REVISIONS, QUESTIONS AND ANSWERS FOR BEND PINE

ADMINISTRATIVE SOLICITATION

REVISIONS

Revise Civil drawings to INCREASE the pump station wet well Inside Diameter from 72” ID to 84” ID. This item will be incorporated into the “Issued for Construction Set.”

REV-001

Include the following additional work in the bid documents:

REV-002

ADD 8 downspouts to roof perimeter; connect to storm sewer. Reference details 10/ A705 and 5/ P401 for configuration. These items will be incorporated into the “Issued for Construction Set.”

Explanation: It was determined that the distance between downspouts should be shortened to mitigate excessive slope in the gutter system.

Eliminate bid item A10. There is no irrigation outside of Phase I for this project.

Pre-Bid Inquiries (PBI’s) for Contract Bidding

Are substitutions for Specified Products allowed?

PBI -001

Substitutions are only allowed after award. The Government will evaluate proposed substitutions after award. See article 016000.1.06 for substitution request procedures after the bid.

The scope of work to be allocated to bid items B16, B17, All, and 01 were clearly described in the

PBI -002

Documents. Would it be possible to get a general description of the remaining bid items? For example, should footing excavation for the building be allocated to building earthwork or to building foundations?

Exact divisions of work under the Schedule may differ slightly between contractors and their subcontractors. However, once awarded, the contractor will be required to detail the division of work for each bid item under the Schedule of Values, see SECTION 01 29 00 – PAYMENT

PROCEDURES.

Will building 2012 scheduled for demolition be open for inspection prior to award? No, base your bid on information on PBS Report for building 2012 Note: This Report is now posted on FED BIZ OPS under amendment #2.

PBI -003

The existing Building 2012 contains communications equipment inside a communications room. This room and building is to be abated and demolished to make room for site improvements. The building cannot be demolished until the communications equipment can be relocated into the new administrative facility. That’s correct.

Sheet numbers RD300, RD610, RD700 and RD 720 are included in the bid package but are not included in the plan sheet index. Please clarify that these drawings are to be included in the bid package. Yes, they are included in the bid package, revise the plan index accordingly.

The drawings include sheets RD700 and RD720 indicating standard details for such items as curbs, curb and gutters, and sidewalks. Please indicate where these details occur on either the civil drawings or the

Architectural site drawings. There is no call out for any of these details or any reference to curb, curb and gutter or any of the standard details. It is unclear what the limits of these various details are.

The "RD" details apply to Deschutes Market Road Upgrade Drawings by OTAK.

Section L-9 "instructions for submission of offers and other information" paragraph B.3 calls for

employment and training opportunities to be provided to the local areas. No counties however, are listed 1 defined as local areas. Please provide. Deschutes County

Has the government made the application for the LEED GBCI certification? Is it the contractor’s responsibility to provide LEED documentation for the application using a LEED accredited professional?

The Government has made the application for LEED. However the contractor is required to comply with LEED requirements to achieve Gold Certification throughout the specifications, including engaging a LEED accredited professional, see SECTION 018113 - SUSTAINABLE

DESIGN REQUIREMENTS

PBI-008

It is the contractor’s responsibility to provide testing and inspections services as recommended in the Geotechnical report. What is an acceptable testing agency to the government? An accredited independent testing firm demonstrating applicable and proficient past experience is acceptable.

The firms will be evaluated after award. See SECTION 014000 - QUALITY REQUIREMENTS, 1.5 INFORMATIONAL SUBMITTALS, Paragraph C.

Is it the contractor’s responsibility for any rock encountered in trenching for utilities?

Yes. Throughout the specs, See “EXISTING SOILS CONDITIONS”, e.g.

“A. Understand existing soils conditions before submitting bid on work. No additional allowance will be granted due to lack of information for existing conditions of subsurface soils.

B. Submission of a bid will be considered acknowledgment of review/understanding of project geotechnical soils report.”

Requests for Information (RFI’s) for Plans and Specifications NOTE: After further review it was determined that the 1-inch composite trim comes in only even numbered widths; 4”, 6”, 8”, 10” and 12”. The 7 ¼” dimension must be changed.

Trim under soffit

: Composite trim that is located 13’-0” to the bottom edge from the 2nd floor shall be ripped to fit properly under the soffit. Use a 1” x 10” size and custom cut to fit as shown on drawings.

Details 5/A705 and 9/A705: the 1/2" X 3" Sheathing Furring, is this adequate to attach the soffit and also keep from sagging on a 24" span?

RFI-007

Architect Response (Document Modification Required) – EXPLANATION: The original intent of the sheathing furring strips was to provide perimeter and mid-span surfaces as well as uniformity in plain for the fiber cement panel installation due to the fact that the roof framing is design-build.

Contractor’s question was reviewed and A/E agrees that a more substantial application is needed.

REPLACE sheathing furring with 7/8-inch hat channels. Anchor to each rafter tail with (2) #6 Self tapping screws. Apply fiber cement panel anchoring as per manufacturer instructions. The 7/8-inch hat channels will also be applied to details 13, 14, 15, and 19 on sheet A705. These items will be incorporated into the “Issued for Construction Set.”

RFI-008

L601 / Entry Patio Paving Section - Verbiage calls out 2" depth 3/4" crushed rock, dimension shows 4" depth 3/4" crushed rock. Which is correct?

A/E Response (Document Modification Required) – The note is correct. It should be 2” depth (3/4”-0) crushed rock. This item will be incorporated into the “Issued for Construction Set.”

RFI-009

Carex rossii (Ross' sedge) is specified for the bio-retention/riparian planting areas. Ross' sedge is one of our dryland sedges and would perish in those locations.

A/E Response (Document Modification Required) I have eliminated Ross’ Sedge from the plant list and added additional plantings of Tufted Hair Grass to make up the difference. This item will be incorporated into the “Issued for Construction Set.”

RFI-010

Sheet R201: detail 4 has incorrect stationing. Detail 4 is for the (2) east private driveways and the ditch rider road on the south west. Detail 5 is for the proposed site entrance. Labels are correct, only stationing is incorrect (based on original County improvement plans). The stationing should read:

20’ @ CL STA 16+92.82

12’ @ CL STA 3+99.07

16’ @ CL STA 10+16.97

RFI-011

Detail 14/A708, how often are the 2" pipe posts and 2" FB Balusters?

Architect Response (Clarification) – Reference partial interior elevation 6 / A502. The posts are located at the top and bottom of each stair run and intermediate landing as well as at mid-point along the stringer. Centered between each post is a flat bar.

Detail 18/S402, the north wall of the Elevator Pit is shown at 12" thick; Detail 5/S401 show a 6" wall is the reinforcement the same as a 6" wall with the obvious exception of the rebar for the column pier?

Detail 15/S402, the stem wall is shown higher than the slab, this is different than any of the Architectural sections and details, does this need to be higher and if so how much higher?

Detail 15/A708, the finish schedule on page A802 call for wood base on Stair 1, what is this stringer base detail to look like on the inside against the wall?

Architect Response (Document Modification Required) – EXPLANATION: Wrap side and top of steel stringer at wall with ¾” maple trim, similar to outside stringer. Take top trim piece across to wall. This will be incorporated into the “Issued for Construction Set.”

Detail 14/A708, how is the wood cap to be connected to the metal posts?

RFI-026:

Architect Response (Document Modification Required) – EXPLANATION: ½” x 2” Flat Bar steel welded to posts and balusters. Attach wood cap with 1-1/4 ” flat head, zinc plated, wood screws through predrilled holes in flat bar into bottom of cap @ 12-inches on center. Paint flat bar P3.

This will be incorporated into the “Issued for Construction Set.”

Detail 14/A708, what thickness are the 2” flat bar Balusters?

Detail 19/A708, what is the Metal Trim to hold the mesh in place?

Architect Response (Clarification) – Trim is steel, minimum thickness of ½”, to be painted as called out in 14/A708.

Detail 20/A709, the ¾” Wood Sill Apron is shown at 1/2" x 3-1/2”, which is correct ½” or ¾”?

RFI-029:

Architect Response (Document Modification Required) – EXPLANATION: The trim should be called out as ½” wood sill apron trim to match shown dimensions. This will be incorporated into the “Issued for Construction Set.”

Detail 20/A709, the ¾” Wood Sill Apron is shown at 1/2” x 3-1/2”, all other window sill details on page A704 show this trim to be 1/2” x 5-1/2” along with wall elevations on page A501, should it be 3-1/2” tall of 5-1/2”, which is correct ½” or ¾”?

RFI-030:

Architect Response (Clarification) – No dimensions for sill trim are given on page A704 and therefore Window Sill Trim should be constructed as detailed in 20/A709. Windows shown in Lobby Interior Elevation on A501 are not typical and are completely cased with 4” (typ.) wood trim.

Wood bullnose sill will remain the same as detail 20/A709, but apron will be replaced by the 5/4 x 4” wood trim. See RFI-029.

RFI-031

C311 - Assume there's no curb around staff & visitor parking lot and darkened perimeter line is 3458 grade line

Civil Response (Clarification) – There are to be 2 lengths of 12” concrete curb with 6” reveal in the following general locations:

1. East end of the visitor lot, north side of the visitor lot, west end of the visitor lot, east side or Road #3, and south side of the staff lot.

2. Perimeter of the generally triangle-shaped landscape island in the west half of the staff lot.

C402 - Which elevations are correct for storm MH #6, ones shown on this plan sheet or ones shown on plan sheet C404 and C532 for MH #7?

RFI-034

C403 - Road 2 sewer profile calls for 8" D-3034 between MH's #2 and #3. Plan view calls for 6" D-3034, as does C521. Which is correct?

Civil Response (Document Modification Required) – Sewer shall be 6” from MH’s #2 to #3. Callout for 8” pipe on “Road 2 Profile” of Sheet C403 is a typo. This item will be incorporated into the “Issued for Construction Set.”

C404 - Note 27 calls for pond outfall structure. Does this require a structure or should it read pond outfall?

C404 - On Road 3 Water Line Profile it calls out "connect to 12" cross installed by Bend Parks and Rec".

RFI-041

In both the drawings and specifications the Heavy Timber members are called out as just “cedar”. There is quite a range of cost across the various Cedar species so could a species be specified to clarify this line item? The only reference found is in "Exterior Rough Carpentry" reference states 2.1-A-5a . Cedar= No. 1, WCLIB, yet there isn't anything for the interior cedar timbers?

Architect Response (Document Modification Required) – CHANGE sub-paragraph 061063.2.1.A.5.a. to read, “Western Red Cedar; No. 1, WCLIB.” This item will be incorporated into the “Issued for Construction Set.” Please note that there are no references to interior cedar timbers.

RFI-042

A002 - Is building slab vapor barrier required per A002 Chapter 18 - Soils and Foundations 1807.2.1?

Architect Response (Clarification) – Bituminous Dampproofing is only required at the elevator pit;

See key note 6, elevator sections 3 and 4/ sheet A301 and specification section 071113. A slab vapor barrier is not required and is not recommended as per the drawings.

RFI-043

Determine approved product for camera Surveillance.

MPE-Technology Response (Clarification) – The following is intended for use as response to RFI- 046 regarding GFCI surveillance cameras: The specific manufacturer and model numbers for the surveillance cameras will be selected later in the construction process and will be furnished by the Owner. For bidding purposes, please assume Axis Communications Model 216FD as a basis for installation.

Are construction joints for drywall construction joints to be located on one side of wall only, or are they to be constructed on both sides of walls?

Architect Response (Clarification) – The control joint at a gypsum board wall can be on one face provided the horizontal dimension on the opposite face is no longer than 30’-0” in length. See also ASTM C 840 and manufacturer’s written recommendation on installation as specified in section 092900.

PLEASE ALSO NOTE

: Avoid locating control joints where walls are shown as a fire rated assembly. If this can not be avoided contact Contracting Officer for Architect review.

Referring to the above 2’ 6” wainscot, how are the specified 4’ corner guards to be installed?

RFI-045:

Architect Response (Document Modification Required) – At wood wainscot, cut corner guards down to run from top of wood base to bottom of chair rail. This item will be incorporated into the “Issued for Construction Set.”

Page A801 Window Frame Types, Type F1 & H are shown to be Wood, should window R also be wood seeing how it sets above F1?

(Revised Response – 05/04/10) Architect Response (Document Modification Required) – All exterior windows to be metal clad wood and interiors to be wood or hollow metal, as indicated under the Window Frame Types. A ‘WOOD’ designation will be added to window ‘R’ and a ‘HM’ designation will be added to window ‘S’ in the window frame types legend. This item will be incorporated into the “Issued for Construction Set.”

What are the locations for shatter resistant film on the glazing?

Architect Response (Clarification) – Per specification Section 099999 - ‘Product and Finish Schedule,” basis of design ‘Wood Stain’ are called out to match the stain colors produced by VT Industries on White Maple. Stains will need to be custom mixed to match the basis of design stain on both the hardwood trim and the pine trim and paneling. As called out in the drawings and specifications, doors are to be WS1 while wainscot panels are to be WS2. It was not intended for this wood species or stain color of the doors and panels to match, although hardwood trim and base will need to match the interior doors. There are cases where both pine and hardwood are called out to be WS1 or WS2, meaning that there will most likely have to be multiple mixtures of each stain type to get the finishes to match on the different wood types.

The Specification for Blast Hazard Mitigation under Paragraph 1.4 Performance Requirements requires the furnishing of fenestration systems that meet the load and performance conditions stated within this sub-paragraph.

Sierra Pacific Windows does not test products to comply with Blast Hazard Mitigation Standards.

It is our understanding that only a metal (steel) fenestration product could comply with the Blast Hazard Mitigation protocol and standards.

Please clarify this portion of the Performance Requirements pertaining to Blast Hazard Mitigation for Aluminum Clad Wood Windows.

Architectural Response (Clarification): The origin of the performance specification for Blast Hazard requirements is from the Forest Service. It is the A/E’s understanding that there are testing labs, such as Architectural Testing, that test these systems. This specification was also reviewed by a wood window manufacturer during the design phase of this project to verify the viability of the requirements. If a manufacturer has difficulty in meeting the Forest’s performance requirements the A/E recommends that a substitution or alternate method be employed to the satisfaction of the Contracting Officer.

Wood to Steel Truss Connection. Please reference details 15 + 16/A705. It seems as though the 8x8 cedar members are decorative members. There is a knife plate connection shown at the bottom of wood to wall. However, there is an implied knife plate no connection shown from the top of wood to steel trusses. Please provide connection detail while keeping in mind the wood members will not line up with the steel trusses.

Architect Response (Clarification) – The 8x8 cedar roof bracket brace as well as the 8x12 cedar roof bracket are decorative members. Neither the brace of the bracket connect up into the trusses. The 8x12 bracket is attached back into the wall as shown in detail 14/A705 and the 8x8 brace is connected to the 8x12 bracket with two bolts as shown in detail 15/A705. The only knife plate is at the connection of the bottom of the brace back to the wall in detail 16/A705.

Water Tank Silo Alternate. The alternate refers to R001 for construction of the water tank, however, we are not able to find the details on this cover sheet. Please provide details on how this will be constructed. It also states the “Concrete footing configuration for water tank varies substantially from base bid footing…” Please provide design, as this alternate cannot be priced accurately as it stands. Lastly, the alternate asks to remove and dispose of the roof, but does not specify with what to replace it. If a roof is required to protect the wood pellets, please clarify.

Architect Response (Clarification) – 2x blocking shown in wall sections is not part of the wall type, but required blocking for nail base installation. Placement as noted in wall sections and details should be verified with nail base manufacturer. See specification section 061600 – SHEATHING, 1.3C. The 2x blocking is located in-between the metal studs at required locations along the length of the exterior walls.
