Attachment #3 – Special Project Specifications for Construction and Maintenance of Trails

The following specifications shall be added to the 2014 Standard Specifications for Construction of Trails and Trail Bridges on Forest Service Projects.

Section 907 - Mobilization

Add after paragraph 907.01 Work:

Contractor shall mobilize from business location or other job site to the closest or directed start location on the trails system. Mobilization is only chargeable once for each task order from the contractor’s location to the first job site. Unless specifically directed by the COR to move equipment from site-to-site, no additional miles shall be charged for movement between sites. When indicated, payment for moving from site to site will be for the distance of the most direct route from site to site. Additional mobilization charges will not be paid when multiple Task Orders are written for the same area and all sites are accessible without trailing equipment.

Section 911 - Trail and Prism

Add after paragraph 911.00.01 Description:

New Trail Construction: This work consists of clearing and grubbing within the trail clearing limits as described in Section 912.10; excavation, embankment, and backfill construction required to shape and finish the trailbed, ditches, backslopes, fill slopes, drainage dips, trail passing sections, and turnouts; placing select borrow material on the trailbed. All work required to construct a trailbed, except for spreading and compacting aggregates, is included. Scatter the clearing debris removed from the clearing limits outside and below the clearing limits.

Section 911.30 - Existing Trail Restoration

Add after paragraph 911.30.01 Description:

Normal Tread Maintenance: Maintain trail tread, including pulling in material from undesirable berms and reincorporating into tread, correcting damage that corrupts drainage pattern. The work will include reshaping the trail to the original insloped / outsloped condition and controlling surface drainage to prevent further degradation of the trail and compact all disturbed areas. All dips will be reconstructed as shown in the drawings. Maintain all existing ditches, dips and leadoff ditches as part of the trail tread maintenance. Normal maintenance will include reconditioning of trails with not more than 6” deep ruts or holes in the tread surface. The depth will be measured using a 60” straight-edge across the drivable surface and measuring the depth of ruts/holes from the bottom of the straight edge to the deepest depth of the ruts or holes. If more than 20% of the ruts in a section are over 6” deep, the section will be evaluated under heavy tread maintenance.

Heavy Tread Maintenance: This item will be used for heavily damaged trail tread that would require more than normal maintenance to return to original shape. Heavy maintenance will include areas that are deeply rutted, have large waterholes and drainage has been significantly changed and where more than normal amount of work is needed to repair. In all cases the trail is still defined but has significant reshaping to be performed. Heavy tread maintenance will include the following: Remove and reshape berms as needed, pulling in material from undesirable berms and reincorporating into tread and compacting, correcting damage that corrupts drainage pattern, reshaping the trail to the original insloped/outsloped condition and controlling surface drainage to prevent further degradation of the trail. All dips will be reconstructed as shown in the drawings. Maintain all existing ditches, dips and leadoff ditches as part of the heavy trail tread maintenance. Use Heavy Tread maintenance if the ruts/holes are more than 6” and less than 18” deep as measured with a 60” straight-edge, and less than 30 CY of material needs to be moved over a 150’ length of trail.

If headwalls are needed, add after paragraph 921.50.02 Construction:

921.50.03 Headwalls. Install headwalls and nonwoven geotextile fabric between the backfill material and the rock headwall at the locations SHOWN ON THE DRAWINGS or as DESIGNATED ON THE GROUND BY

THE COR.

Provide a compacted bench a minimum of 6 inches below the existing ground for the foundation of the headwall.

Select rocks that have a general rectangular shape with flat top and bottom faces. Place the largest rocks on the bottom. Lay each rock stable on the course that supports it, interlocking with surrounding rocks. Do not break, jar, or displace rocks already set. Place the exposed face of each rock parallel to the face of the wall. Stagger vertical joints a minimum of 4 inches horizontally from vertical joints in adjoining courses.

Section 981 - Seeding, Fertilizing, and Mulching

Add after paragraph 981.01 Description:

To control erosion, apply seed to disturbed soil and slopes within 14 days of disturbance. Apply fertilizer with the seed when specified in the TO or by the COR. Use mechanical, landscape, or cultipacker seeders, seed drills, fertilizer spreaders or other approved mechanical seeding equipment to apply the seed or seed and fertilizer in the specified amounts and mixtures.

Suggested Seed Mixture for all disturbed areas, unless otherwise specified:

The above Seed Mixtures are acceptable for sun and shade conditions. All seeded areas shall be mulched with straw at a rate of 1.5 tons per Acre (60 each 50-Lb bales per Acre). On slopes greater than 25%, additional mulching material shall be used such as fiber or de-gradable plastic netting or a product approved by the COR.
