About this file

This is Addendum 4 to solicitation FBRWW0091-27 issued by the City of Asheville, North Carolina Purchasing Department for service saddles required by the Water Maintenance Division. The addendum, dated August 27, 2026, provides clarification regarding acceptable product specifications for cast service saddles. The City of Asheville has determined that both Ford F202 Style and Smith-Blair 313 Series service saddles are acceptable for this procurement, despite a 0.06-inch tolerance difference between the two products. This tolerance variance was intentionally incorporated into the bid specifications to maintain Smith-Blair as a viable sourcing option should other manufacturers become unavailable. Both products are confirmed to fully comply with all technical requirements for ductile iron to cast service saddle ranges as outlined in the original bid documents. Bidders must sign and include this addendum with their bid packages to ensure compliance with submission requirements.

No pricing, set-aside information, or funding source details are provided in this addendum. The original bid deadline of August 20, 2026 was postponed by Addendum 1, with a new submission date to be announced in a subsequent addendum. Bidders should direct any questions to Beatrice Abernathy, Purchasing Specialist at babernathy@ashevillenc.gov. All bid addenda must be acknowledged and included with bid responses, or submissions may be rejected by the City.

ADDENDUM 4

TO: Bidders

RE: Addendum 4 for FBRWW0091-27 Service Saddles

The purpose of this Addendum is to provide clarification.

Clarification:

Regarding the Cast Service Saddles, both Ford and Smilth-Blair service saddles are acceptable.

While there is a .06" difference between the Smith-Blair 313 Series and the Ford F202 Style, this tolerance was specifically added to the bid specifications to ensure Smith-Blair remains a viable option if other manufacturers are unavailable. Both products fully comply with the technical requirements for the ductile iron to cast service saddle ranges outlined in the bid.

Please sign this addendum and include it with your bid package.
