B.2 BACKGROUND
(a) The 2014 National Defense Authorization Act (NDAA), Sec 1098 directed the transfer of seven HC-130H aircraft from the U.S. Coast Guard (USCG) to the U.S. Air Force (USAF) for modifications, to facilitate subsequent transfer to the U.S. Department of Agriculture for use by the Forest Service Director of Fire and Aviation Management (FAM). The HC-130H Government provided aircraft will be used for multiple missions including initial attack of wildland fires, large fire support, flight crew training and other missions as deemed necessary to the USFS. The Act’s language also directed transfer of initial spares and necessary ground support equipment for the HC-130H once the USFS takes possession of the aircraft. The FAM plans to operate one HC-130H aircraft during 2018 fire season, defined as May 1 through October 31. The FAM also plans to operate one HC-130H aircraft, with the option to operate a second aircraft on an intermittent basis, during non-fire season, defined as October 1 through April 30. The initial and annual aircrew training period will be April 1 through April 30.
(b) During fire season 2018, one HC-130H aircraft will be equipped with a US Forest Service (USFS) owned Modular Airborne Fire Fighting System (MAFFS II) and/or a Retardant Delivery System (RDS) and will be employed for retardant dropping and other missions outside that period. As an option to this contract for 2019 and 2020, the USFS could operate a second HC- 130H MAFFS or RDS equipped aircraft on an intermittent basis. It is the intent of the Forest Service to have all flight crew and maintenance support of the HC-130H aircraft provided by contracted sources in a Government Owned and Contractor Operated (GOCO) business model.
(c) When operationally available, the MAFFS HC-130H will be deployed from FSAS MCC to and from select Airtanker Bases within the continental United States, as directed by the ordering agency. All of these locations are USFS and Department of Defense (DoD) approved large paved airport facilities (e.g. runways, taxiways, and ramps allow operations at 155,000 pounds (ST-155) gross weight for HC-130H aircraft).
(d) The contractor shall provide the aircrew support necessary to meet the requirements of this solicitation and resulting contract in support of the USFS HC-130H aircraft. The contractor shall provide full time employees (FTE) to satisfy the aircrew personnel requirement. CAPM shall work from the USFS facility located on the McClellan Air Park (MCC) California USA unless filling a pilot position or directed by the Government to other facilities during the fire season.
Rotational personnel may be authorized by the Contracting Officer. The contractor shall plan for the aircrew to travel with the aircraft to other locations as determined by the Forest Service when the aircraft does not return to MCC.
(e) In the first phase of initial training, the aircrew will attend airframe differences simulator training conducted by a USFS approved C-130H simulator training facility. Following the initial simulator training, the Contractor aircrew will complete the USCG HC-130H flight training syllabus and will accomplish a USCG/USFS Equipment Check Flight and Examination. Upon successful completion of the USCG HC-130H Equipment Check and Examination, the aircrew will begin the second phase of training and will accomplish a USFS MAFFS II syllabus. At the end of this phase, the aircrew will undergo a Mission Verification Check Flight and Examination by the USFS and/or its delegates. Annual recurrent training and check flights will follow this model with variations at the discretion of the USFS Pilot Standardization Branch Chief. The CAPM, PIC, SIC and FEs shall attend the National Aerial Firefighting Academy I and II before initial fire season.
(f) The Contractor will coordinate and fund the initial and recurring simulator training required by Paragraph B.14 and be paid in accordance with Paragraph C.13(d). The training will provide the necessary aircrew qualifications for year one operations and recurring training for all options years.
(g) The USFS will provide RDS training to all aircrew members prior to the RDS replacing the MAFFS if RDS units are completed and install prior to the end of the contract period.
