2.0 Statement of Work
BACKGROUND
The U.S. National Veterinary Stockpile (NVS) is the nation's repository of critical veterinary supplies, equipment, and service resources. It exists because of the nation’s concern after 9/11 that terrorists could release animal diseases of catastrophic proportions that would deplete State and local response inventories, generate surge requirements that would overwhelm commercial sources, and prevent unaffected States from providing significant help for fear of the threat crossing their borders

Document Title
The NVS’ ability to deploy within 24 hours large amounts of critical veterinary resources ensures States have what they need to respond to catastrophes and other outbreaks.
The NVS deploys products like animal vaccine, antiviral, equipment, or therapeutic products to appropriately respond to damaging animal diseases affecting human health and the economy that are likely to be unavailable in sufficient quantities for large outbreaks. States, industry (as part of the incident command system), and NVS commercial partners will use the products and related equipment to respond to large-scale outbreaks.
The NVS utilizes its commercial partners to store its inventory in multiple locations and in sufficient volume to ensure its ability to respond to multiple, large-scale, simultaneous animal disease outbreaks.
TYPE OF CONTRACT
The NVS program seeks an Firm Fixed Priced Indefinite Delivery Indefinite Quantity (IDIQ) multiple year (base year and four option years) services contract to provide warehouse management services and space to accommodate pallet volumes.
CONTRACT OBJECTIVES
The objective of this contract is to receive warehouse services from a vendor/s having existing storage capacity, capabilities, and general experience to support the NVS requirements for warehousing management to meet NVS mission needs. The National Veterinary Stockpile
(NVS) seeks the services of a third-party logistics provider (3PL) for a multi-year period to support the NVS program’s storage and delivery requirements. These services include the unloading, receipt, storage, warehouse management, quality management, packaging/kitting, preparation/loading, and shipment of products and equipment. The NVS program will order product from multiple vendors and deliver the product to the 3PL
REQUIREMENTS
The 3PL must have existing warehouses to properly store material and prepare NVS assets for shipment to final destinations. The destinations will primarily be the 50 states but may include
US territories and possessions. The NVS program will arrange for transportation of material, both day to day operations and emergency response. Transport of material will occur at the NVS program’s expense using its existing contracts with common carriers or transportation services provided by the 3PL provider whichever is more cost effective for the government.
Based on a warehousing optimization model using animal populations, airport locations and other critical storage information, the optimal locations for the 3PL warehouses were determined to be within a 50 mile radius of Charlotte, NC on the east coast and Las Vegas, NV on the west coast. Alternative locations will receive favorable consideration to include Columbia, SC or
Durham, NC on the east coast and Stockton, CA or Fresno, CA on the west coast. These locations must be near major transportation hubs and the large animal populations to which the
NVS may have to respond.
Document Title
The NVS requires two warehouses, one on the east and one on the west coast. Prospective vendors may bid to provide a facility on one or both coasts within a 50 mile radius of the recommended cities but two locations are required. In the event that prospective vendors bid on one coast, a multiple award will be required to ensure two locations are obtained, and both must be obtained at the same time. The NVS will conduct a site assessment of the warehouse during the evaluation period to ensure that the warehouse is adequate to meet the objectives of this contract.
The NVS Program Office will be responsible for directing shipments from all warehouse locations. The 3PL will be responsible for meeting all carrier shipping standards, staging for shipment and coordinating product shipment and delivery within 24 hours of notification by the
NVS. The 3PL will also be responsible for receipt of unused NVS material, inventory, quality control inspection with inspection protocols provided by the NVS program office, rotation, and returns back to the warehouse after an incident. The 3PL will be responsible for support of at least one deployment exercise annually with exercise product shipment requirements to be provided separately as part of the exercise planning.
The NVS program office provides central acquisition and management of all NVS material. This includes formulary and stocked item determination, acquisition, cost accounting, storage location determination (which warehouse will stock material) and service contracting decisions such as which common carrier the program will use. The NVS will rely on the 3PL inventory and warehouse management system.
The NVS program anticipates its storage requirements remain similar or decrease every year.
Table 1 shows the estimated storage requirements per year for each warehouse location. Some items such as vaccines will require refrigeration or routine (non-ultra-low) frozen storage.
Contractor must have a validated 15-30 °C or 65-86 °F Warehouse, other products such as antiviral medications will require storage at controlled room temperatures between 58F to 86F.
In addition, for antiviral medications, the 3PL must be capable of
Handling cGMP product from the production, work in process and storage of pharmaceutical grade products.
Must have a DEA License for storage of Scheduled Pharmaceuticals Schedule III-V
Must be able to pass a cGMP Audit and be in complete compliance with 21 CFR
Parts 210-880 for storage of drug product.
Contractor must have a DEA License for storage of Scheduled Pharmaceuticals
Schedule III-V. Contractor shall have a compliant drug cage licensed, inspected and approved by the State and DEA
Daily transaction volume will be very low until the program is required to respond to an incident or an exercise. At that time, the 3PL will need to have the resources necessary to support product shipments as well as manage returns and reconstitution activities after the incident. The NVS
Document Title program will conduct quarterly inspections to validate inventory accuracy and contractor readiness.
To fulfill these requirements to provide warehouse management services and space to accommodate pallet volumes indicated in Table 1.
