About this file
This document contains additional terms and conditions for an Alabama Department of Environmental Management (ADEM) linen services contract solicitation administered through the Alabama Buys supplier portal. The State of Alabama seeks linen services through a competitive bidding process where the award will be made to the lowest responsible bidder meeting all specifications. The contract will be established for an initial 12-month period with options to extend for up to four additional 12-month periods (for a maximum of five years total) at the same pricing, terms, and conditions, contingent upon written approval from both parties no later than 30 days prior to expiration of each period. The exact quantities of items required are unknown, and the State does not guarantee any minimum purchase volume; orders will be placed by the ordering agency as needed. Questions regarding the solicitation must be submitted by September 25, 2026, at 5:00 PM Central Time through the Discussions tab of the portal.
Bidders must submit unit prices for lines 1 through 15 of the item grid and enter "0.00" for line 16 (Loss/Damage Fees), which will be quotable after award as needed. Award winners must provide E-Verify documentation and submit the State of Alabama Vendor Disclosure Statement as required by the ITB Standard Boilerplate. Price escalation is permitted only when material, labor, or other contract costs significantly increase through no fault of the supplier, with written approval required from both parties and supporting documentation from manufacturers where applicable. Conversely, any price de-escalation must be immediately passed to the State while maintaining compliance with all specifications, terms, and conditions. All materials must be of quality consistent with trade practice and compliant with local codes, and all labor must be performed by well-experienced professionals in a professional manner. Vendors must provide any additionally requested information within five business days of receipt.
