About this file

This is a Solicitation Addendum No. 1 issued by the Office of State Procurement on behalf of the State of Minnesota for prescription eyeglasses (lenses, frames, and materials) to serve the Minnesota Health Care Programs (MHCP), including Medical Assistance and MinnesotaCare, other state agencies, and participants in the State of Minnesota's Cooperative Purchasing Venture (CPV) program. The addendum extends the deadline for submitting questions to July 31, 2026, at 3:00 PM Central Time and extends the solicitation response due date to August 15, 2026, at 3:00 PM Central Time. The contract term begins September 1, 2026, or upon contract execution (whichever is later) through August 31, 2027, with options to extend up to 48 months upon mutual agreement. The actual program start date for receiving orders and invoicing begins November 1, 2026. Historical utilization data shows approximately 24,000 frame orders annually in Minnesota and 34,500 to 35,800 in Wisconsin.

The addendum clarifies that the end-users are individuals eligible for Minnesota Medicaid and MinnesotaCare, with shipping directed to each optical provider's office for dispensing to patients. A critical mandatory requirement is that bidders must have and maintain an internet order entry and tracking system that is accessible to individuals with and without disabilities, secure, and HIPAA compliant; failure to provide such a system will result in disqualification. The addendum adds a definition of "Business Days" as Monday through Friday, 7:00 a.m. to 6:00 p.m. Central Time, excluding State of Minnesota-recognized holidays, and specifies that Business Days will replace Calendar Days as the timeframe benchmark throughout the Sample Contract Exhibit C: Specifications and Exhibit D: Pricing for delivery requirements.
