Task Order from Parent Contract AG-82X9-C-00??
SECTION C – DESCRIPTION OF WORK
(Clause numbers in this Task Order are consistent with the parent contract. All clauses included in the parent contract are applicable and supplemented with information in this Task Order.)
C.1. Scope of Task Order
Mountain Pine Beetles (MPB) have caused high levels of mortality in mature trees in campgrounds located on the
Canyon Lakes Ranger District. Preventive spraying protected some of the trees but others were killed and have been removed. Openings where the hazard trees have been removed have created opportunities to plant and establish a younger cohort of trees. Trees to be planted include two (2) year old container grown ponderosa pine and limber pine and three (3) year old container grown ponderosa pine. Trees shall be planted at a spacing of 12’ x 12’. Conditions suitable for planting are expected to occur around mid-April for all sites.
Ten (10) total days are allowed for the performance of all line items included in this task order.
C.2. Location and Description of Planting Units
C.2.1. Working in forests impacted by insect epidemics and wildfire.
The Mountain Pine Beetle (MPB) and Spruce Beetle (SB) epidemics across these forests have caused high levels of mortality in mature trees. Insects and disease typical of MPB in pines and SB infestations in Engelmann spruce have been degrading wood structure in the dead standing trees found in and around planting units and along forest roads. Whole trees, branches and other debris may fall at any time but especially during windy conditions.
C.2.3. Specific locations, maps and other information pertaining to project sites will be provided with each Task order.
This Task Order is located on the Canyon Lakes Ranger District (CLRD) located at 2150 Centre Avenue, Building E, Fort Collins, Colorado.
Legal descriptions for planting sites:
Bellaire Lake Campground is located approximately 50 miles from Fort Collins, Colorado. In Section 6, T9N, R73W, 6 th
PM, Larimer County, Colorado.
Dowdy Lake Campground is located approximately 47 miles from Fort Collins, Colorado. In Sections
27 and 34, T10N, R73W, 6
West Lake Campground is located approximately 46 miles from Fort Collins, Colorado. In Section 34, T10N, R73W, 6
C.3. Planting Site Descriptions
These units are all within campgrounds. Hazard tree removal has occurred in Dowdy and West Lake
Campgrounds since 2007. Slash from the hazard tree removal operations have been piled or masticated and will not impede planting. The majority of the over-story in the Bellaire Lake Campground planting area was removed in January 2013. Most of the slash created in this operation was moved to a landing site and will not impede planting.
The sites are characterized by an over-story of mature trees (mostly ponderosa pine) with patches of sapling and pole size trees. In 2010, 2011, and 2012 a minor amount of planting occurred in Dowdy and West Lake campgrounds. Spraying of insecticide to prevent the loss of the over-story trees is ongoing and occurs in
May and June. Spraying shall not occur at the same time as planting. The understory consists of grasses and forbs with occasional patches of tree seedlings. Slopes are gentle and generally less than five percent
(5%). Soils are rocky with some exposed surface rock. Access to these campgrounds is excellent with paved or high standard gravel surfaced roads. Campgrounds shall be closed to the public during planting.
C.4. Access to Planting Units
All items are accessed by National Forest System Roads (NFSR), County or State roads. Access to and within all campground units is via gravel or paved surfaced roads.
Bellaire Lake Campground. Access from Fort Collins via West Larimer County Road (CR) 74E
(Red Feather Lakes Road). This road has a paved surface. From CR-74E take CR 69 and then the
Bellaire Lake Road. CR69 and the Bellaire Lake Roads have a gravel surface.
Dowdy Lake Campground. Access from Fort Collins via West Larimer County Road 74E (Red
Feather Lakes Road) and Dowdy Lake Road. Both roads have a paved surface.
West Lake Campground. Access from Fort Collins via West Larimer County Road 74E (Red
Feather Lakes Road). This road has a paved surface.

C.6. TECHNICAL SPECIFICATIONS
C.6.1. Satisfactorily Planted Tree.
The open-hole method shall be used and tile shovels, planting augers (six inch (6”) hole) or wide bladed planting hoe will be used to create a hole a minimum of two (2) inches wider and two (2) inches deeper than the container sizes of 2-7/8” x 2-7/8” x 5’ in length or 3-5/8”x3-5/8” x 6”in length. Trees shall be planted with roots in the container medium in the dimensions of the container.
C.6.2. Scalping
Each planting spot shall be free of live vegetation, including roots, to reduce competition from existing vegetation. Mineral soil shall be exposed over the scalped area. The planted tree/shrub shall be in the center of the minimum scalp. The minimum diameter and the maximum depth required to expose mineral soil are specified for scalping in the Detailed Information Chart.
C.6.3. Shade
The minimum height and distance specifications for shade are stated in the Detailed Information Chart in
Section J.
C.6.5. Spacing
Within each campground trees shall be planted in locations that will be identified by the COR or inspector. Planting locations vary in size from as small as 1/100 acre to several acres in size. Within the planting locations trees are to be planted at the following spacing:
It is expected that an irregular distribution within the planting locations will result as planters avoid acceptable established trees, rock or shallow soils and seek planting spot in the best micro-sites and soil conditions. The number of trees planted shall not be materially changed by the method of selecting planting spots.
C.6.6. Species Mix
The intent is to plant a mix of species and tree sizes on all acres in all units. Both ponderosa pine and limber pine are to be planted in these units. There are 2 sizes of ponderosa pine, 2-0 and 3-0.
Approximately 69% of the trees are 2-0 ponderosa pine, 12% of the trees are 3-0 ponderosa pine and
19% of the trees are limber pine. The species are to be interspersed at a ratio of seven 2-0 ponderosa pine, one 3-0 ponderosa pine and two 2-0 limber pine.
For every 10 trees planted:
Tree Species Number of trees Tree Size:
Ponderosa pine 7 2-0 (Anderson 3-5/8
Ponderosa pine 1 3-0 (Anderson 2-7/8)
Limber Pine 2 2-0 (Anderson 2-7/8).
