SOLICITATION NO. AG-04N7-S-15-0009

NOTES OF A PRE-BID SITE VISIT CONDUCTED 1/26/2015

Reminded all Contractors present that this solicitation was set aside for a Service Disabled Veteran Owned Business.

The Contractors toured the work project area, both the external area and inside of the building.

The following questions and answers were brought up.

Q. Do you know exactly where the main line is?

A. No but pot-holing is included in the specs.

Q. Do we need to tap into Fire Hydrant Line? Is there a sprinkler system in the building?

A. The fire hydrants are tapped off the main water line. The main office does not have a dedicated fire line for sprinklers.

Q. Can the sidewalk be cut and repaired?

A. Yes it is performance based and your ideas are encouraged.

Q. Is there a sprinkler system in the building?

A. No

Q. In the vaulted area – can the piping be exposed?

A. PEX pipes should not be installed outdoors, unless they are buried in earth or properly protected from UV exposure cover the pipe with a UV-blocking sleeve (black preferred) and submit pipe insulation for approval. Different manufacturers’ pipes have different degrees of UV resistance as indicated on their labels; always follow the recommendations provided by the particular manufacturer.

Q. Are there specifications for the piping inside?

A. Yes- Pex.

Plumbing Repairs, Tiller Ranger Station Renovation AG-04N7-S-15-0009 Pre-bid Site Visit Notes Amendment #1

Q. In case the option items are added after original performance of contract, can we submit two quotes, ie. If all items are done at once the mobilization cost would be lower – if option items are to be done later there would be a re-mobilization cost added.

A. Yes just make it very clear that you are submitting two options.

Q. Are you getting rid of the basement water heater?

A. Yes

Q. Why are you tying into the existing PEX pipes? Will you be feeding into the existing pipes with the new pipes?

A. Yes. Refer to Drawing Sheet No. 6.

Q. Is there an asbestos report available?

A. Yes -See attached

Q. Is there lead in the paint?

A. Assume there is because the building was built before 1970.

Q. Why are you not tapping into the water fountain by the copier by the fire office since it is a lot less distance?

A. Please tap into the main waterline where indicated on the Drawings.

Q. Can the pipes be exposed in the restrooms?

A. Yes. However, use channeling on walls to cover pipe. The urinals will require some wall demolition for access to the flush valve.

Q. What is the amperage for the on demand water heaters?

A. Reference the specifications, which list the model numbers of approved on demand water heaters. You can look up the cut sheets to determine amperages.

Q: Is there tensioning in sidewalk cement?

A: No cable mesh is suspected.

Q: Will we be Drilling through any beams?

A: No there is to be no drilling through beams in building.

Q. How are we going to deal with hazard areas while workers/FS employees are in area?

A. Protect employees in accordance with OSHA regulations. Notify the COR of any potential hazards or exposures. Work with the COR to coordinate any necessary adjustments to employees work environment or location.

Q. Is the idea to not have pipe under the slab?

A. Yes we are avoiding under the slab except to get it from main line to building.

Q. So the goal of the project is to remove under the slab lines and move above?

A. Yes

Q. Changing all lines to Pex lines?

A. Yes

Q. If you are exposing the pipe, what about the pipe freezing?

A. Please write up why you are proposing what you are doing so we can understand your thoughts.

A. No they are not part of this contract.

A: Yes, include in your quote where/how you are proposing to run pipes.

A. Tap into the location shown in the Drawings.

Q. We are covering the lines running down the hall, then going to have exposed pipes in restrooms.

A. Yes – we are going to have some exposed pipes. We expect the pex to be channeled with some type of covering. Specify in your proposal how you will accomplish this.

Q. On the submittals – How do you want us to show you our proposal for routing of the pipes and covering them?

A. Put basic information in your proposal of how you are routing the pipes and covering them.

Include enough information for the government to understand your proposal.

A. They can be isometric. Drawings need to be sufficient to show the Government your installation plan.

Q. How is staff going to use the facilities during the project?

A. You are required to provide a schedule so the government can minimize disruptions and arrange options for employees. We would like schedules that gives us options, for example Work on one restroom at a time to allow the other one to be utilized.

Q. Outside Hose bibs included?

A. Two hose bib locations need to be plumbed: On the side of building where the tap is going into the building near the door and near the door going outside of the break room.
