About this file

This is an addendum to a Request for Proposal issued by the Minnesota Department of Administration, Office of State Procurement, for advertising placement services. The solicitation seeks a contractor or contractors to provide advertising placement services for job postings, solicitations, events, and notifications within local diverse community press. The original due date of September 17, 2026, at 3:00 PM Central Time has been extended to September 21, 2026, at 3:00 PM Central Time. Responders must submit proposals through the SWIFT Supplier Portal in PDF format, and all required attachments including Responder Declarations, Exceptions to State's Terms and Conditions, Workforce and Equal Pay Declaration Page, Additional Information, and a Price Schedule must be included. The contract term is two years from the initial execution date through September 30, 2028.

Addendum No. 1 makes significant revisions to the original solicitation documents, including the deletion and replacement of Exhibit D: Price Schedule with an updated version requiring fixed-rate pricing for publication in color, black and white, and online placements for three full calendar weeks. The addendum also removes Attachment F: Digital Accessibility Component entirely from the proposal requirements and evaluation criteria, eliminating 100 points previously allocated to this component. Responders must submit pricing for required additional services as specified in Exhibit C Specifications and may optionally submit one-time run pricing; however, evaluation will be based solely on the required three-week placement pricing. All quoted rates must remain firm for the initial two-year contract term, with any price increases requiring a duly executed contract amendment. The State will not accept automatic increases if publications change their rates prior to September 30, 2028.

SCOPE OF ADDENDUM

The purpose of this addendum is to extend the solicitation due date and time, provide responses to questions received by the Q&A deadline, and to revise current solicitation documents based on questions received. This addendum, including the revisions, additions, deletions, and clarifications set forth herein, is hereby incorporated into and made part of the Solicitation, including the Sample Contract and all applicable Exhibits.

Responders acknowledge receipt of this addendum by responding to SWIFT Event No. G0210-2000018466, Version 2 by the revised solicitation due date and time.

Except as modified by this addendum, all the terms and conditions remain in full force and effect.

ADDENDUM

1. The State extends the due date and time of the Solicitation from September 17, 2026, 3:00 p.m. Central Time to September 21, 2026, 3:00 p.m. Central Time.

2. The following sections of the Solicitation are amended as follows (strike through is used for deletions and underlining is used for insertions):

2.1. The Exhibit D: Price Schedule is DELETED in its entirety and REPLACED with Exhibit D: Price Schedule_v.2.

Updates included within Exhibit D: Price Schedule_v.2 are listed as follows:

2.1.1. Exhibit D: Price Schedule Instructions are updated to include the following information:

Responders must complete Exhibit D: Price Schedule in accordance with the instructions below. Failure to follow these instructions may result in rejection of the response.

Responders must submit fixed rate pricing for Publication in Color, Publication in B/W and Online cells highlighted in YELLOW. Pricing submitted for Publication in Color, Publication in B/W and Online should incorporate all associated costs noted under Exhibit C Specifications within the Sample Contract for the job posting publications posted for 3 full Calendar Weeks (weekdays and weekends).

One-time run in Color, One-time run in B/W cells highlighted in ORANGE are desired, but Responders are not required to submit pricing. For the purposes of the evaluation if pricing is submitted for these services they will be scored based on the 3-week pricing.

Responders must submit pricing for the noted Additional Services. Responders should refer to Exhibit C Specifications within the Sample Contract to understand associated costs for each requested service.

Responders may offer additional services provided within cell rows highlighted in YELLOW, but they will not be scored.

1.2. The RFP Attachments is DELETED in its entirety and REPLACED with RFP Attachments_v.2. Updates include removal of Attachment F: Digital Accessibility Component entirely and from the evaluation scoring.

1.3. The RFP Content is DELETED in its entirety and REPLACED with RFP Content_v.2. Updates included within RFP Content_v.2 are listed as follows:

1.3.1. RFP Content, Section 4 – Proposal Content is UPDATED to remove the following language:

4. Attachment F: Digital Accessibility Component

1.3.2. RFP Content, Section 5 – Evaluation Criteria is UPDATED to remove the points allocated to Attachment F:

Digital Accessibility Component (100 points).

3. Below are the State’s responses to questions received by the deadline stated in the solicitation.

Q1. Please clarify whether publication rates listed in Exhibit D: Price Schedule must remain firm for the full initial two-year contract term. If a publication increases its rates during the initial contract term, is the Contractor permitted to request a price adjustment, or should responders bid with the expectation that quoted rates are firm regardless of any publication rate changes?

A1. Exhibit D, of the Sample Contract and Exhibits, states that prices listed within the Contract “are maximum prices” and “shall remain firm for the initial term of the Contract.” Any increase to Contract pricing requires a duly executed Contract amendment. Responders should therefore submit publication pricing intended to remain firm through the initial two-year term. No automatic increases will be accepted if a publication changes its rates prior to September 30, 2028.

Q2. Attachment F (Digital Accessibility Component) is required only for responders offering a website or online ordering system. Section 5 of the RFP assigns 100 evaluation points to Attachment F. Please clarify how the 100 points allocated to Attachment F will be treated for responders who do not offer a website or online ordering system.

A2. Responders should note Attachment F: Digital Accessibility Component has been deleted in its entirety.

Responders should refer to Online Content question 11 under Attachment E to confirm their understanding of the State’s Accessibility standards and working with publications to ensure accessibility requirements are met.

Q3. Exhibit D: Price Schedule requests fixed-rate pricing for job postings “for 3 full Calendar Weeks (weekdays and weekends).” However, the Price Schedule also lists columns for “1-time run in Color” and “1-time run in Black and White.” Please clarify whether responders should provide pricing for a single-run publication, for a three-week posting, or for both.

A3. Exhibit D requires responders to “Submit fixed rate pricing…for 3 full Calendar Weeks (weekdays and weekends)” for each publication listed. The Exhibit D template also includes one-time run columns for Color and Black & White. For purposes of this solicitation, responders must submit pricing for the 3-week placement, as specified. Responders may optionally include 1-time run pricing if desired, but evaluation and scoring will be based on the required 3-week pricing, given the variety of publication durations.

Responders should refer to the revised Exhibit D: Price Schedule v.2 for updates to product line items.

Q4. The SWIFT Supplier Portal indicates that an XML file must be uploaded when submitting a response. Please clarify whether responders will be able to submit their complete proposal—including Exhibit D pricing—in a single PDF file, or whether an XML upload is required.

A4. Yes, responders may submit their proposal as a single PDF file. The XML file referenced in SWIFT is an upload option within the system and is not required for submitting responses. Responders may upload their complete proposal in PDF format.

Please ensure that pricing submitted under Exhibit D – Price Schedule retains the existing formatting provided in the document, except where adjustments are specifically allowed under the Exhibit D instructions. Maintaining the original formatting will help ensure accurate evaluation of all submitted pricing.
