Evaluation Criteria (pg 38) Award Determination
The award of any contract as a result of this solicitation will be based on a best value assessment of each offeror’s proposal using the following evaluation factors: Technical Capability, Past Performance and Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, based on the evaluation factors identified below.
The non-price factors (Technical Capability and Past Performance) when combined are approximately equal in importance to price.
Evaluation Criteria (cont’d) Evaluation Factors The following factors/subfactors shall be used to evaluate offers:
Technical Capability Access Control System Compatibility Door hardware Past Performance Price
a) Technical Capability is comprised of an offeror’s technical description of how the work will be accomplished, materials, and certifications. Technical capability will be evaluated to determine whether the offeror demonstrates an understanding and sound approach to meeting the solicitation requirements.
Under Technical Capability, each subfactor (Access Control System Compatibility and Door Hardware) will each receive a rating of Does Not Meet, Meets, or Exceeds as defined below.
Does Not Meet: Offeror does not demonstrate an understanding and sound approach to meeting the requirements.
Meets: Offeror demonstrates an understanding and sound approach to meeting the contract requirements.
Exceeds: Offeror demonstrates an understanding and sound approach to meeting the contract requirements AND exceeds the requirements of the solicitation.
b) Past Performance evaluation will consider recency (within last 3 years) and relevancy (similar work to this project). For each project submitted that is recent and relevant, quality of past performance will be assessed using the following ratings (based on contacting referenced provided in Past Performance Data Sheet). An overall past performance rating for the offeror will also be applied using the following ratings.
See RFP for definitions.
Exceptional
Very Good
Satisfactory
Neutral
Marginal
Unsatisfactory
c) Price Evaluation
This criterion will include consideration of cost information provided to support pay item prices entered in Section B, Schedule of Items. It is the Government's intent to assess the unit prices to determine reasonableness and offeror's understanding of the work and ability to perform the contract.
The importance of price may become greater as the differences between technical proposals decrease. Where technical proposals are determined to be substantially equal, price may control award.
AWARD
The government reserves the right to make a best value award decision, which may include awarding to other than the lowest priced offer by trading up to a higher priced offeror whose proposal is more advantageous to the government.
