Page 22 – Additional Contractor Notes #2 should be changed to read:

2. This acquisition is set aside for Small Business concerns. The solicitation will result in the award of a firm-fixed price Indefinite Delivery / Indefinite Quantity (IDIQ) contract.

One or more awards may be made to the responsible Offeror(s) whose proposal(s) are determined to offer the best value to the Government price and other evaluation factors considered. Task orders for identified work will then be competed between the contractors receiving IDIQ contract awards from this solicitation.

Remove: 52.219-3 Notice of Total HUBZone Set-Aside or Sole Source Award

(NOV 2011)

Add: 52.219-6 Notice of Total Small Business Set-Aside (NOV 2011)

Replacement pages are attached.

2. Will there be a single award made?

It is anticipated that multiple awards will be made as a result of this solicitation.

3. If you propose pricing for only 1 of the 2 zones will your proposal be disqualified?

You can propose pricing for either zone individually or both zones together; however the offeror must submit a price for all line items within the chosen zone(s).

4. Which Alternative Payment Protections will be accepted?

FAR 52.228-13 specifies the contractor shall submit either a Payment Bond or Irrevocable Letter of Credit as payment protections.

5. Where should the amount for bond reimbursement be included; factored into the price of each line item?

Per Attachment #2 (Standard Specifications for Construction of Trails and Trail Bridges on Forest Service Projects {Revised 10/30/2014}) these amounts should be included in the mobilization line item.

Section 907 – Mobilization

907.01 This work consists of moving personnel, equipment, material, and incidentals to the project and performing all work necessary before beginning work at the project site.

Mobilization is not intended to pay for the costs of materials before they are used on the project site.

6. Bottomless Arch Culvert Clarification

Special Project Specifications for Arch Pipes are attached. Bottomless arch culverts will be installed similar to standard culverts; for rock walls, rip rap will be used, as opposed to cut block. Separation geotextile will be used between native fill and rock.

7. Post Rail Fencing Clarification

8. Concrete Matting Clarification

For each 4x16 foot concrete mat, 16 duckbill anchors will be used to anchor down the 16 loop cables on the mats.

9. What is the process for submitting an invoice?

Invoicing for Task Orders having a performance period greater than 30 days may be submitted bi-weekly for construction projects and monthly for service projects. For construction projects, all invoicing shall be supported by the applicable certified payrolls for the period of work invoiced. Invoices for Task Orders having performance periods under 30 days in duration shall be submitted after completion and acceptance of work by the Government.

The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). All invoices are to be submitted online via the electronic Invoice Processing Platform.
