Question: What cities are the current warehouses located in?
Answer: We do not disclose the locations where we currently hold inventory.
Question: Does a vendor need to provide a warehouse in all three locations, East Coast, Central and
West Coast or just in two of the three regions?
Answer: Vendors may propose warehouses that meet the requirement in any or all regions.
Question: The price schedule appears to be for a single location per contract year. Shouldn’t there be a price schedule per location per contract year?
Answer: Yes, when providing quotes, please follow the format of the schedule for each location and identify the location it applies to.
Question: In the price schedule the transportation rate line shows zero miles. Can you elaborate what rate you’re looking for per the sow as it relates to a rate per mile?
Answer: The government is asking vendors to provide their own rates for transportation on priced on a per mile basis. Vendors may have one rate, or provide a matrix dependent on the cost of fuel. The line is current set at zero, as the line would only be used in emergency situations and there is no known current need identified.
Question: In the price schedule the 11-52 pallet break does not make sense from a transportation perspective. Based on the size of the pallets we could load 30 pallets onto a 53’ trailer. If the government ordered 34 pallets to be transported it would make sense to load 30 pallets in a 53’ trailer and 4 pallets in a straight truck. Thus we would provide rates for 1-4 pallets per mile and 11-52 (30) pallets per mile. Would the government consider changing this breakpoint to 11-30 pallets?
Answer: Our mission dictates what we send and how much we send, so we are not sure how much may be required at a certain time. That said, vendors are welcome to provide different line item formats, with an explanation of the change and why it was done.
Question: Does the truck used to transport pallets need to be refrigerated or capable of transporting frozen product?
Answer: We ship both non-refrigerated and refrigerated items. Most items do not require refrigeration, but vaccines if transported would.
Question: Can the government provide an indication as to what size Drug Cage is required? And does the Drug Cage need to be capable of storing refrigerated or frozen product?
Answer: Given that the need varies, vendors are asked to inform the government in their proposals what amount is available for use. The drug cage should be capable of storing both refrigerated and non-refrigerated product.
Question: Clause 452.216-73 indicates the maximum contract value is $1,000,000 over the five year period. This seems like a low valuation for the scope of service at three different locations over 5 years.
Will the government consider increasing the maximum value of the contract?
Answer: Vendors may propose rates that would be greater than the amount listed in 452.216-73. Please note that this solicitation may be awarded as 1 award, or multiple award depending on the best value offered to the government.
Question: There are no instructions about the proposal format (i.e. number of pages)?
Answer: There is no strict format required to provide proposals. The number of pages submitted have no limit, the font and font size should be reasonable for business practices and ease of reading.
