The FAR can be found at: https://www.acquisition.gov/far/loadmainre.html
“Any contractor receiving a contract for more than the simplified acquisition threshold must agree in the contract that small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns will have the maximum practicable opportunity to participate in contract performance consistent with its efficient performance. It is further the policy of the United States that its prime contractors establish procedures to ensure the timely payment of amounts due pursuant to the terms of their subcontracts with small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns.”
“In sealed bidding acquisitions, each invitation for bids to perform a contract or contract modification, that individually is expected to exceed $550,000 ($1,000,000 for construction) and that has subcontracting possibilities, shall require the bidder selected for award to submit a subcontracting plan. If the selected bidder fails to submit a plan within the time limit prescribed by the contracting officer, the bidder will be ineligible for award.”
https://www.acquisition.gov/far/loadmainre.html
“Subcontracting plans (see paragraphs (a)(1) and (2) of this section) are not required— (1) From small business concerns;… (4) For modifications to contracts within the general scope of the contract that do not contain the clause at 52.219-8, Utilization of Small Business Concerns (or equivalent prior clauses; e.g., contracts awarded before the enactment of Public Law 95-507).”

Significant excavations and earthfills will not be approved during seasonal shutdown. Submittals, stockpile of RCC aggregates, mobilization of RCC plant, RCC test section, RCC placement, construction surveys, mobilization and demobilization, pressure grouting, and associated Contractor Quality Control are examples of items that would be considered for approval during seasonal shutdown.
40. Q. When does the grouting need to be done?

A. No, the concrete grout specified in CS31 must be used.
51. Q. Riser construction, can pours of five feet and 6 feet be made using 10 feet and 12 feet pours? Using Super P in the mix so it can be dropped 12 feet.
A. The vertical distances between construction joints can be increased to 10 and 12 feet,
52. Q. Six feet, 6-inches high pours, can the pour height be increased to 13 feet by using Super Plasticizer and drop chutes?
A. The vertical distances between construction joints can be increased to 13 feet,
53. Q. Bid Item 21A, Prep and Cleaning of Rock Surfaces, Per CS63 payment for cleaning rock surfaces and placing 4 inches thick to whatever thickness is required to fill the voids, will be paid via Bid Item 21A by square yard no matter how thick the concrete
is. Is this correct? This seems like an unfair way to pay for the volume of concrete placed
A. According to CS63, preparation and cleaning of rock surfaces is paid per SY. The surface treatment material, backfill concrete is subsidiary to Bid Item 17A, Backfill Concrete, CS31 and paid by CY.
54. Q. Bid Schedule B, Item 42B Concrete Reinforced, is there a bid item for reinforcing bars?
A. No, steel reinforcement is subsidiary to Bid Item 42B, Concrete, Reinforced for Bid Schedule B.

A. Section 22, Items of Work and Construction Details, provides further clarification of the base specification, and states that the RCC design mix will be determined by the COTR using materials furnished by the contractor.
56. Q. On sheet 32 of the plans, the strength requirement table for the 30" principal spillway conduit states a load of 3,000#/LF. However, note 3 on the same page calls for an external load of 13,000#/LF. Could you clarify this point since it's makes a great deal of difference with the pipe and pipe design. We are a pipe supplier.
A. Clarification: For an external load of 13,000 pounds per linear foot based on a 36-inch outside diameter the minimum 3-edge bearing strength for a 0.001-inch crack equals 3,000 pounds per linear foot for pre-stressed pipe AWWA C-301.
