Amendment One for the following items:
1. Remove grouted rip rap from page 6 of drawings for Bismarck Lake, Remove bid item 005 Rip Rap Rock on Page 4 Schedule of items - combined project and Schedule of Items – Individual Projects – Bismarck Lake item 005.
2. Correction in Lakota Lake plans – Section 02215 Dewatering and Water Control – correct under Part II – Products – to match what is on Page 4 of the Lakota Lake Drawings.

Bismarck and Lakota Lake Dredging 7/09/2014 Bismarck Lake Attendees: USDA Forest Service (Brenda Anderson – CO and Paul Bosworth, Engineering); Josiah Scull - RCS Construction; Gary Hamm, Austin Hamm, Levi Pym - Diamond M Inc
· All questions must be submitted to the Contracting Officer, Brenda Anderson – need to be received by noon 7/10/2014.
· Project estimate is between $350,000 and $700,000.
· A bid bond (SF-24) is required with your proposal. You will need both a Performance Bond (SF-25) and a Payment Bond (SF-25A) if awarded the contract.
· Section L provides instructions for preparing your proposal. Be sure to respond to the Evaluation Factors in section M. The certifications in Section K must be returned with Volume II Price Proposal. You cannot Fax nor email your quotes as the Bid Bond must be an original.
· You must be actively registered in the System for Award Management (SAM) to be eligible for consideration for award of any resulting contract. Check that you have updated your profile.
· If awarded a contract you will also have to be registered in the Internet Payment Platform (Section G.1).
· Dredging work requires 40% of the work to be performed by you or your employees.
· Note the new Sustainable Products contract requirements and Biobased clauses. Discussed new requirements – read Section C and respond to evaluation criteria. Will be evaluated in response to the evaluation criteria – Satisfactory or Unsatisfactory – need to address in accordance with the requirements.
· This contract includes Davis Bacon wage rates and will require payrolls to be submitted weekly.
· Quotes Due: August 4, 2014 at 1600.
Question and Answers at Site Visits:
Bismarck Lake – Day Use Area – Note: Rip rap work has been accomplished, Amendment one removes this requirement from Page 6 of Bismarck Lake drawings and line item 005 from both schedule of items and any specifications in the plans pertaining to this item.
Refer to Bismarck Drawings Page 7 – Boardwalk – Section identified to replace pilings. The new pilings are to be 5 foot below existing ground level – if rock is hit, the piling is to be pinned to the rock.
| Smaller pipe will be placed on this section of the lake from access point into pool of water by dam. |
| Note: Removal will be up to but not into the cattails – the cattails are to be left for frog habitat. |
Bismarck Lake (Access through Bob Marshall Camp) Boat ramp Q: How deep is the lake now?
A: Not sure. Approximately 25 foot range.
Q: Will we have to go into inlets?
A. Everything up to the edge of the cattails or where marked to stay out of this area.
Q: Will the dock be here?
A. No the floating dock will be gone.
Bismarck Dump Site – Note: You will need to place gravel from the access into the lake up to the turn into the dump site road. (Approximately 5.5 miles)
2 trees by access point and other trees with ribbons can be cut to allow access to site.
Clean debris out of site, smooth site out.
After you drop sediment, a stop work will be issued, you will need to come back to reshape after it thaws out. After being reshaped, you can place trees/debris on top of pile Dump site will be surveyed after preparation and after you haul to determine the CY used.
Lakota Lake - Access to lake – table and fire grate will be moved. Access to dump site will be along gravel. Rip Rap and rock to go along area of access – Rock steps possible source Dakota Stone in Hill City. Rocks by disposal site can used.
NOTE: Amendment One – discrepancy between drawings and plans – go with 1200 foot measurement on the drawings.
Q: I have heard that the dam spill way cannot be opened. What will happen if the water doesn’t go down?
A: Have been assured the spill can be opened. If the spill way will not open, a mod will need to be considered.
Q. How deep is the lake?
A. Don’t know for sure – guess about 25 foot range.
Q: Has the lake ever been dredged?
A. No.
Use of 20 CY of 3” minus to get out of the lake – can alternate access route with CO approval.
Lakota Lake Dump Site:
Will need to cut down all trees in disposal area, do not go past road at bottom of hill for disposal area.
Will perform same survey methods as stated for Bismarck site. Prep area for pre-survey, keep track of truck loads hauling, will survey after haul to determine CY.
Q: Are the CY dependent on funding?
A. The base CY will be funded so will not take less than stated amount for base item. Option items will be dependent on funding. Will know at award.
Custer State Park Permits are not required if you are working on an active Construction site with designated routes through the park.
