1)Will Division of Water (KY and TN) USACE permits be required for these structures?
USACE permits are not required. What about respective State Flood Plan Management permits?
We are not requiring the contractors to obtain State Flood Plan Management permits.
2) We understand Phase I is due by 1700 on 26 January 2010. Is Form 1442 to be included with Phase I submission? There is not a form required for the Phase I submission.
3) The solicitation references submission of the Schedule of Items(SOI) with the proposal. Since this is a document with pricing should this be included with Phase II instead of Phase I submission? Yes, the SOI shall be included with Phase II submittal only.
4) Will bid bond be required with Phase II submission instead of Phase I? Yes, bid bond will be required for the Phase II submittal only.
5) When do you anticipate issuing RFP for Phase II? The Phase II vendors should be selected no later than 15 Feb 2010
6) I had a question on the evaluation factors phase 1. There are 5 sections listed and I see that we will have a deliverable for all except section 2, past performance. I wanted to make sure that you all would be obtaining this information directly from the contacts listed in section 1, Past Experience. Yes, that's correct.
7) Are proposals acceptable electronically? E-mail or fax is the preferred method. almitchell@fs.fed.us, 270-924-2086.
8) We were reviewing the solicitation and it appears there is an anticipated $300,000 budget for these 17 bridges. Would that budget include all costs for engineering (surveying, structural and civil, etc), plan preparation, permitting and actual bridge demolition and new construction? We would want to make sure there is would not be any adverse hydraulics affects too.
Yes, this is our budget for the 17 bridges for all elements of the project.
9) Are any vendors already prequalified because we have previously supplied bridges for this project? If not, what is the procedure to qualify?
No vendors are considered pre-qualified. You must submit your qualifications, per the solicitation and synopsis posted at www.fbo.gov.
Please refer to the evaluation criteria within the scope of work for additional information.
