EXECUTIVE SUMMARY

On March 20th 2015 Triangle Environmental Science and Engineering Inc, was contacted by Janet Fraley to conduct a Lead Risk Assessment on the subject property known as the Mark Twain National Forest, Roby Ranger Station, MO. Two (2) structures were inspected and assessed on the subject site. The structures inspected :

Ranger Station, Roby, MO Garage, Roby, MO

The recently conducted Lead Risk Assessment used guidance from the Missouri Revised Statute Chapter 701, State Standards, Section 701.304, ASTM E 2115 -06 “Standard Guide for Conducting Lead Hazard Assessments of Dwellings and of other Child-Occupied Facilities”, and the United States Department of Housing and Urban Development, 24 CFR Subtitle A, § 35.1320 Lead-based paint inspections and risk assessments.

Structure: Built prior to 1978

The visual inspection revealed all exterior windows and trim to be in extremely poor condition with excessive peeling of paint. Exterior walls of the structure inspected are extremely poor condition with excessive peeling of paint. Collected soil and paint samples were analyzed for total lead content. Dust Wipe samples were analyzed for concentrations/ft2. All dust wipe samples were collected from hard, cleanable surfaces. Soil was grass covered with bare patches. Soil samples were obtained from the top ½ inch of surface.

ABATEMENT OPTIONS

Wet clean all contaminated surfaces thoroughly. Workers should wear disposable coveralls, shoes, hair covering, goggles, and a respirator approved by NIOSH (the National Institute of Occupational Safety and Health). Approved respirators will have an approval number on them, (i.e., TC- 21C-xxx). Only HEPA (High Efficiency Particulate Air) respirators will filter lead dust and fumes.

Simple paper or fabric dust masks will NOT protect a worker from lead dust.

Encapsulate all exterior surfaces. These materials are applied over lead-based paint to seal the paint to a surface and prevent the release of paint chips or dust. The material may be either a liquid or an adhesive. Encapsulation provides a barrier between the paint and the environment.

Enclosure of all lead painted components.

Removal of paint by a lead abatement professional.

Complete removal of all lead painted component (windows, trim, exterior boards, etc).

At present there is no “Lead Hazard Control Plan” in effect at the site. It is recommended that the Mark Twain National Forest Service establish a plan and publicize it to the inhabitants or workers. The plan should emphasize the importance of frequent cleaning of all horizontal surfaces in the units especially the window sills and floors and should constitute an acceptable abatement plan for the facility. It does not appear that a formal training program for the facility management is necessary.

8.0 QUALIFICATIONS

John W Cable is a Missouri Department of Health and Senior Services licensed Lead Paint Inspector and a licensed Risk Assessor (Appendix A).

9.0 LIMITATIONS

This LEAD hazard inspection and risk assessment was conducted to evaluate potential lead contaminated hazards. It is based on a visual examination, inspections of records, collected samples, analytical results, and discussions with various persons, agencies, and businesses, all of which were used to develop the basis of our conclusions. Subsequent variations, while not likely, may exist and if found will require re-evaluation.

This report describes the lead hazards identified at the time the inspection was performed. The locations, types of severity of lead hazards can change over time as a result of property improvements or deterioration, significant changes in property us or other factors.

Although it is not possible to guarantee this Lead Hazard Inspection or even a more extensive diagnostic evaluation will in every case identify all possible sources of contamination, we believe the process described represents a reasonable and responsible investigation and is consistent with good commercial and engineering practices. This report should permit a high level of understanding of the current lead risk hazard condition of the subject tract and the surrounding property. The report was prepared for the exclusive use of our client.
