About this file
This is Addendum No. 02 to an Invitation to Bid issued by the Louisiana Office of State Procurement on behalf of the Louisiana Department of Wildlife and Fisheries for herbicide treatment services at the Dewey Wills Wildlife Management Area. The scope of work involves ground application of prescribed herbicides to approximately 550 acres of small trees (water elm, swamp privet, and black willow) using low-volume backpack sprayers at a minimum rate of 4.5 gallons per acre, with at least 85% apical meristem coverage on individual trees. Initial treatment is scheduled between September 1 and October 31, 2026, with anticipated retreatment of approximately 20% of trees in September 2027. A mandatory pre-bid conference was held on September 21, 2026, and bids are due October 6, 2026, at 10:00 AM Central Time. The contract term is up to 36 months with two optional 12-month extensions at the same prices and terms. Vendors must be licensed with the Louisiana Department of Agriculture and Forestry and possess at least one registered Commercial Applicator certification in General Forestry (subcategory 2a).
This addendum addresses vendor inquiries submitted by the September 24, 2026 deadline. The State clarified that drones cannot be used for herbicide application on this project; all treatment must be conducted using low-volume backpack sprayers as specified in the original Invitation to Bid. Contractors must maintain comprehensive insurance coverage including workers compensation with $1,000,000 employers liability, commercial general liability with $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability with $1,000,000 combined single limits. Unit pricing must be all-inclusive of transportation, freight, delivery, assembly, and debris removal. Payment is structured at 90% upon initial project completion and 10% upon retreatment completion, with payments made within 30 days of invoice. Bid prices must remain firm for a minimum of 30 days. Vendors are required to acknowledge receipt of this addendum or submit bid revisions prior to bid opening through mail, hand delivery, courier, or fax to the Office of State Procurement.
