Responses to Questions as of 17 June 2015 (Questions in black ink, responses in red ink)

1) Are the Natural Recovery Values (NRV) referring to the difficulty of access to the roads being decommissioned? No, the NRV refers to the road that will be designated for decommissioning.

2) Sheet 5 of the plans, item 4 says that all costs associated with constructing gradient control structures are to be paid for under item 211(05). I was wondering if that should be under item

211(11)? Additionally, in the schedule of items, 211(05) is treatment of existing roadways, while page 8 of the solicitation has 211.05 as stream channel restoration. You are correct – I will issue an amendment to clarify that all costs associated with construction gradient control structures are to be paid for under item 211(11) – NOT 211(05). With regards to the second question, the specification subsections do not necessarily correlate with the pay item number.

3) Will the prices provided in the schedule of items by the bidder be used for future task orders in the event the contractor receives an award or are the prices provided in the schedule of items used only for the purposes of evaluation? Prices will be used for future task orders and thus also the purposes of evaluation. In other words, they are not hypothetical. The items on the Schedule are legitimate items which will be used to factor in how much future task orders (featuring those items) will cost the Government.

4) Section 211.10 refers to installing waterbars. According to the plans, the distance between waterbars varies depending on the percentage of grade of the road being decommissioned. The possible difference in spacing being from every 150' to every 900' could affect time spent and cost involved to do the project. For purposes of the bid, what percentage of grade should the bidder assume? Our roads generally average about 6%, but the contractor must assume risk based on their knowledge of Forest roads and factor into their prices.

5) Item 211(11) Stream Channel Restoration --for purposes of bidding this solicitation, should the bidder assume they are removing major or minor culverts? The contractor should submit proposal prices accordingly as the same pricing will be applied whether it is a major or minor culvert removed.

6) There was question about the specification which addresses equipment. The Government provides the following clarification: These requirements are intended to specifically address unsatisfactory equipment that is delivered to the job-site. Thus, the Government is willing to approve equipment that doesn’t meet the age requirement so long as they can show that it is in good working condition with no leaks or malfunctions.
