About this file

This addendum to an Invitation to Bid issued by the Louisiana Office of State Procurement on behalf of the Louisiana Department of Wildlife and Fisheries addresses specifications revisions and vendor inquiries for the printing of recreational fishing regulation pamphlets. The project requires production of approximately 200,000 copies of 56-page saddle-stitched pamphlets in 8" x 10" trim size, packaged in boxes of 100 and delivered to LDWF Fisheries at 2000 Quail Drive in Baton Rouge. Two bid options are available: Option A includes 44 LDWF editorial pages and 12 publisher-generated advertisement pages, while Option B consists of 56 pages without offset advertising. Bidders must submit camera-ready copy by October 16, 2026, proofs by November 10, 2026, and deliver 210,000 completed pamphlets by December 16, 2026. The bid opening is scheduled for October 8, 2026, at 10:00 AM CT. The contract term is 12 months beginning from the date of award and ending June 30, 2027, with two optional 12-month renewal periods available at the same price and terms for a maximum contract period of 36 months.

The addendum clarifies that the initial production run is 200,000 copies at the bid price, with any additional printing quantities to be paid separately through additional purchase orders. Publishers may generate advertising revenue from up to 12 pages under Option A, with net costs after advertising offset reflected in the proposal price. Bidders must provide pricing for reprints at 5,000, 10,000, and 15,000 copy volumes as well as per-page costs for alterations requiring new negatives. The previous contract was awarded to J.F. Griffin Publishing under PO #2000761155 for $38,850.00. All films, separations, and electronic files become LDWF property. Over-runs and under-runs are permitted within specified tolerances, and all delivery costs on an F.O.B. destination basis must be included in the bid price. For contracts valued at $25,000 or more, bidders must certify non-debarment, maintain Louisiana Secretary of State registration in good standing, and comply with E-Verify, anti-kickback, and civil rights requirements.

The following change is to be made to the referenced solicitaon:

Page 2 of the RFx currently reads: The contract shall be effecve for 12 months, beginning July 1st, 2026, and ending June 30th, 2027.

Page 2 of the RFx changed to read: The contract shall be effecve for an inial period beginning with the date of award and ending June 30th, 2027.

Replacing Atachment B – Specificaons - Pages 1-2 in its enrety.

Replacing Atachment C – Price Sheet - Page 1 in its enrety.

The following are the Vendor’s Inquiries received by the deadline date of September 24, 2026, and the State’s Responses:

Vendor’s Inquiry #1: The bid quanty is 200 TH, and Atachment B, secon I, specifies 200,000 copies, but secon II requires delivery of 210,000 copies on December 16. Which quanty controls the inial run and pricing? Is any extra quanty separately payable?

State’s Response #1: Atachment B has been revised to 200,000 copies. The inial run is 200,000 copies as requested by the Agency; the Agency will request addional prinng if needed. Addional prinng may be required aer the inial delivery of 200,000; if so, it will be paid for separately. However, if the vendor requests addional runs with 200,000 original, it will likely be paid in a single purchase order.

Please see revised Atachment C – Price Sheet for subming reprint pricing.

Vendor’s Inquiry #2: The bid permits a 56-page opon without adversing. For that opon, what content or blank pages should occupy the 12 pages otherwise reserved for publisher adversing, and does LDWF supply all required content? Please confirm that adversing sales are not required for this opon.

State’s Response #2: The book will sll be 56 pages with or without adversing. LDWF will provide content for those pages if the awarded publisher is not selling adversing space.

Vendor’s Inquiry #3: The stated contract begins July 1, 2026, before the October 8 opening.

Please confirm the intended effecve date and whether the October 13 copy, November 10 proof, November 17 approval, and December 16 delivery dates remain controlling

State’s Response #3: The Contract shall be effecve beginning with the date of award, and the producon schedule is fixed and crical, with the goal of receiving the book before year-end for distribuon to begin in early January.

Per Revised Atachment B, Page 2, II. Producon Schedule: October 16, 2026, is the day Camera-ready copy will be supplied to the publisher.

Vendor’s Inquiry #4: Could you please provide the previous contract/PO number, previously awarded vendor, and previously awarded amount for this service?

State’s Response #4: The previous PO#2000761155 was awarded to J.F. Griffin Publishing for $38,850.00.

All else remains as in the original Invitaon to Bid.
