JANITORIAL STATEMENT OF WORK

The United States Department of Agriculture (USDA), Animal and Plant health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Professional Development Center (PDC), located at 69 Thomas Johnson Drive, Suite 100, (Building 1), Frederick, MD 21702, with 25,782 square feet of usable space and 67 Thomas Johnson Drive, Suite A2, (Building 2) with 12,084 square feet of usable space is seeking janitorial services, within the local commuting area.

This will be a Firm Fixed priced Contract to provide Janitorial Services for APHIS/PPQ/PDC offices located at 69 Thomas Johnson Drive, Suite 100, (Building 1), Frederick, MD and 67 Thomas Johnson Drive, Suite A2, (Building 2). All costs include but are not limited to: overhead, general and administrative, profit, insurance, and transportation. The period of performance will be for a base period starting November 1, 2013 through October 31, 2014 with 4 12 month option periods.

The janitorial services will meet with all standards of cleanliness, which will reflect good housekeeping, as determined by the on-site Contracting Officer’s Representative (COR). The Statement of Work will be incorporated into the contract. The Government will furnish all hand paper towels, toilet paper, trash bags, air fresheners, toilet seat covers and hand soap.

The Contractor will furnish all necessary cleaning supplies (disinfectant, cleanser, floor wax, furniture polish, floor cleaner, glass cleaner, paper towels, feminine product for dispensers, disposal bags and urinal cakes, mops, brooms, dusters and cloths) and equipment (floor buffers, buffer heads, carpet cleaning machines and supplies), required to perform services stated in the statement of work for the cleanliness of the building.

The hours of janitorial services will be from 5:30 pm daily until finished (cleaning restrooms no earlier than 6:00 pm). Special schedules are made for quarterly and semiannual maintenance operations and are approved upon notification to the government. The COR must be given advanced written notice when quarterly and semiannual cleaning is to occur so that notification can be given to staff (to remove plants, etc. from windowsills, desks, etc.).

Upon award of this contract, it is required that the contractor adheres to the Statement of Work and all tasks shall be done expeditiously and on schedule. The tasks required in the Statement of Work (SOW) are as follows:

GENERAL INSTRUCTIONS, NOTICES, AND RULES

• Appropriate signage will be used during cleaning to prevent slips and falls

• Cleaners may only be in the building during the hours they are working and 30 minutes before and after their scheduled shift (unless otherwise approved by the COR).

• Utility carts/rolling trash cans must be used to transport trash throughout the building to the outside dumpster.

• Trash bags must not be dragged along the floor or allowed to drip.

• Trash will not be stored in the janitorial room or other locations within the PDC

• No PDC paper towels/products are to be used when cleaning.

• Do not clean the computer monitors or television (TV) screens. Cleaning the monitors and/or screens can result in damage.

• No un-authorized personnel are permitted in the PDC buildings. Un-authorized personnel include: Family members, Children, Friends, Pets, People who have not completed and passed the background check (including contract holder’s employees), and People who do not have an issued badge. These people are not permitted to be in the PDC buildings. No exceptions.

• The Cleaning Contractor will always have a supervisor on site during all cleaning (no exceptions), if supervisor is not present workers will be sent home, contractor will be notified.

• The supervisor will be responsible for checking the buildings, locking the doors, arming the security systems and, prior to departure and notifying PDC employees if there are any issues arming the security system or locking up the building.

• The supervisor will complete PDC supplied cleaning checklists for cleaning activities. Completed checklists will be submitted to the COR for review.

• Cleaning equipment, supplies, rags, etc. will be cleaned, changed, sterilized, and/or sanitized, as appropriate, to avoid cross contamination and maintain sanitary conditions.

• The Cleaning Contractor will conduct quality control inspections on a monthly basis, more often if there is a need. These inspections will be scheduled with the on-site COR.

• All mops are to be cleaned daily and will be replaced as needed or on a monthly basis, whichever occurs first.

• At least one male and female restroom in the building must be available if staff and students are still in the building. Do not close all restrooms at the same time.

• There will be monthly inspections on work performed and a report will be submitted to the Minneapolis Purchasing Department by the COR.

• The Janitor closets are to be kept in an orderly manner (mop sink clean; floors scrubbed and mopped as needed)

• Any stains on (walls, flooring, etc.,) created by the cleaners will be cleaned that night or when brought to their attention.

• Contractor will be responsible for moving and replacing furniture and equipment to the original setting after cleaning.

• In accordance with the Federal Acquisition Regulations (FAR 52.212-4 (m)), The Cleaning Contractor can be terminated for default of the terms of this contract or by cause.

DAILY CLEANING (Everywhere except staff offices)

Trash Removal:

• Empty and spot-clean all trash receptacles to remove any soiled or odorous condition

• Replace plastic trash bag in all receptacles

Spot-Cleaning:

• All floor surfaces to be spot-cleaned and sanitized for spills, stains, dirt, trash, etc. via broom, vacuum, wet mop, dry rag, damp wiped, etc. as appropriate.

• All desk surfaces to be spot-cleaned and sanitized for spills, stains, dirt, trash, etc. (damp wiped).

Restrooms (Excluding the two single-shower rooms):

• Clean and disinfect all toilet fixtures (commodes/urinals) top to bottom, inside and outside.

Traps will be maintained free from odor at all times.

• Damp wipe and sanitize all countertops, washbasins, shelving, dispensers, door handles, and chrome fixtures.

• Clean the metal partitions between the urinals in the restrooms by wiping down and sanitizing with disinfectant.

• Clean all mirrors with a soft cloth.

• Sweep, wet mop, and sanitize floors, including edges, corners, and behind toilets.

• Fill towel, soap, and toilet paper dispensers, and replace urinal cakes as needed.

• Sanitary napkin receptacles will be emptied, cleaned, disinfected, and provided with a new plastic/paper liner, which will be supplied by the vendor.

• Sanitary products for the sanitary dispensers will be supplied by the vendor and refilled as needed. All revenue generated from the dispensers will go to the vendor.

Eating Areas (Lounges/Kitchenettes), and Drinking Fountains:

• Clean and sanitize all tables and counters.

• Floors will be swept thoroughly and wet-mopped, including sanitizing the edges and corners.

• Sinks are to be scrubbed and faucets are to be polished.

• All drinking fountains will be cleaned, sanitized, and polished free from streaks, stains, and spots.

WEEKLY CLEANING (Friday)

Staff Offices:

• Wastebaskets will be emptied and the wastepaper and trash removed

• Replace plastic trash bag in all wastebaskets

Tiled Flooring Areas:

• Sweep and treat with a wet-mop to remove all dirt, dust and litter.

• Spray and buff all tiled flooring (excluding restrooms)

• Heel marks and stains must be removed.

• Clean along edges, corners, behind doors and equipment, and under tables and furniture.

Carpeted Areas (including rubber mats in hallways, shipping rooms, and entry/exit ways):

• Vacuum to remove all dirt, dust, and litter. This will include edges and corners, behind doors, and under furniture (i.e. desks).

Other:

• The two Shower rooms located in 69 Thomas Johnson Drive will be cleaned and disinfected and the chrome fixtures damp wiped and sanitized.

• Clean and sanitize all restroom partitions (stalls) and tiled walls.

• Clean both sides of the glass and metal surfaces (doorframes and handles/crash-bars) on all doors and partitions in the entryways, vestibules, and hallways.

• Spot-clean walls (be careful not to remove the paint).

• Clean all Glass tabletops (currently in the Directors office (Building 1 - office # 1), Chief of Staff office (Building 1 – office #1) and the Executive Conference Room (Building 2 - Room 21))

• Clean the inside of all microwaves

• Clean and sanitize outside surfaces of all appliances (microwaves, refrigerators, etc.)

MONTHLY CLEANING (To be accomplished during normal daily/weekly cleaning schedule as determined by contract holder)

• Clean and sanitize all desk surfaces (excluding staff offices)

• Remove dust and cobwebs from corners and walls.

• Dust horizontal surfaces of file cabinets, tables, bookcases, windowsills, and other furniture.

QUARTERLY CLEANING

• All rubber molding in tiled areas thoroughly cleaned, including removal of dirt and wax buildup.

• All rubber molding will be washed and vacuumed along carpet areas.

• All tile areas (excluding restrooms) to be stripped, waxed, and buffed using non-slip wax.

• Shampoo carpet areas using a mild method to control wear and tear on the life of the carpet.

• Dust all Venetian/Vertical blinds.

• High-dusting to be done in both buildings. (Tops of doors, tops of refrigerators, tops of dry boards in conference rooms, tops of file cabinets, etc).

• Clean all ceiling vents.

SEMIANNUAL CLEANING

• Clean glass on all internal doors within the buildings.

In accordance with the Federal Acquisition Regulations (FAR 52.212-4 (m)), The Cleaning Contractor can be terminated for default of the terms of this contract or by cause.

GREEN CLEANING

The USDA is mandated by legislation and executive order to purchase products that are good for the environment. Below are minimum requirements for paper products, industrial wipes, and trash liners that must be used by Contractors in a USDA service contract. The successful Contractor will be required to meet or exceed the below listed mandatory environmental-prefer ability criteria. The offered products must meet requirements as stated below:

a. Disposable paper products: The disposable paper products must contain at least 100% recovered materials and 30% post-consumer product and manufactured without the additional use of elemental chlorine or chlorine compounds.

b. Plastic trash bags: Plastic trash bags and other liners with a minimum of 30% post-consumer recycled content.

c. General purpose industrial wipes: The general purpose industrial wipes must contain at least 100% recovered materials and 40% post-consumer content.

d. Cleaning Fluids: Cleaning products shall have highest percentage of bio based products practicable.

The cleaning fluids must be in accordance with Colorado Code of Regulations low VOC cleaning products OR Green Seal Standard GS-37 approved.
