About this file
This is Addendum Three to RFP No. 2026002-IT-P issued by the Albemarle County Service Authority (ACSA) in Charlottesville, Virginia, clarifying terms and conditions for a Cloud Migration and ArcGIS Utility Network Implementation project. The solicitation seeks qualified vendors to execute a comprehensive multi-phase initiative involving migration of on-premises infrastructure to Microsoft Azure, implementation of ArcGIS Utility Network for water and wastewater operations, and migration of the Cityworks Asset Management System to Trimble Unity. The project scope includes migrating ArcGIS Enterprise 11.1 (with potential upgrade to 11.5 or higher), SQL Server 2019 with thirteen databases, and three terabytes of file servers to Azure; establishing network security, identity and access management, data encryption, and disaster recovery protocols; implementing ArcGIS Utility Network with tracing and quality control functionality; and providing training and three months of post-go-live support. The sealed proposal submission deadline is May 11, 2026, at 5:00 p.m. Eastern. Proposals must be submitted in one original and eight physical copies plus an electronic copy via eVA. The procurement timeline targets project completion within two years, with a maximum of one business day downtime acceptable during migration cutover.
Pricing is not disclosed in the addendum, and ACSA will directly procure Azure, Esri ArcGIS, and Trimble Unity items rather than through the vendor. Vendors may submit cost proposals as separate line items for professional services, Azure consumption, licensing pass-through costs, and travel expenses, with phased or milestone billing by workstream permitted. No set-asides for disadvantaged businesses are specified, and this is a new procurement with no identified incumbent. ACSA's current environment consists of on-premises infrastructure with approximately 80 employees and 15 GIS editors; remote work is anticipated and offshore resources are permitted except for production system access. The contract includes a 25% or $50,000 increase cap for time-and-materials line items, and ACSA will negotiate with the highest-ranked qualified firm following evaluation across seven criteria: comprehensive service delivery (20 points), Azure cloud migration (15 points), ArcGIS Utility Network services (15 points), Trimble Unity services (10 points), professional qualifications (15 points), methodology and approach (15 points), and price (10 points). Foreign business entities must obtain appropriate Virginia State Corporation Commission registration or certificates of authority prior to contract award.
