1. Aircrew Initial Flight Training Outline
The initial and flight training minimums are designed to ensure the USFS contract and Agency pilots meet the minimum level of proficiency to safely and effectively operate the C-130H and to conduct the MAFFS II mission.
a. The initial C-130H qualification will be provided by a USFS approved simulator C-130H differences training.
b. The C-130H aircraft qualification and Equipment Check will be conducted by the USFS and contractor instructors IAW CGTO 1C-130H-1- A and FSTO 1C- 130H-1S-05 where applicable.
c. Once approved by the USFS as C-130H aircrew member qualified and current, the aircrew can perform all standard flight maneuvers for recurring minimums training. However, the aircrew member will not be USFS MAFFS II qualified and will not perform MAFFS mission maneuver until USFS MAFFS II certified.
d. Prior to entering the USFS MAFFS II qualification syllabus, the aircrew will complete the initial USFS Visual Low Level / MAFFS checklist Mission Check Flight. The Visual Low Level / MAFFS checklist Mission Check Flight is intended to evaluate the aircrew’s visual low level expertise and CRM as a prerequisite for entering MAFFS II training. The Mission Check Flight will be conducted by a qualified and current USFS approved MAFFS II instructor pilot.
e. Following successful completion of the Visual Low Level / MAFFS checklist Mission Check
Flight, the aircrew shall successfully complete the USFS HC-130H MAFFS Ground and Aircrew Training Syllabus prior to being authorized to perform MAFFS II wildfire missions.
f. During the non-fire season, aircrew maintain terrain awareness skills by flying a 1000 foot
AGL terrain awareness sortie semi-annually on a preplanned military training route.

2. Aircrew Recurring Flight Training Minimums
Experience Levels:
a. The USFS C-130H recurring training minimums are designed to ensure the USFS contract and Agency pilots maintain the minimum level of proficiency to safely and effectively operate the C-130H and to conduct the MAFFS II mission.
b. Each aircrew position is assigned experience level that recognizes that not all aircrew members will have the same level of C-130H and/or MAFFSS II operating experience or expertise. The recurring minimums can be completed during operational missions and/or simulator for some events.
c. The minimums are designed to provide proficiency training and are required on either a monthly, quarterly, semi-annual and annual basis. Monthly is defined as a calendar month.
Minimums:
a. The frequency assigned to each event established minimum total number that must be completed in a semi-annual period unless the frequency is A or annually. Semi-annual minimums that show a frequency of either M or Q mean that at least one of the minimum maneuvers must be completed in the required monthly or quarterly frequency. As an example, a Level 3 pilot must complete one (1) take-off and landing per month but must have a total of twelve (8) for any semi-annual period.
b. Minimums are defined as: M = MONTHLY; Q = QUARTERLY; S = SEMI-ANNUALLY;
A = ANNUALLY.
c. Failure to complete required recurring minimums within the defined frequency period prohibits an individual from performing unsupervised in-flight duties for that specific event.
The individual will be required to be monitored by an instructor and successfully complete the specific event to the satisfaction of the instructor before being returned to fully mission ready status.

3. Aircrew Ground Training Minimums
The initial and recurring ground training minimums are designed to ensure the USFS contract and Agency pilots meet the minimum level of proficiency to safely and effectively operate the C-130H and to conduct the MAFFS II mission.
a. General Training: General training requirements are required by all aircrew positions on an annual basis with the exception of the low pressure chamber. Ophazard ID / Awareness is a unit specific training that identifies hazards specific to the unit’s area of operations.

b. C-130H Ground Training: With the exception of aircraft marshalling, C-130H specific ground training is provided annually in conjunction with the annual simulator and/or USCG Equipment Checks. Aircraft marshalling is unit specific training developed to minimize C- 130H ground movement/towing risks and establish ground movement/towing procedures.
