SEWAGE LAGOONS SOLIDS WASTE REMOVAL
AMENDMENT NO. 2
AUGUST 14, 2009
SUBJECT: Significant Points Based on Questions, Concerns, and Discussions During the Lagoon Walk Through 13 August 2009.
1. WOODS CANYON:
a. Upper lagoon can be de-canted into the lower lagoon but must be pumped back into the upper lagoon upon completion of solids removal.
b. FS will install a culvert in the ditch and cover it – or will backfill the ditch for access to the lagoons.
2. CANYON POINT:
Liquids Removal. The forest can, under its general permit, discharge up to 20,000 gallons per day from the lagoon into a fenced area. This fenced area is separate from but adjacent to the lagoon fence. It was created solely for this purpose. It will be possible to begin to discharge liquid days before the work is to begin to remove solids from the lagoon.
3. BIG LAKE:
a. Primary Lagoon can be decanted to lower lagoon – being careful to ensure we don’t breach the lower lagoon. We cannot discharge out of the lower lagoon. Once solids removal from the upper is complete, water will have to be pumped back up to the upper lagoon so we have adequate freeboard on the lower lagoon.
b. Secondary Lagoon: Since this is a polishing or secondary treatment lagoon, the amount of solids in the lagoon is hard to estimate. There should be little solids, or at least a much reduced solids level.
4. GENERAL
a. Quantities in Original Solicitation: I’ve heard from a contractors and consultants that the quantities of solids (in gallons) were understated. Initially, during the walk through yesterday, I said that I realized they were low and to bid on what you estimate to be correct or more realistic values. However, at the end of the day, I decided to revise the quantities in the solicitation. I originally used a very low percentage, something like 2.24% to calculate estimated quantities of solids in the lagoons. I learned that a more appropriate percentage would be between 30 and 40 percent. I revised the quantities using 30%. I chose the lower end of the range because these are seasonal systems, only operated between May and October. Based on the limited operating season, I feel this number is more appropriate.
b. Due date for Bids and the impact of revised quantities. The Closing Date has been extended (see page 1, above). The revised quantities should have little impact on the unit costs. Therefore, contractors should revise their pricing to reflect the increased quantities.
c. Work Periods –
(1) Preferred Performance Periods: The FS prefers to have this work done after the end of the heaviest use by campers, September to the end of October. Generally, visitation falls off after Labor Day. The campgrounds generally close in October; in some cases the concessionaire, Recreation Resource of America, begins to close all or parts of certain campgrounds within the complex before total closure of the campground complex.
(2) The advantage of doing this work during the fall are reduced inflow into the lagoons from campers and hosts, less inflow in infiltration due to rainfall, dry ground conditions.
(3) To do the work in the early spring is not practical. The ground condition is usually saturated, I&I is excessive, the lagoons may not be accessible, and as soon as the campgrounds can be opened, the concessionaire wants to open with little delay.
(4) Winter is generally not possible as the lagoons are not accessible during the winter.
(5) Summer is possible, but if there are major impacts such as having to close the sewer system for extended periods, nobody will want to shut down if it impacts the campgrounds.
So – do the work in the fall.
5. Priorities: Project priorities will be Big Lake Primary, Big Lake Secondary (if needed), Canyon Point, Woods Canyon. If available funding limits completion of all the lagoons, then we will prioritize and award by priority.
III. All other terms and conditions remain the same.
(See attached Revised Schedule of Items)
AMENDMENT NO. 2 REVISED—PART I—THE SCHEDULE
SECTION B--SUPPLIES OR SERVICES AND PRICES/COSTS
The Apache-Sitgreaves National Forests has requirement for solid waster removal from a number of lagoons located on or near recreation / campground facilities on the forest. The Government anticipates award of a Firm Fixed-Price contract, which shall constitute the entire agreement including all terms and conditions applicable to the contract. The proposed project includes all work to visit each lagoon for the purpose of measuring the solids; using those measurements to estimate the number of gallons of solids to be removed from each lagoon, propose the removal method and cost per gallon to remove and dispose of the sewage sludge. In addition, this project Includes all work to either remove the solids by mechanical means, transportation and disposal of the sludge at a disposal facility that is certified by Arizona Department of Environmental Quality (ADEQ). Alternatives to removal such as agents or chemicals that reduce the volume of solids may be considered. For the purposes of this solicitation, the terms sludge, solids, and solid waste may be interchanged and have the same meaning.
Based on the estimates of the amount of sludge and the costs per gallon, actual costs may exceed the dollars available for this project. The Government reserves the right to award all line items or any combination of line items with the funding that is available.

NOTE: The quantities shown in the original Schedule of Items were reflected solids as 2.24% of the total volume of the lagoon. These quantities reflect an increase the estimated solids from 2.24% to 30% of the total volume of the lagoon.
