About this file

This addendum issued by the New York State Office of Mental Health (OMH) amends IFB 26-016 for NYS 988 promotional items, correcting event dates and deadlines outlined in the original solicitation. The solicitation seeks a qualified vendor to supply fourteen categories of customizable promotional items branded "NYS 988 Promo" through a Purchase Authorization contract allowing OMH Central Office personnel to order items on an as-needed basis. Required item categories include foam stress relievers, fidget toys, pens, beanies, t-shirts, baseball hats, die-cut stickers and magnets, notebooks, canvas bags, hand sanitizer, ceramic mugs, and plastic shopping bags, with quantities ranging from 1,000 to 100,000 units depending on the item category. Vendors must submit questions by Friday, August 21, 2026 at 3:00 PM ET, with OMH providing responses on August 25, August 28, and September 4, 2026. Proposals are due by Thursday, September 24, 2026 at 3:00 PM ET (revised from the original September 10 deadline). Select and non-select letters will be issued as soon as possible after bid opening, with bidders having seven business days from the non-select letter date to file a protest. The anticipated contract term runs from October 1, 2026 through March 31, 2031.

Award will be made to the responsible and responsive bidder offering the lowest total bid amount. MWBE contracting goals apply with 16% Minority Business Enterprise (MBE), 14% Women Business Enterprise (WBE), and 6% Service-Disabled Veteran-Owned Business (SDVOB) goals, while no Disadvantaged Business Enterprise (DBE) goal applies. No incumbent has been awarded an identical or substantially similar contract within the past five years. Vendors must demonstrate at least three years of experience in the required business services and maintain New York State Workers' Compensation and Disability Benefits Insurance plus general liability insurance. Annual escalation adjustments are permitted, not to exceed 3% or the Consumer Price Index, whichever is less. Electronic payment through the New York State Office of the State Comptroller is required unless OMH expressly authorizes paper check payment. All proposals must be submitted to Bids@omh.ny.gov, and the New York State Procurement Lobbying Act (Finance Law Sections 139-j and 139-k) applies, restricting communication to a single designated point of contact throughout the solicitation process.
