About this file

This is Addendum 2 to a Request for Qualifications (RFQual-13DMD-101) issued by the City of Indianapolis Department of Metropolitan Development for Pre-Reviewed Housing Program Architectural Services. The addendum, dated March 26, 2026, provides clarifications to vendor questions regarding the procurement. The City seeks a prime architectural firm to develop a catalog of residential construction drawing sets, with written questions due by March 23, 2026, and qualifications submissions required by April 9, 2026. The addendum addresses three key inquiries: licensing requirements, budget disclosure, and liability protection during construction. The addendum clarifies that lead architectural firms are not required to hold an Indiana architectural license at proposal submission but must demonstrate eligibility for reciprocal licensure and obtain Indiana licensure prior to contract execution. The City has secured funding for the project but will not disclose a specific budget figure to ensure that cost proposals and scoping recommendations from respondents remain independent and unanchored to internal estimates.

The addendum addresses liability concerns by confirming that the City recognizes pre-reviewed plans are developed based on standardized assumptions and cannot account for all site-specific conditions. The City will collaboratively develop with the selected consultant team a framework of assumptions, limitations, and conditions of use accompanying each plan in the Pre-Reviewed Housing Catalog, including assumed soil bearing capacity, foundation conditions, zoning applicability guidance, and scope boundaries. All permits for construction using catalog plans must be pulled exclusively by a licensed General Contractor or Registered Design Professional, who assumes responsibility for verifying plan appropriateness, zoning compliance, and building code adherence. The City intends to work with legal counsel and the consultant team prior to the catalog's public launch to establish a comprehensive liability framework, including indemnification language, terms of use, and disclaimers. Vendors must acknowledge receipt of the addendum by signature and submit it with their proposal, or risk having their bid found non-responsive.

RFQual-13DMD-101 / Addendum 02

Pre-Reviewed Housing – Architectural Services 1

ADDENDUM NUMBER: 02

TO: All Interested Vendors

FROM: Marlee Cawthorn, City Architect

Department of Metropolitan Development

City of Indianapolis

DATE: March 26th, 2026

RE: RFQual-13DMD-101 – Pre-Reviewed Housing Program –

Architectural Services

The following are the City’s responses to questions submitted by the vendor community in reference to the above-listed Request for Qualifications.

Vendors shall note that only these written statements will be binding on the City. These written statements represent the City’s official position and supersede any previous oral statements made during any Conference or at any time by City staff.

Q 1. Does the lead architectural firm need to be licensed in IN prior to submitting a proposal or can they be licensed in other jurisdictions and obtain their reciprocal licensure in IN if selected for the project?

A 1. The lead architectural firm is not required to hold an Indiana architectural license at the time of proposal submission. However, any firm not currently licensed in Indiana must demonstrate eligibility for reciprocal licensure in

Indiana and must include with their proposal a written attestation confirming their eligibility and a projected timeline for obtaining Indiana licensure. Licensure in Indiana must be secured prior to contract execution.

Q 2. Has the City already secured funding for this work? If so, what is the intended budget?

A 2. The City has identified funding for this project. However, as the scope of work will be refined collaboratively with the selected respondent, the City is not disclosing a budget figure at this time. This approach ensures that cost proposals and scoping recommendations from respondents remain independent and are not anchored to the City’s internal estimates.

Q 3. Since the product will become the City's property and does not get paid by its usage, how will the City protect the Contractor from liability during construction (i.e. a house picked that violates zoning, or poor soil conditions or site slope that require different foundation design, construction contractor's means and methods of construction since no set of drawings can

Pre-Reviewed Housing – Architectural Services 2 be comprehensive enough to show compliance of every item or action needed to meet building codes)?

A 3. The City recognizes that pre-reviewed plans, by their nature, are developed based on standardized assumptions and cannot account for all site-specific conditions or local regulatory variations. The City and the selected consultant team will collaboratively develop a clear framework of assumptions, limitations, and conditions of use that will accompany each plan in the Pre-Reviewed Housing Catalog. This framework will include, but is not limited to, assumed soil bearing capacity and foundation conditions, zoning applicability guidance, and clearly stated scope boundaries for each pre-reviewed design.

The City intends to require that all permits, for construction using plans from the Pre-Reviewed Housing Catalog be pulled exclusively by a licensed

General Contractor or Registered Design Professional. The permit holder assumes responsibility for verifying that the selected plan is appropriate for the specific site conditions, complies with applicable local zoning and land use regulations, and that all means, methods and site-specific adaptations meet applicable building codes. While this tool is designed to expedite the permitting process, all applications will still undergo staff review for land use and building code compliance. Plans proposed for an incompatible or otherwise inappropriate lot will be denied.

The City will work with legal counsel and the selected consultant team prior to the public launch of the Pre-Reviewed Housing Catalog to establish a comprehensive liability framework, including appropriate indemnification language, terms of use, and any disclaimers to be associated with the plans.
