AG-3434-S-15-0015
Combined Synopsis/Solicitation
Solicitation Number AG-3434-S-15-0005
Description: Four (4) Year Road Maintenance – Shawnee National Forest
Specifications are attachment 2 to this solicitation.
Additional Specifications are attachment 3 to this solicitation.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.
This solicitation is issued as an Invitation for Bid. The documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82.
This procurement is set aside for Small Business. The NAICS code is 115310 and the Small Business Size Standard is $7.5M.
Note – The Base Year will begin the date of award and run 12 months. Each successive Option Year (if exercised) will be 12 months in duration and begin immediately upon expiration of the previous.
SCHEDULE: The Bid Schedule is Attachment 1 to this solicitation.
NOTE TO OFFERORS – Offerors must complete the unit price and total price for each line item, each year AND complete the Total block in order to be considered for award. Offerors may propose on one or both Districts – but must entirely fill out the bid schedule for either/both. Offerors who do not fill in the required information will be considered unresponsive and will not be considered for award. Unreasonably high, unrealistically low, unbalanced or incomplete pricing shall eliminate a bid from competition.
NOTE TO OFFERORS: The quantities contained on the bid schedule represent the Government’s best estimate of its requirements for the period of contract performance. The Government reserves the right to order quantities in excess of the stated estimated quantities on the Bid Schedule. However, such quantities shall not exceed 150 percent of the total estimated contract dollar amount. It is estimated that the Government’s requirements for any additional quantities for each line item will be in approximately the same proportions that each item currently bears relative to the entire estimate; however, mathematical precision is not required. The Contractor shall perform work on these quantities at the same bid price. The Contractor’s lack of receipt of quantities shall not create an entitlement to an equitable adjustment from the Government. This is a Requirements Contract (reference FAR 52.2167-21). There is NO GUARANTEED MINIMUM under this contract.
The following FAR clauses and provisions apply to this solicitation. Those that are incorporated by reference can be viewed in full text at http://www.acquisition.gov/far/.

Upon receiving this notice, the Government may acquire the supplies or services from another source.

52.216-21 – Requirements (Oct 1995)
(a) This is a requirements contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies or services specified in the Schedule are estimates only and are not purchased by this contract. Except as this contract may otherwise provide, if the Government’s requirements do not result in orders in the quantities described as “estimated’’ or “maximum” in the Schedule, that fact shall not constitute the basis for an equitable price adjustment.

Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers.
(b) General Liability. The Contractor shall have bodily injury liability insurance coverage written on a comprehensive form of policy of at least $500,000 per occurrence.

The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. (d) Aircraft Public and Passenger Liability. When aircraft are used in connection with performing the contract, the Contractor shall have aircraft public and passenger liability insurance. The contractor shall assure that each employee wears foot protection that provides adequate traction and ankle support. Employees operating chain saws shall wear foot protection that is constructed with cut-resistant material which will protect the employee against contact with a running chain saw.
In any area where the worker is exposed to the potential for flying or falling objects, the contractor shall provide a hard hat, at no cost to the employee, and the contractor shall assure that the employee wears the hard hat. The hard hat must meet the minimum requirements of American National Standards Institute (ANSI) standard Z89.1-1997.
