About this file

Addendum Two to RFP No. 2026002-IT-P is issued by the Albemarle County Service Authority (ACSA) in Charlottesville, Virginia, and provides critical clarifications and responses to proposer inquiries regarding a cloud migration and ArcGIS Utility Network implementation project. The solicitation seeks qualified firms to execute a multi-phase engagement involving migration of ArcGIS Enterprise 11.1, SQL Server 2019 (approximately 110 GB of data), and file servers to Microsoft Azure; implementation of ArcGIS Utility Network for water and wastewater datasets supporting distributed collaboration with ArcGIS Online; and migration of Cityworks Asset Management System (244 active work order templates, 30 service request templates, and 35 inspection templates) to Trimble Unity. The project scope includes configuring Azure environments aligned with CISA compliance requirements, establishing Duo multi-factor authentication integration with Active Directory, deploying two Azure Virtual Desktops for GIS editing workflows, integrating with existing systems including GraniteNet and BillMaster, and evaluating replacement options for the Granicus customer portal. The proposal deadline is May 11, 2026, with the contract awarded as a single award to one prime vendor. ACSA expects project completion in less than two years with flexible start dates to be determined post-award. No site visits, bidders' conferences, or specific award dates are referenced in this addendum.

ACSA has clarified that pricing should be organized by phase with time-and-materials structures acceptable provided not-to-exceed clauses are included, though the agency provided no budget range or estimated contract value. The agency will procure Azure licenses following coordination with the selected proposer, while the contractor bears responsibility for other resource procurement. Key clarifications address Canadian corporation eligibility (acceptable if aligned with ACSA security requirements and U.S. data residency), acceptance of non-U.S. tax documentation in lieu of W-9 forms, and allowance for subcontracting with specialized partners. ACSA confirmed no existing Azure policies or landing zone configurations are in place, that the current ArcGIS Enterprise environment uses SAML authentication, that scaled-down development environments are preferred, and that formal penetration testing or vulnerability assessment is required as a deliverable. All data must reside solely within the United States. No incumbent vendor is identified, ACSA does not currently maintain ExpressRoute or VPN gateway connectivity to Azure, and discovery-phase documentation will be provided only to the selected proposer. References may overlap with those provided in separate sections, and more than three references are acceptable.

ADDENDUM NO.: TWO

TO ALL OFFERORS:

REFERENCE:

RFP No: 2026002-IT-P Dated: April 16, 2026

Commodity: Cloud Migration and ArcGIS Utility Network Implementation RFP Closing On: May 11, 2026

1) Please note the clarifications and/or changes made to this solicitation:

a. May a Canadian corporation submit a proposal if it is not currently registered to do business in Virginia at the time of proposal submission, provided it completes Attachment B and, if needed, obtains the required registration prior to contract execution?

Yes

b. For Attachment B, if the proposer is a foreign corporation, is it acceptable at proposal stage to provide the statement explaining why Virginia registration is not yet required, or would ACSA require a Virginia SCC registration and registered agent before submission?

Yes, provide an explanation.

c. The RFP indicates that a completed W-9 must be submitted with the offer. If the proposer is a Canadian entity, will ACSA accept the appropriate non-U.S.

tax documentation in lieu of a W-9, or is a W-9 mandatory for all offerors?

Yes, we will accept non-U.S. tax documentation.

d. The insurance requirements state that coverage must be placed with carriers authorized to do business in the Commonwealth of Virginia. Would equivalent coverage arranged through a compliant U.S. broker/carrier be acceptable for a Canadian proposer?

Yes

e. The RFP references conditional access policy design and includes geofencing as an example. Could you please confirm whether any U.S.-only geofencing or location-based access restrictions would affect the eligibility of a Canadian-based implementation team, or whether secure administrative access from Canada would be acceptable if aligned with ACSA security requirements?

Canadian firms would be permitted to access ACSA systems for this project if aligned with ACSA security requirements. Data must reside within the United States of America.

f. Will ACSA consider proposals from firms that plan to subcontract portions of the work (e.g., ArcGIS Utility Network or Trimble Unity) to specialized partners, and if so, must all subcontractors be identified in the proposal?

Yes, we will consider these

g. Is there a budget range or not-to-exceed figure ACSA can share to help proposers scope and price this engagement appropriately?

No

h. Does ACSA intend to award this as a single contract to one prime vendor, or is a multi-vendor award structure possible?

Single contract

i. Will ACSA provide access to current network diagrams, system architecture documentation, and software configuration details to shortlisted proposers prior to final proposal submission or only after award?

This will be provided to the selected proposer during discovery

j. Is ACSA open to a phased contract structure where pricing is finalized per phase following discovery, given that several scope items are to be determined during that process?

No

k. What is the anticipated contract period of performance — is there an expected start date once a vendor is selected?

No. Dates are flexible. It is expected that this project will take less than two years.

l. Are there any incumbent vendors currently providing IT or GIS services to ACSA that proposers should be aware of?

No

m. For the ArcGIS Enterprise Azure IaaS migration, does ACSA have an existing Azure subscription and tenant in place, or will the contractor be responsible for establishing the Azure environment from scratch?

The ACSA has an Azure subscription and tenant in place, but it has only been used for testing. It would be relatively safe to assume this would need to start from the ground up.

n. Are there existing Azure policies, management groups, or landing zone configurations already in use that the contractor must work within?

No

o. Will ACSA provide administrative access to the existing on-premises ArcGIS Enterprise and SQL Server environments during the migration, or will access be coordinated through ACSA staff?

This will be discussed with the selected proposer

p. For the ArcGIS Online collaboration that must be preserved, can ACSA describe the nature of that collaboration (e.g., distributed collaboration, content sharing, federated identity)?

This is a distributed collaboration with ArcGIS Online as the host

q. Is the existing ArcGIS Enterprise deployment federated with Entra ID for authentication, or does it use built-in portal authentication?

ArcGIS Enterprise uses SAML for authentication. Built-in authentication is still in place but is not used.

r. Does ACSA have an existing Azure ExpressRoute or VPN gateway connecting on-premises to Azure, or will this need to be established as part of the project?

No, we don’t have currently but we may need in the future because we will have share data on cloud.

s. What is the expected data transfer volume for the SQL Server migration (approximate total database size in GB/TB)?

Approximately 110 GB

t. Are there any third-party software vendors (GraniteNet, SpryPoint, etc.) who will need to be coordinated with during the SQL Server reconnection process, and will ACSA facilitate those introductions?

It is likely that coordination with other software vendors will be necessary.

ACSA will facilitate introductions.

u. For the development environments (ArcGIS Enterprise and SQL Server), should these be fully mirrored duplicates of production or scaled-down versions?

Scaled down

v. Does ACSA require the Azure environment to be configured under a specific compliance framework (e.g., NIST, CIS Benchmarks, CMMC)?

CISA

w. Will the contractor be responsible for procuring Azure resources and licenses, or will ACSA procure these directly and provide contractor access?

The ACSA will be responsible for procuring the licenses after coordination with the proposer

x. Will ACSA provide read access to the existing enterprise geodatabase schema and data prior to proposal submission so proposers can accurately scope the Utility Network implementation?

No

y. The RFP states the data model has not been reviewed in depth and needs to be included in scope — can ACSA describe the current data model format (e.g., geometric network, simple feature classes) so proposers can estimate the level of effort?

The current data model does not include geometric networks or topology.

There are feature classes within feature databases. There are tables outside of feature databases. There are relationship classes inside and outside of feature databases.

z. Are the water and wastewater datasets currently versioned, and if so, what versioning model is in use (traditional versioning)?

Yes, with traditional versioning

aa. What GIS editing workflows are currently in use (e.g., ArcGIS Pro, ArcMap, web editing), and how many concurrent editors should the Utility Network environment support?

ArcGIS Pro, Field Maps, web maps, and integrations with GraniteNet and Cityworks. Maximum concurrent editors anticipated would be about a dozen.

Normal concurrent would be closer to half that.

bb. Are there existing ArcGIS Utility Network configuration files, subnetwork definitions, or domain networks from the feasibility study that the contractor should build upon?

No

cc. For the Cityworks/Trimble Unity integration with Utility Network, are there existing REST or SOAP service endpoints in use that will need to be reconfigured?

Yes, REST

dd. Should the automated trace output capability be delivered as a web application, a geoprocessing service, or another format — or is the format open to proposer recommendation?

This will need to be discussed with the selected proposer during the project

ee. Does ACSA require that existing map documents, web maps, or ArcGIS Pro projects be updated to reflect the Utility Network as part of scope, or only the core geodatabase implementation?

The ACSA expects to complete this work internally, but with assistance as needed

ff. Has ACSA already executed a contract with Trimble for the Unity SaaS platform, and if so, what is the anticipated Unity go-live target date?

No

gg. Can ACSA confirm the number of active Cityworks work activity templates, work order types, and service request types that must be migrated to Trimble Unity?

At the time of writing, there are 244 active work order templates, 30 service request templates, and 35 inspection templates

hh. Is Trimble providing any migration tooling, sandbox environment, or direct technical support to facilitate the Cityworks-to-Unity migration, or is that entirely the contractor's responsibility?

Unknown

ii. For the GraniteNet integration with Trimble Unity, does a native or documented API integration exist, or will custom development be required?

GraniteNet has a built-in integration in place for both Cityworks and Trimble Unity

jj. Regarding the Granicus customer portal evaluation — does ACSA have a preferred replacement platform in mind, or is the contractor expected to perform open-market discovery and present options?

The ACSA does not have a preferred alternative in mind

kk. Are the existing Active Reports and Crystal Reports reports expected to be rebuilt natively in Trimble Unity, or migrated to another reporting platform as part of this scope?

Trimble Unity uses Active Reports. Pointing existing reports to new data sources will be handled by ACSA staff.

ll. For the two Azure Virtual Desktops, will these be Azure Virtual Desktop (AVD) pooled or personal session hosts, and should they be joined to the ACSA Active Directory domain?

They should be joined to the ACSA domain. The specifics can be decided during discovery with ACSA staff.

mm. Are the ArcGIS Pro licenses currently named user or concurrent use, and will ACSA provide the licenses for the virtual desktop environment?

We do not utilize concurrent licensing. We have sufficient licensing for the virtual desktops.

nn. Should the virtual desktops be sized to support only GIS editing workflows, or are there other applications that need to run on these machines?

The purpose of the virtual desktops will be for GIS editing workflows with ArcGIS Pro

oo. Does ACSA have an existing Microsoft Defender for Cloud subscription, or will this need to be provisioned as part of the project?

Our subscription includes Microsoft Defender; no need to include in the project.

pp. Is there an existing Log Analytics Workspace or Microsoft Sentinel instance in place that the new Azure environment should integrate with?

No

qq. For the Duo MFA integration — is Duo currently integrated with Entra ID via the Duo SSO/SAML integration, or through the Duo AD Sync agent?

Duo is configured using the AD Sync agent

rr. Does ACSA require a formal penetration test or vulnerability assessment of the Azure environment as a deliverable under this contract?

A formal penetration test or vulnerability assessment will be necessary

ss. Are there any data residency or data handling requirements beyond the stated preference for East US / East US 2 Azure regions?

All data must reside solely within the United States of America

tt. For the itemized cost proposal, should pricing be organized by workstream/phase, by labor category and hours, or both?

Pricing should be organized by phase

uu. Is ACSA open to a time-and-materials pricing structure for scope items that cannot be fully defined until discovery is complete?

Yes, provided there is a not-to-exceed clause.

vv. For the four references required on the Offeror Data Sheet (Attachment A), can these overlap with the three references required under Section IV.3.i, or must they be separate?

These can overlap

ww. Does ACSA require a completed W-9 to be included with the initial proposal submission, or only upon award?

Included with initial proposal submission

xx. For the Virginia SCC registration requirement, will ACSA accept an explanation of exemption from out-of-state LLCs that do not maintain a physical presence in Virginia?

Yes

yy. Is there a page limit for the proposal?

No

zz. Will ACSA notify all proposers of the award decision, or only the selected firm?

The award decision will be publicly posted on the ACSA website once the decision is made for 10 business days aaa. Please confirm the integrations that will be affected by the UN and Cityworks update The integrated systems include both the GIS and Cityworks/Trimble Unity as well as GraniteNet, BillMaster (depending on timing due to it being replaced by), SpryPoint software, and Granicus (or whatever customer portal replaces it within scope of this project) bbb. Is ACSA currently using Respond? If not, is a change to Respond part of the project?

Yes, we are at the time of writing at Cityworks version 23.14.1 and do not have Office Companion installed ccc. Are all current reports in Crystal? Please detail existing Reports that are in Crystal that need to be moved to Active Reports?

While we currently have Crystal Reports in place for automation purposes, the reports in the Cityworks interface are Active Reports. Migration from Crystal to Active is not within scope.

ddd. How many Inboxes are in use by ACSA? How many of these need to be moved to Dashboards if ACSA moves to Respond?

Zero eee. Will electronic responses submitted via the eVA website be considered?

Submitting the electronic copy on eVA instead of via USB is acceptable fff. Can we provide more than 3 references in response to RFP section IV. A. 3. i.?

Yes ggg. Will ACSA extend the proposal deadline to allow for 10 business days between responses to vendor questions and the proposal due date?
