SECTION 00050

BISMARCK LAKE SEDIMENT REMOVAL

PART I - GENERAL

1.1 Scope - This project shall consist of diverting water through Bismarck Lake during construction period, placing a small quantity of riprap and rock steps, dredging sediments from the reservoir, stockpiling in sediment disposal area and reshaping stockpiled sediment at a later date.

1.2 Related Work - The work shall be in accordance with the following subsidiary specifications.

The subsidiary specifications are referred to in the text by the Section designation only.

PART III - EXECUTION

3.1 Contract Time – The contract will be awarded in the Fall of 2014. The Forest Service will drain the lake in early Fall to allow the lake to dry out before it freezes. The Contractor will be expected to start work as soon as the lake bottom is froozen allowing equipment to operate in the lake bottom. Placement of aggregate on haul road shall be completed before May 1, 2015.

Contract time will be 150 days.

3.2 Public Protection – The picnic ground will be closed and the contractor will be allowed to exclude the public from the work site throughout the project. Furnishing, installation, and maintenance of all barricades, signage, and other measures necessary to exclude and protect the public will be the responsibility of the Contractor and must be approved in advance by the C.O..

3.3 Sanitary Facilities – It will be the contractors responsiblitiy to provide sanitary facilities as required for crew use.

3.4 Haul Route and Load Restrictions – The haul road shall be constructed as per Section 2240 and rehabilitated as per Section 2135A.

3.5 Protection of Improvements – It will be the contractor’s responsibility to protect all existing improvements including but not limited to: existing roads and trails, boardwalk, picnic tables and grills.

3.6 Permits – The Forest Service will obtain a 404 permit for the project. The terms of the 404 permit will be given to the contractor who will be expected to meet the requirements of the permit. All other permits including a stormwater construction permit for disposal sites will be the contractors responsibility. 3.7 Equipment and Material Cleaning for Aquatic Nuisance Species - In order to prevent the introduction or spread of aquatic nuisance species (ANS) and the yellow grub (Clinostomum complanatum; found in Bismarck and Lakota Lakes), all equipment and other materials, i.e.

bypass pipe, etc., that may come in contact with stream/lake water or dredge spoils should be inspected, cleaned, drained, disinfected, or completely dried prior to use on this project and after use. However, if the contractor can prove/verify that the equipment was not used in another waterbody 10 days prior to use in Bismarck Lake, cleaning for ANS species will not be required before use. Cleaning equipment for weeds will still be required as per Section H Special Contract Requirements within the contract.

3.8 The following methods for cleaning equipment are acceptable:

a. Remove all mud and debris from equipment (tracks, turrets, buckets, drags, teeth, bypass pipe, etc.) and keep the equipment dry for 10 days prior to use and after use; or

b. Remove all mud and debris from equipment (tracks, turrets, buckets, drags, teeth, bypass pipe, etc.) and spray/soak equipment with water greater than 140 degrees F for at least 10 minutes prior to use and after use; or

c. Remove all mud and debris from equipment (tracks, turrets, buckets, drags, teeth, bypass pipe, etc.) and spray/soak equipment with either a 1:1 solution of Formula 409 Household Cleaner and water, or a quaternary ammonia compound (QAC) solution (see table below). Treated equipment must be kept moist for at least 10 minutes.

3.8.1 Upon completion of contract all equipment and pipes shall be cleaned as specified above. The CO will inspect equipment at site of cleaning.

SECTION 00100

MEASUREMENT AND PAYMENT

PART I - GENERAL

1.01 Measurement and Payment - Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered as included in the payment for items shown.

When more than one class, size, or thickness is specified in the SCHEDULE OF ITEMS for any pay item, suffixes will be added to the item number to differentiate between items to be bid.

1.02 Determination of Quantities - The following methods of measurement are used to determine contract quantities for payment.

For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified.

Measurements for seeding, mulching, geotextiles, netting, erosion control blankets, and sodding will be along slope lines.

The average end area method will be used to compute volumes of excavation or embankment.

However, if in the judgment of the Engineer, the average end area method is impractical, measurement will be made by volume in hauling vehicles or by other three dimensional methods.

Structures will be measured according to neat lines SHOWN ON THE DRAWINGS or as altered by the Engineer in writing to fit field conditions.

For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, and under drains, measurements will be made parallel to the base or foundation upon which the structures are placed. Pipe and pipe arch culverts shall be measured along center of invert;

arches shall be measured at spring line.

1.03 Units of Measurement - Payment will be by units defined and determined according to U.S.

Standard measure as follows:

A. Cubic Yard – (CY) A measurement computed by one of the following methods:

1. Excavation, Embankment, or Borrow - The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.

2. Material in Place or Stockpile - The measurement computed with dimensions of the in-place material.

3. Material in the Delivery Vehicle - The measurement computed using measurements of material in the hauling vehicles at the point of delivery.

Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.

B. Each (EA) - One complete unit, which may consist of one or more parts.

C. Lump Sum (LS) – The bid amount is complete for all work described in the contract and necessary to complete the work for the item.

1.04 Methods of Measurement - One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item:

A. Designed Quantities (DQ) - These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units SHOWN in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:

1. As a result of changes in the work authorized by the Contracting Officer.

2. As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities, that cause a pay item to change by 15 percent or more.

3. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

B. Staked Quantities (SQ) - These quantities are determined from staked measurements prior to construction.

C. Actual Quantities (AQ) - These quantities are determined from measurements of completed work.

D. Vehicle Quantities (VQ) - These quantities are measured or weighed in hauling vehicles.

E. Lump Sum Quantities (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

SECTION 00190

MOBILIZATION

PART I - GENERAL

1.1 Scope - This item is intended to compensate the Contractor for operations including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for payment of premiums for bonds and insurance for the project; and for any other work and operations which must be performed or costs that must be incurred incident to the initiation of meaningful work at the site and for which payment is not otherwise provided for under the contract.

1.2 Method of Measurement – Payment shall be at the lump sum price shown on the schedule of items.

1.3 Basis of Payment - The lump sum price shall include full compensation for mobilization.

Progress payments for mobilization will be made as follows:

A. Bond premiums will be reimbursed after receipt of the evidence of payment.

B. When 5 percent of the original contract amount is earned from other bid items, 50 percent of the mobilization item, or 5 percent of the original contract amount, whichever is less, will be paid.

C. When 10 percent of the original contract amount is earned from other bid items, 95 percent of the mobilization item, or 10 percent of the original contract amount, whichever is less, will be paid.

D. The remaining 5 % of the mobilization item will be paid after final acceptance of Item 3

Reshaping Stockpile.

SECTION 01170

SAFETY

PART I – GENERAL

Compliance with the Occupational Safety and Health Administration (OSHA) regulations for construction safety (29 CFR part 1926 and 29 CFR part 1910) is required as part of this contract, as stated in Section I (Contract Clauses), FAR 52.236-13. The following additional specific requirements also apply to the work performed under this contract:

1. Pre-Work Safety Meeting: A meeting to discuss the Contractor’s planned operations, types of equipment to be used, and particular safety hazards associated with the work must be held prior to work beginning at the site. At this meeting, the COR will designate the limits of the “Work Area”, for the purpose of restricting access and protective gear requirements. This can be accomplished at the pre-work meeting.

2. Safety Plan Submittal: The Contractor shall submit a Safety Plan a minimum of

10 calendar days prior to the Pre-Work Safety Meeting. The Safety Plan shall cover the following information, at a minimum:

a. Emergency Plan & Personnel: Describe local services to be used in the event of emergency medical needs. Provide the name of persons on site who hold a current first aid card.

b. Equipment: List each piece of equipment to be used for the work. This list will be updated as work progresses.

c. Operations: Description of the activities requiring the greatest attention to safety, and how safety will be addressed.

3. Work Area Requirements: Included but not limited to:

a. Head Protection: All personnel must wear hard hats when within the designated Work Area. This includes Contractor employees and visitors.

b. Trench shoring, safety boxes, ladders etc. as required by OSHA during operations requiring holes or trenches.

c. Safety equipment such as flotation devices and safety lines when working over, in or around water.

d. All requirements set by OSHA, MSHA, state and federal regulations. For more information go to www.osha.gov

SECTION 02135A

SEDIMENT REMOVAL

PART I - GENERAL

1.01 Scope – Perform all work necessary to clear trees from sediment disposal site, excavate, load, haul and stockpile sediment as shown in the drawings into the disposal site.

1.02 Measurement and Payment – Quantity shall be measured as loose cubic yards measured in the stockpile. Quantity shall be established by surveying the sediment disposal site prior to and after placement of dredged material. Survey will be accomplished by the Government. Contractor shall keep track of the number of loads of sediment hauled and inform the Government when they estimate the contract quantity of sediment has been hauled. Government will verify quantity and approve or require additional quantity as appropriate. Payment shall be made at the unit quantity price shown on the schedule of items. Such payment shall be full compensation for excavation, loading, hauling and stockpiling of the sediment, grading and shaping reservoir bottom after completion of dredging activities.

3.01 The sediment disposal site boundary will be staked by the CO. Clear all trees and brush from the sediment disposal site and temporarily stockpile. Upon completion of reshaping the sediment pile, scatter all trees and slash as per Section 02135B. Smooth out any irregularities in disposal pit area. All clearing of large trees within disposal pit A shall be done between Oct. 1, 2014 and May 14, 2015.

3.02 Construct access road to lake as per Section 02240.

3.03 Lakeside vegetation – Take care to preserve existing bankside vegetation from excavation, compaction or other damage. Route equipment and trucks to avoid lake edges and vegetation.

Preserve a 10’ buffer of lake shore vegetation in locations staked by the CO.

3.04 Before installation of diversion pipe excavate sediment along the west shoreline. By doing this an area will be created for installation of the diversion pipe along the the west shoreline as shown on drawings.

3.05 Install diversion pipe along the west shoreline before hauling any sediment to sediment disposal site as per Section 02215.

3.06 Excavate in a systematic fashion to depths approved in the field by the CO. Maintain surface drainage on reservoir bottom to allow for local drainage to the dewatering point.

3.07 Control discharge of turbid water from the work area and completed excavations to maintain downstream water quality. Provide filtering as required.

3.08 In freezing conditions, avoid loading ice with sediments and placing in stockpile. If ice is observed in stockpile, deduction will be made from estimated payment and final payment will be made after summer melt and settlement.

3.09 Utilize the disposal site areas as much as possible by dumping each load of sediment as close to the previous load as possible. After sediment freezes or whenever possible push sediment into a pile to allow space for additional sediment to be stockpiled.

3.10 Upon completion of haul to disposal site rehabilitate roads as per Section 02240.

SECTION 02135B

RESHAPING STOCKPILE

PART I - GENERAL

1.01 Scope – Perform all work necessary to spread sediment into the disposal site.

1.02 Measurement and Payment – Payment shall be at the lump sum price shown on the schedule of items. Such payment shall be full compensation for the work required.

3.01 When conditions are favorable contractor shall push sediment into a rough uniform pile as approved by the CO. Fill slopes of the final pile shall be approximately 4:1. Height will vary depending on quantity hauled to disposal site.

3.02 Uniformly spread slash and tees, obtained from clearing the disposal pit area, over the disposal pit area to a maximum height of 18”.

3.03 Seed as per Section 02825.

SECTION 02205A

RIPRAP ROCK

PART I - GENERAL

1.01 Scope – The work under this section covers furnishing and installation of a base layer of aggregate, riprap rock and concrete grout placed around the riprap rock.

1.02 Measurement and Payment – Payment shall be at the cubic yard price shown on the schedule of items for Riprap Rock and shall include riprap, riprap bedding and concrete grout.

PART II - PRODUCTS

2.01.1 Riprap Rock - Stone used for machine placed riprap rocks shall be hard, durable and relatively free of dirt. Riprap rock source is along FSR 349. Rocks are randomly scattered along the road.

Riprap rocks shall have a minimum size of 2’ x 2’ x 2’ or equivalent to approximately 1/2 C.Y.

2.02 Riprap Bedding - Bedding aggregate shall be 4” depth Grading G.

2.03 Concrete Grout – Concrete for grout mix shall be approved by the CO.

3.01 Excavate area for placement of riprap bedding and riprap as shown on the drawing.

3.02 Place riprap bedding layer in a method which will not segregate the material and equipment compact as approved by the CO. The surface of the bedding layer shall be reasonably even and free of mounds or windrows.

3.03 Machine place riprap rocks on the prepared slope. Place rocks tight against each other to minimize the gap between rocks as much as possible.

3.04 Fill voids between rocks with concrete. Ensure that concrete is not allowed to adhere to the exposed surface of the rocks. In the event that rocks are contacted with concrete power wash clean before concrete cures.

SECTION 02215

DEWATERING AND WATER CONTROL

PART I - GENERAL

1.1 Scope – Perform all work necessary to divert, bypass, and route stream flow through the reservoir and dam during construction, and to accomplish removal of surface water and ground water as necessary to perform the construction required by the contract in accordance with the specifications. It shall include: (1) constructing, installing, building, and maintaining all necessary temporary water containment facilities, channels, and diversions; (2) furnishing and installing 12” and 18” dia. ADS culvert, installing, and operating all necessary pumps, other piping and other facilities and equipment; and (3) removing all such temporary works and equipment after their intended function is no longer required.

1.2 Measurement and Payment - Payment shall be at the lump sum price shown on the schedule of items. Such payment shall be full compensation for the work required.

PART II – PRODUCTS

Culvert shall become the property of the USDA Forest Service upon completion of the contract.

Culvert shall be hauled to and stockpiled at the Spearfish Work Center located 5 miles South of Spearfish, SD.

3.1 Water Control Plan Submittal - The contractor shall furnish the contracting officer, in writing, a proposed plan for meeting the requirements of this section before beginning any construction activities. Acceptance of this plan by the C.O. or the waiving of the plan requirement will not relieve the contractor of the responsibilities related to this activity during the process of completing the work as specified.

3.2 Safety, Shoring, and Protection - The Contractor shall meet the General Safety Orders of the

State encompassing this project and the provisions of the Occupational Safety and Health Administration (OSHA): 29 CFR Part 1926.650-652. Walls and cofferdams shall be supported by bracing, shoring, or other methods and shall be properly located and of sufficient size to accommodate shoring and bracing and to allow for proper installation of the work.

3.3 Drawdown of Reservoir - The Forest Service will open the existing gate and slowly drawdown the reservoir. A residual pool of water may remain in the reservoir. No sediment will be removed from this area.

3.4 Diversion of Stream flow from Dredging Area - The Contractor shall provide and maintain, at all times during construction, ample means and devices with which to capture normal streamflow into the reservoir and to divert it from the area of the reservoir to be dredged. The contractor shall furnish, 800 feet of 18” dia. ADS dual wall culvert and 500 feet of 12” dia. ADS dual wall culvert to be utilized in the diversion. The contractor shall take proper care to insure that pipe is not damaged during use or transport. The contractor shall install, maintain, and operate piping, and supply, install, maintain and operate all cofferdams, channels, flumes, sumps, pumps and other temporary diversion and protective works needed to divert stream flow and to pass it through the dredging area and dam. Contractor shall provide adequate devices to dissipate energy and prevent scouring and erosion at the outlet of piping.

3.5 Quality Standard –Bismarck Lake is classified by the state as a cold water marginal fish life propagation water. (reference 74:51:01:46 in State Rules) The criteria for Total Suspended Solids for this fishery is a 30 day average of less than 90 mg/L and a daily maximum of less than 158 mg/l. This is a state water quality standard which may be monitored by the state.

3.6 Removal of temporary works - When temporary works are no longer needed, the contractor shall remove and return the area to a condition similar to that which existed before construction.

Areas where temporary works were located shall be graded to match adjacent surfaces with no obstruction to natural surface water flows or to the proper functioning of the dam. The contractor shall exercise extreme care during the removal stages to minimize the discharge of soil sediment and debris that was trapped during construction to the stream.

Pipes, casings, and any other material used to dewater the site shall be removed. Dewatering sumps or wells shall be filled to ground level with local soil or other suitable material approved by the contracting officer.

Sediment deposited in sediment basins and trapping devices shall be removed, regraded, seeded, or otherwise disposed of as approved by the Contracting officer.

SECTION 02240

CRUSHED AGGREGATE BASE OR SURFACE COURSE

PART I - GENERAL

1.1 Scope - This item shall consist of preparation of haul road and furnishing, hauling, and placing of aggregate on haul road.

1.2 Measurement and Payment – Payment shall be at the compacted cubic yard price shown on the schedule of items for Crushed Aggregate Surfacing Grading Q.

1.3 Reference Specifications – The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.

2.1 Materials shall be obtained from an approved commercial source. Crushed aggregate for crushed base or surface courses shall be crushed stone, slag, or gravel meeting the requirements shown in Table 02240-1.

A. Gradation - The crushed aggregate gradation shall meet the requirements of Table 02240-2 for the grading shown on the drawings or listed in the Schedule of Items. Aggregate shall be well graded from coarse to fine within the gradation band.

(a) For untreated base used under bituminous materials specified in Section 02612, the maximum percent passing the No. 200 sieve shall be 8. For surfacing, the minimum percent passing the No. 200 sieve shall be 6.

B. Fractured Faces - When crushed gravel is used, at least 50 percent by weight of the particles retained on No. 4 sieve shall have at least one fractured face. Naturally fractured faces may be included in the 50 percent requirement, provided the roughness and angularity produce strength characteristics equivalent to mechanically fractured faces.

C. Aggregate Certification - The commercial source shall provide a statement from a certified testing facility stating that aggregate from this source meets the requirements of these specifications and the designated gradation. The Contracting Officer may at any time sample the delivered materials and make compliance tests.

D. Variance from Specified Requirements - Variances from the crushed aggregate quality and gradation requirements shall be approved in writing by the Contracting Officer prior to use of the material on the project.

3.1 Road Preperation – The following shall apply:

1. The location of the lake access road will be staked by the CO and will be used as is.

2. Smooth out bank at approach to lake and place 20 C.Y. Grading Q aggregate at location and depth approved by the CO.

3. FSR 349 and 349.1A will be used as is.

4. Remove two large trees to construct radius into disposal site off 349.1A

3.2 Road Rehabilitation – The following shall apply:

1. Remove any sediment deposited on FSR 349 and FSR 349.1A and blade roads as approved by the CO.

2. Place 2” compacted depth Grading D aggregate, 12’ width on FSR 349. Total = 120 C.Y.

3. Smooth out any ruts and place 2” compacted depth Grading D aggregate, 10’ width on Lake

Access Road. Total = 80 C.Y

4. This work shall be completed as soon as condition will allow but must be completed before

May 15, 2015.

SECTION 02370

SEDIMENT AND EROSION CONTROL MEASURES

1. PART 1 GENERAL

1.01 SUMMARY

A. The work under this section consists of furnishing all necessary labor, equipment, materials, and performing all operations in connection with construction of sediment and control measures.

B. General

1. Contractor shall submit an erosion control plan 10 days before operations began for CO approval.

2. Contractor shall file Notice of Intent for General Permit for Storm Water Discharges Associated with Industrial or Construction Activities with the State of South Dakota to cover activities on the project.

3. All erosion and sediment control measures are to be placed prior to any disturbance caused by grading and or excavation and shall conform to the requirements of the appropriate regulatory agency for the State.

4. The Contractor shall be solely responsible for ensuring that erosion and sediment control measures are implemented and maintained at the site.

2. PART 2 PRODUCTS

2.01 MATERIALS

A. Synthetic Filter Fabric for silt fences.

1. Pervious sheet of polypropylene, nylon, or polyethylene fabric conforming to the following physical and hydraulic characteristics:

2. Filter fabric should contain ultraviolet ray inhibitors and stabilizers to provide a minimum of 6 months of expected usable construction life at a temperature range of 0 to 120 F.

3. Support Posts: 4 foot - 2 x 2 wood.

B. Straw Bales or straw wattles.

1. Oat or wheat straw, free from weeds, viable weed seeds, foreign matter detrimental to plant life, and dry.

a. Grass hay bales are not acceptable.

b. In order to prevent deterioration of the bindings, all bales shall be either wire-bound or string-tied so that bindings are oriented around the sides rather than along the tops and bottoms of the bales.

3. PART 3 EXECUTION

3.01 CONSTRUCTION

A. Install straw bales or wattles at local drainage ways to prevent silt intrusion upon adjacent drainage courses. Remove straw bales following establishment of vegetation cover and utilize as mulch at swales or on steep slopes.

B. Prior to construction, install silt fence where needed.

C. Maintain and remove all erosion controls as specified.

3.02 SILT FENCE

A. Silt fences are appropriate for the following general locations:

1. Immediately upstream of the point(s) of runoff discharge from a site before flow becomes concentrated. Below disturbed areas where runoff may occur in the form of overland flow.

2. Along the down slope toe of all top soil stock piles.

B. Materials.

1. Utilize standard strength synthetic filter fabric for sediment barriers. The filter fabric shall be purchased in a continuous roll cut to the length of the barrier to avoid the use of joints. When joints are necessary, filter cloth shall be spliced together only at a support post, with a minimum 6 inch overlap, and securely sealed.

2. The standard strength filter fabric shall be stapled or wired to the fence and 6 inches of the fabric shall be extended into the ground. Filter fabric shall not be stapled to existing trees.

3. Support posts shall be spaced at a maximum 6 feet and driven securely into the ground a minimum of 24 inches.

4. The height of a silt fence shall not exceed 36 inches. Higher fences may impound volumes of water sufficient to cause failure of the structure.

C. Maintenance.

1. Silt fences and filter barriers shall be inspected immediately after each rainfall and at least daily during prolonged rainfall.

2. Silt fences shall be inspected for depth of sediment, tears, and to see if the fabric is securely attached to the fence posts, and to see that the fence posts are firmly in the ground. Any deficiencies shall be repaired immediately.

3. Should the fabric on a silt fence of filter barrier decompose or become ineffective prior to the end of the expected usable life and the barrier still be necessary, the fabric shall be replaced promptly.

4. Sediment deposits should be removed after each storm event and/or when deposits reach approximately 1/3 the height of the barrier or when the sediments limit or prevent the flow of water through the fabric hydraulic.

5. Any sediment deposits remaining in place after the silt fence or filter barrier is no longer required shall be dressed to conform with the existing grade, prepared, and seeded.

3.03 STRAW BALE OR WATTLES EROSION CONTROL FENCE

A. Straw bale erosion control fences are appropriate for the following general locations:

1. Sheet flow applications: Straw bales shall be placed in a single row, lengthwise on the contour with ends of adjacent bales tightly abutting one another.

2. Channel flow applications: Straw bales shall be placed in a single row, lengthwise and oriented perpendicular to the direction of flow with ends of adjacent bales tightly abutting one another. The barrier shall be extended to such a length that the bottoms of the end bales are higher in elevation than the top of the lowest middle bale to assure that sediment laden runoff will flow either through or over the barrier but not around it.

B. The barrier shall be entrenched and backfilled. A trench shall be excavated the width of a bale and the length of the proposed barrier to a minimum depth of 4 inches. After the bales are staked and chinked, the excavated soil shall be backfilled against the barrier. Backfill shall conform to the ground level of the downhill side and shall be built up to 4 inches against the uphill side of the barrier.

C. Each bale shall be securely anchored by at least 2 stakes or rebar driven through the bale. The first stake in each bale shall be driven toward the previously laid bale to force the bales together. Stakes or rebar shall be driven a minimum of 12 inches into the ground or deep enough into the ground to securely anchor the bales, whichever is greater.

D. The gaps between bales shall be chinked (filled by wedging with straw to prevent water from escaping between the bales). Loose straw scattered over the area immediately uphill from a straw bale barrier tends to increase barrier efficiency.

3.04 MAINTENANCE.

A. Inspection shall be frequent and repair or replacement shall be made promptly as needed.

B. Straw bale carriers shall be removed when they have served their usefulness, but not before the upslope areas have been permanently stabilized.

SECTION 02825

SEEDING AND MULCHING

PART I - GENERAL

1.01 Scope – Perform all work necessay to seed and mulch disturbed areas.

1.02 Measurement and Payment – Payment shall be at the lump sum price shown on the schedule of items. Such payment shall be full compensation for furnishing and spreading the seed and for furnishing and installing the erosion control mat.

PART II - PRODUCTS

2.01 Requirements - Materials shall meet the requirements of the following:

A. Seed: 100 pounds required

1. Seed shall be noxious weed free, and the certificate stating this shall be given to the CO. Species of seed for the mixes shall be thoroughly and uniformly mechanically machine mixed. A label shall be attached to each bag of seed stating the name and address of shipper, the weight, kind, variety, purity, germination, hard seed, source of origin, date of last tests, lot #, prohibited noxious weeds, restricted noxious weeds, inert material, other crop, other weeds seeds and whether the seeds are treated and with what substance (if applicable). Application rate shall be 20 lbs/acre.

B. Mulch: 100 square yards required

a. Erosion Control Blanket shall be biodegradable blanket composed of natural or polymer fibers mechanically, structurally or chemically bound together to form a continuous matrix to provide erosion control and facilitate vegetation establishment. Blanket shall be North American Green S1000 BD or approved equal installed as per manufacturer’s recommendations.

b. Fasteners to hold blanket in place shall be biodegradable available at North American Green.

PART III - EXECUTION

3.01 Application Method - The Contractor shall use the following application method.

Dry Method: Hand powered mechanical seeders, seed drills, or other approved equipment may be used to apply seed in a dry form. Riding power equipment shall not be used.

3.02 Seeding - The seed or seed mixture shall be accurately proportioned as stipulated and thoroughly mixed. It shall be remixed as necessary so that a uniform mixture will result as each loading of the seeder is made. The area to be seeded shall be approved by the CO.

3.03 Installation of Netting & Erosion Control Blankets - Nettings and erosion control blankets shall be installed where deemed necessary by the CO so that erosion of fill may be minimized.

SECTION 03300

CAST-IN-PLACE CONCRETE

PART 1 - GENERAL

1.1 Scope –Perform all work necessary to remove existing boardwalk section identified on the drawing, install new concrete piles and reinstall boardwalk.

1.2 Submitals

Design Mixtures: Indicate amounts of mixing water to be withheld for later addition at Project site.

1.3 Measurement and Payment – Payment shall be the lump sum price shown on the schedule of items for Boardwalk Repair. Such payment shall be full compensation for the work required.

PART 2 - PRODUCTS

2.1 Concrete shall meet the following:

A. Cementitious Material: Use the following cementitious materials, of the same type, brand, and source, throughout Project:

1. Portland Cement: ASTM C 150, Type II.

B. Normal-Weight Aggregates: ASTM C 33, graded, from a single source.

1. Maximum Coarse-Aggregate Size: 1 inch nominal.

2. Fine Aggregate: Free of materials with deleterious reactivity to alkali in cement.

C. Water: ASTM C 94/C 94M and potable.

D.

Fibers, if used, shall be FORTA-FERRO available by calling 1-800-245-0306 or approved equal with the following specifications:

A. Fiber length greater than 2 in. ~ 51 mm (nominal length 2-1/4 ~ 54 mm).

B. Before mixing, fibers are collated by twisting with an initial bundle aspect ratio less than 20.

C. Pre-mixing, macro monofilament fibers are bundled and have an aspect ratio of 80.

D. Post mixing, fibers are dispersed and have an aspect ratio of 80 or greater.

E. Fibers are made of copolymer virgin materials that are inert.

F. Fibers are sized to be flexible and not stiff to ensure fibers ‘lay down’ and are easy to finish.

2.2 Steel Reinforcement

Reinforcing Bars: ASTM A 615/A 615M, Grade 60 , deformed.

2.3 Admixtures

A. Air-Entraining Admixture: ASTM C 260.

B. Chemical Admixtures: Provide admixtures certified by manufacturer to be compatible with other admixtures and that will not contribute water-soluble chloride ions exceeding those permitted in hardened concrete. Do not use calcium chloride or admixtures containing calcium chloride.

1. Retarding Admixture: ASTM C 494/C 494M, Type B.

2.4 Vapor Retarders

A. Plastic Vapor Retarder: ASTM E 1745, Class C, or polyethylene sheet, ASTM D 4397, not less than 10 mils thick. Include manufacturer's recommended adhesive or pressure-sensitive joint tape.

2.5 Curing Materials

A. Absorptive Cover: AASHTO M 182, Class 2, burlap cloth made from jute or kenaf, weighing approximately 9 oz./sq. yd. when dry.

B. Moisture-Retaining Cover: ASTM C 171, polyethylene film or white burlap-polyethylene sheet.

C. Water: Potable.

D. Clear, Waterborne, Membrane-Forming Curing Compound: ASTM C 309, Type 1, Class B, dissipating or nondissipating. Liquid Membrane-Forming Compounds. Material shall be certified by curing compound manufacturer to not interfere with bonding of floor covering.

2.6 Concrete Mixtures, General

A. Prepare design mixture for strength of concrete, proportioned on the basis of laboratory trial mixture or field test data, or both, according to ACI 301.

1. Use a qualified independent testing agency for preparing and reporting proposed mixture designs based on laboratory trial mixtures.

B. Limit water-soluble, chloride-ion content in hardened concrete to 0.06 percent by weight of cement.

C. Admixtures: Use admixtures according to manufacturer's written instructions.

2.7 Concrete Mixtures for uses:

1. Minimum Compressive Strength: 4000 psi at 28 days.

2. Maximum Water-Cementitious Materials Ratio: 0.44.

3. Air Content: 4.5 percent minimum

2.8 Concrete Mixing

A. Ready-Mixed Concrete: Measure, batch, mix, and deliver concrete according to ASTM C 94/C 94M and ASTM C 1116, and furnish batch ticket information.

B. Fiber Reinforcement Addition Dosage and procedure if used:

A. Dosage 3.0 lb./yd3 A. After all or a portion of the concrete has been loaded into the truck or mixer, add fiber reinforcement by mixer ready dispersible bags at the prescribed dosage with the drum turning.

B. After fibers have been added, add water-reducing admixture (polycarboxylate superplasticizer).

C. Follow ACI procedures to mix 5 minutes once all ingredients are in the drum.

D. Slump requirements will not be required

PART 3 - EXECUTION

3.1 Embedding Items

Place and secure anchorage devices and other embedded items required for adjoining work that is attached to or supported by cast-in-place concrete. Use setting drawings, templates, diagrams, instructions, and directions furnished with items to be embedded.

3.2 Concrete Placement

A. Before placing concrete, verify that installation of formwork, reinforcement, and embedded items is complete and that required inspections have been performed.

B. Do not add water to concrete during delivery, at Project site, or during placement unless approved by the Contracting Officer.

C. Before test sampling and placing concrete, water may be added at Project site, subject to limitations of ACI 301.

D. Deposit concrete continuously in one layer or in horizontal layers of such thickness that no new concrete will be placed on concrete that has hardened enough to cause seams or planes of weakness. If a section cannot be placed continuously, provide construction joints as indicated. Deposit concrete to avoid segregation.

1. Deposit concrete in horizontal layers of depth to not exceed formwork design pressures and in a manner to avoid inclined construction joints.

2. Consolidate placed concrete with mechanical vibrating equipment according to

ACI 301.

3. Do not use vibrators to transport concrete inside forms. Insert and withdraw vibrators vertically at uniformly spaced locations to rapidly penetrate placed layer and at least 6 inches into preceding layer. Do not insert vibrators into lower layers of concrete that have begun to lose plasticity. At each insertion, limit duration of vibration to time necessary to consolidate concrete and complete embedment of reinforcement and other embedded items without causing mixture constituents to segregate.

E. Cold-Weather Placement: Comply with ACI 306.1 and as follows. Protect concrete work from physical damage or reduced strength that could be caused by frost, freezing actions, or low temperatures.

1. When average high and low temperature is expected to fall below 40 deg F for three successive days, maintain delivered concrete mixture temperature within the temperature range required by ACI 301.

2. Do not use frozen materials or materials containing ice or snow. Do not place concrete on frozen subgrade or on subgrade containing frozen materials.

3. Do not use calcium chloride, salt, or other materials containing antifreeze agents or chemical accelerators unless otherwise specified and approved in mixture designs.

3.3 Concrete Protection and Curing

A. General: Protect freshly placed concrete from premature drying and excessive cold or hot temperatures. Comply with ACI 306.1 for cold-weather protection and ACI 301 for hot-weather protection during curing.

B. Evaporation Retarder: Apply evaporation retarder to unformed concrete surfaces if hot, dry, or windy conditions cause moisture loss approaching 0.2 lb/sq. ft. x h before and during finishing operations. Apply according to manufacturer's written instructions after placing, screeding, and bull floating or darbying concrete, but before float finishing.

C. Formed Surfaces: Cure formed concrete surfaces, including underside of beams, supported slabs, and other similar surfaces. If forms remain during curing period, moist cure after loosening forms. If removing forms before end of curing period, continue curing for the remainder of the curing period.

3.4 Field Quality Control

A. Testing and Inspecting: Contractor will engage a qualified independent testing and inspecting agency to perform field tests and inspections and prepare test reports.

B. Concrete Tests: Testing of composite samples of fresh concrete obtained according to ASTM C 172 shall be performed according to the following requirements:

1. Testing Frequency: Obtain one composite sample set for each truck of concrete (or portion thereof) delivered to the project. A composite sample set consists of three compressive test cylinders, one slump test, one air entrainment test, and one temperature test.

2. Slump: ASTM C 143/C 143M; one test at point of placement for each composite sample. Perform additional tests when concrete consistency appears to change or water is added.

3. Air Content: ASTM C 231, pressure method, for normal-weight concrete;one test for each composite sample.

4. Concrete Temperature: ASTM C 1064/C 1064M; one test for each composite sample.

5. Compression Test Specimens: ASTM C 31/C 31M. Cast and laboratory cure one set of three standard cylinder specimens for each composite sample.

a. Compressive-Strength Tests: ASTM C 39/C 39M; test one of three laboratory-cured specimens at 7 days and one specimen at 28 days. If either previous tests fail, test third specimen at 28 days.

b. Strength of each batch delivered will be satisfactory if 28-day compressive-strength tests equals or exceeds specified compressive strength.

C. Test results shall be reported in writing to Contracting Officer and Contractor within 48 hours of testing. Reports shall contain project identification name and number, date of concrete placement, name of concrete testing and inspecting agency, location of concrete batch in work, design compressive strength at 28 days, concrete mixture proportions and materials, compressive breaking strength, and type of break for both 7- and 28-day tests.

D. Additional testing and inspecting, at Contractor's expense, will be performed to determine compliance of replaced or additional work with specified requirements.

E. Correct deficiencies in the work that test reports and inspections indicate does not comply with the Contract Documents.
