About this file

This is an Additional Terms and Conditions document for a bid solicitation issued by the Alabama Department of Environmental Management (ADEM) for the procurement of a BAM-1022 Continuous Particulate Monitor or equivalent through the Alabama Buys supplier portal. Bidders must submit responses through the supplier portal by Friday, September 11, 2026, and must enter all required information across the portal tabs, including bid amounts on the item grid. All equipment provided must be new and unused, eligible for full manufacturer warranty, and cannot be reconditioned, remanufactured, or refurbished in any manner. Suppliers are required to provide complete descriptive and technical literature with their bids, as references to previous bid materials will not satisfy this requirement. The award will be made on an "all or none" basis to the lowest responsive and responsible bidder meeting all specifications.

Awarded suppliers must provide a one-year standard manufacturer's warranty from the date of installation and must submit E-Verify documentation and a completed Vendor Disclosure Statement upon notice of intent to award. Suppliers must ensure they are fully registered and active in the Alabama Buys system and must enter $0.00 in the unit price field for the Shipping/Handling line item, which will not be factored into the evaluation. Any additional requested information must be submitted within five business days of receipt, with failure to do so potentially resulting in bid rejection. Questions regarding the solicitation must be submitted through the supplier portal discussion tab by the stated deadline.
