris from the construction equipment. Only equipment inspected by the Forest Service will be allowed to operate within the project area. All subsequent move-ins of equipment to the project area will be treated in the same manner as the initial move-in. This requirement does not apply to cars, pickup trucks, and other vehicles that regularly travel between the construction site and areas off the National Forest.

Equipment will be considered free of soil, seed, and other such debris when a visual inspection does not disclose such material. Disassembly of equipment, components or the need for specialized inspection tools is not required.

Notify the CO in writing at least 24 hours before moving any construction equipment onto the national forest. Notification will include an agreed upon location where the equipment will be available for inspection by the Forest Service. Inspection will be required after every cleaning.

Use methods of cleaning and locations for cleaning approved by the C.O.

For work at a commercial washing facility, use an approved facility.

New infestations of noxious weeds of concern to Forest Service and identified by either Contractor or Forest Service, on the Project Area or on the haul route, will be promptly reported to the other party. Contractor and Forest Service will agree on treatment methods to reduce or stop the spread of noxious weeds when new infestations are found. A current list of noxious weeds of concern to Forest Service is available at each Forest Service office.

151.02 Measurement

Add the following:

Clean equipment prior to moving onto this project. The initial cleaning will not be included in the measurement for payment. Payment under this item will only be made if subsequent cleanings are ordered by the CO. Measurement shall be on an “each” basis, meaning one complete cleaning of all equipment required for this contract. Subsequent cleanings necessitated by the Contractor’s actions but not directed by the CO will not be included in the measurement for payment.

Section 211 – Road Closure Treatment

Description

211.01 Work. This work consists of closure, decompaction and stabilization of roadways and associated drainages. This includes treating roads by scarifying, decompacting, partial recontouring, full recontouring, removing culverts, restoring stream crossings, scattering slash on treated areas, and constructing armored overflows, waterbars, cross drains, and earth barriers. Work includes roadway clearing necessary for equipment access.

Construction Requirements

211.02 Roadway Clearing. Brush and clear roadway to minimum extent that allows access for construction equipment and vehicles. Grubbing brush is acceptable unless otherwise shown on the plans. Retain clearing slash within reach for use as slash placement after treating roadway.

211.03 General. Begin work at road end or location designated by the Contracting Officer and proceed back towards the beginning of the road closure. Establish crossings adequate for equipment access through slide areas and washouts as shown on the plans.

Leave disturbed surfaces in roughened condition to facilitate revegetation.

211.04 Stream Channel Excavation. Grub roadway and cutslope before placing embankment material. Decompact roadbed and drainage ditch where embankment material will be placed as shown on the plans. Recontour roadway at stream crossings to pre-existing ground contour or 2:1, whichever is less, unless shown otherwise on the plans. Blend top edge of embankment to cutslope and shape embankment so that it freely drains. Salvage and stockpile rocks for use in reconstructing the stream channel. Minimize incorporation of woody material and brush into the embankment material. Evenly scatter woody debris and brush from clearing operations, and any other available roadside slash, on the newly recontoured areas except where a clearing for a foot path is designated.

Streams requiring special erosion control measures are designated on the plans. Provide 24 hour notice to Contracting Officer before beginning designated stream channel excavation. Unless otherwise approved by the Contracting Officer, maintain stream flow in existing drainage structure and excavate road fill above and on both sides of structure down to finished stream grade and width before removal except for material necessary to keep stream flowing through structure. For culverts maintain just enough cover on inlet end to allow machine access to either side of stream until final removal.

For final of removal of culverts requiring special erosion control, channel reconstruction, grade control structure installation, and armor placement will be paid for under Section 622. All other stream channel culvert removals and associated work will be paid for under Section 211. Dispose of culverts according to Section 203.

Minimize incorporation of woody material and brush into embankment material. Evenly scatter woody debris and brush from clearing operations, and any other available roadside slash on the newly recontoured areas except where clearing for a foot path is designated.

211.05 Full and Partial Roadway Recontour. Before recontouring decompact the roadbed and drainage ditch as shown on the plans. Grub roadway and cutslope before covering with embankment material. Remove all roadway fill down to original ground and place it on the decompacted surface and against the cutslope as shown in the plans. Blend top edge of embankment to cutslope and shape embankment so that it freely drains. Minimize incorporation of woody material and brush into the embankment material. Evenly scatter woody debris and brush from clearing operations, and any other available roadside slash, on the newly recontoured areas except where a clearing for a foot path is designated.

On partial recontour sections outslope the embankment at 10:1 grade unless otherwise shown on the plans.

211.06 Roadbed Decompaction. Decompact the entire roadbed width and ditch

12-16” deep unless shown otherwise on the plans. Leave the road surface in a roughened condition with no furrows or berms that could concentrate or channelize water. Evenly scatter woody debris and brush from clearing operations, and any other available roadside slash, on the newly decompacted areas except where a clearing for a foot path is designated.

211.07 Roadbed Scarification. Scarify the entire roadbed or wheel tracks where shown on the plans. Scarify 4-6 inches deep. Evenly scatter woody debris and brush from clearing operations, and any other available roadside slash, on the newly decompacted areas except where a clearing for a foot path is designated.

211.08 Ditch Relief Culvert Removal. Excavate and remove ditch relief culverts where shown on the plans. Block ditch and construct drainage channel along former culvert grade as shown in the plans. Construct grade control structures and armor where shown on the plans. Dispose of culverts according to Section 203.

211.09 Surface Waterbar. Construct shallow waterbars across road surface as shown on the plans. Waterbars will be drivable where shown on the plans.

211.10 Ditch Drainage Waterbar. Construct drains from ditch across roadway as shown on the plans. Construct grade control structures and armor where shown on the plans.

211.11 Cross Channel. Remove and dispose of any drainage structures according to Section 203. Construct drainage channel across roadway and recontour to natural ground slope or as shown on the plans. Construct grade control structures and armor where shown on the plans.

211.12 Armored Overflow. Construct armored overflows as shown on the plans.

211.13 Earth Barrier. Construct double earth barrier as shown on the plans.

211.14 Gate and Sign Removal. Remove gates, gate posts and sign posts and salvage or dispose of according to Section 203 and as shown on the plans.

211.15 Grade Control Structure. Construct grade control structures as shown on the plans.

211.16 Foot Path Construction. Construct pathway through stream channel crossings and along treated roadway as shown on the plans.

211.17 Acceptance. Road closure treatment will be evaluated under Subsection 106.02.

Measurement

211.18 Measure the Section 211 items listed in the bid schedule according to Subsection 109.02 and the following as applicable.

Payment

211.19 The accepted quantities will be paid at the contract price per unit of measurement for the Section 211 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.
