CONCORDE RESTORATION SERVICE

QUESTIONS & ANSWERS 3-30-17

1. Is the prevailing wage determination provided with the contract documents current? No. See Amendment 5 revising WD with current dated one.

2. Does the contractor need to strip Topsoil from levees or basins? If so, where shall we stockpile or shall we remove from site and dispose of properly.

A. Topsoil material may be stockpiled within the work areas as necessary and as selected by the contractor in accordance with the Storm Water Pollution Prevention Plan.

3. The stationing is not very clear on the drawings. Can the Department provide clearer plans?

A. No, details are as shown.

4. Does the contractor need to keep operations within the Easement Boundaries shown on the plans?

A. An exception could be made with the contractor obtaining permission from the landowner. The government makes no guarantee that this permission can be obtained.

5. What do we do with strippings and brush/trees?

A. Will be removed according to clearing and grubbing specification 2 and piled and burned.

6. Are there utilities on-site? Are utilities run to the building?

A. No. The buildings are not within the easement boundary and are not an element of the construction site.

7. Where are the relief outlets locations on the plans.

A. Sheet 7 of 30.

8. The table on Sheet 20 shows interior levee removal quantities equal to the Earthfill

Internal Pools amount on the bid sheet. Is this table correct and then is the total volume of soils handled on this project the sum of the internal and external levee removal and this amount the Earthfill Interior Pools amount?

A. Yes.

9. How are the Earthfill and excavation quantities being accounted for payment?

A. Bid Items 3, 4, and 17.

10. Can the contractor substitute a common precast inlet for the 4x1 inlets in the WCS’?

A. No, Substitution is not allowed.

11. The 12” SDR-35 PVC Pipe specifications says it must meet the ASTM D2241 Spec. I have 2 suppliers telling me that SDR35 will not meet the ASTM spec and they will not quote the material.

Is it possible that the spec should be to ASTM 3034 or 2729?

A. The ASTM for 12” SDR-35 should be ASTM D3034. Amendment includes correction for specification.

12. We have reached out for quotes on the Grass Seed to several Native Seed Specialist. One of which has been in the business for 20+ years and did not want to provide a quote because he believed this planting will quickly become a solid mat of grass and reminded him of an “old school design from 15+ years ago.” We thought that Amendment 05 might have changed the Seed specification, but it did not. Based on this information we are concerned that the seedings will just result in matted grass. Is the USDA aware of this concern? Has the seeding plan been verified by a native seeding specialist within the USDA?

A. Yes, seeding rates are as shown in Seeding, Sprigging and Mulching Specification – 6.

2. Can the attached (Agri Drain) structures be used for bid items 7 & 8 spec section 251.

A. Yes, Inline Agri Drain structure can be used for bid items 7 and 8.
