C.1 PROJECT SCOPE

A. Description: The intent of this contract is to remove, repair and replace existing bridges, guardrails, approach railings, and perform routine road maintenance located on National

Forest System Roads on Chichagof Island near Hoonah, Alaska. Contractors are encouraged to visit the work sites to review conditions. Pay particular attention to section H.4 Submittals, Material Certifications and Testing Reports for list of required submittals. This work includes:

A total of nine bridges are to be installed. This includes three new contractor furnished bridges and six government furnished bridges. Government furnished bridges come from a variety of sources. Two are installed on the Hoonah road system and are to be relocated to new locations, three are in Rowan Bay, one is to be removed and installed in the same location.

Transporting three government furnished bridges from the Rowan Bay Marine

Access Facility on Kuiu Island to their respective installation sites on the Hoonah road system.

Removing two modular bridges from their current installation sites and transporting for storage to a rock pit on road 8508 at milepost 7.922. Installing replacement bridges at these sites.

Removing four log stringer bridges and installing replacement bridges at these sites.

See Table One for replacement structures.

Removing a 70’ modular (Big R) bridge, reconstructing installation site and reinstalling same bridge.

Removing an 83’ glulam bridge on road #85304 at MP 2.141. Transport to its new installation site on road #8504 at MP 0.439. Furnish, deliver and install new 90’ bridge with transverse beams, all Thrie beam guardrail, transition rails, approach rails, longitudinal treated timber decking, longitudinal untreated wearing surface, backwalls, concrete abutments, object markers, and reflectors.

Removing a 90’ glulam bridge on road #8530 at MP 11.128. Transport to its new installation site on road #8509 at MP 0.170. Furnish and install new 102’ bridge with transverse beams, all Thrie beam guardrail, transition rails, approach rails, longitudinal treated timber decking, longitudinal untreated wearing surface, backwalls, concrete abutments, object markers, and reflectors.

Perform all work necessary for the placement and installation of each of the bridges at their respective locations. Installation work to include but not limited to the following: Remove and dispose of existing embankment soil material, supply and prepare material including various sized fill rock and rip rap for all necessary embankment construction and approach roadway grading, properly install all substructure elements including standard spread footing, pre cast concrete abutments and bridge backwalls, place and connect bridge elements in their proper fashion and location, and grade approach roads to match new bridge elevations. Furnish and install four (4) object markers and posts at bridge ends.

Bridges that are dismantled by the contractor and reused in this contract shall have all bridge pieces and hardware inventoried. Any damaged or missing items shall be replaced by the contractor, no additional payment will be made.

Supply and install all components necessary to construct approach rail system in accordance with all relevant specification standards listed in section C.2 of this document. Approach rail system to include, but not limited to: steel approach rail, timber rail posts, transition rail connection to bridge rail, and all connection and standard safety materials. See design documents for all specific construction details.

See Table One for list of bridges requiring approach rails. Approach rail systems are incidental to contractor furnished bridges.

Install four (4) object markers and posts at bridge ends. All signage to be installed per design documents and relevant specification standards listed in section C.2 of this document.

Bridge sites may only be closed to public during times in which the contractor is physically on site performing work and shall remain open at all times when contractor IS NOT on site. Contractor MUST notify COR a minimum of 7 days before anticipation of road closures, and public notifications will be posted as stated in C.3. Contractor is limited to a two week maximum road closure at any one site.

The Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies to perform all work listed on the schedule of items, specifications and drawings.

Refer to drawings for complete and detailed description of work.

Payment will be made only for those items listed on Bid Schedule. All other work is incidental to those pay items.

B. Location: Hoonah, Alaska is located on Chichagof Island, approximately 40 air miles west of Juneau. All sites for this project are located on the main Hoonah road system.

Hoonah is a full service community, with daily commercial air service and air taxi services and regularly scheduled ferry and commercial barge services. See vicinity map for road and bridge site locations.

D. Waste to be disposed at designated waste sites, determined by CO/COR.

E. Price range for this project is between $1,000,000 and $5,000,000.

C.3 SAFETY AND PUBLIC NOTIFICATION

Warning signs will be placed at the proper locations to warn the public of road work. All signs shall meet the minimum requirements as established by the Manual of Uniform Traffic Control

Devices (MUTCD), 2003 edition. The contractor shall post a notice of where and when the public might expect delays due to project work at several publicly located bulletin boards in

Hoonah.

C.4 DAMAGE TO STRUCTURES

The Contractor shall be held liable for any damage caused by his/her personnel or equipment to any existing bridges, ditches, culverts, signs, or riprap at culvert inverts. Repair of structures damaged by the Contractor's operations, shall be the Contractor's responsibility at no cost to the

Government.

1. Do not cross streams without Contracting Officer approval.

2. Submit a written equipment crossing plan to the Contracting Officer for approval 14 calendar days before creek crossing is planned. Two machine crossings will be permitted for all streams designated on the drawings as fish streams or listed in the above table.

Outside of this time period, no machine crossings will be permitted if fish eggs are present in the gravel or adult fish are present in the stream; otherwise two machine crossings will be permitted.

3. Limit machine crossings to two times for all live streams not designated on the drawings as fish streams with pipes 48” and larger to be installed.

4. Do not leave temporary bridges in place between September 15 and March 15, unless approved in advance in writing by the Contracting Officer.

In stream work will only be allowed only at low flows.

Obtain necessary permits for floating camps, floats, shore ramps, and other appurtenances associated with project operations from the following State of Alaska and Federal Agencies:
