About this file
This is Addendum 1 to a Request for Qualifications issued by the City of Indianapolis Department of Metropolitan Development for Pre-Reviewed Housing Program Architectural Services (RFQual-13DMD-101). The addendum provides official clarifications to vendor inquiries regarding submission requirements and project scope. Key clarifications include confirmation that the 40-page submission limit encompasses all documentation including cover pages, dividers, and certificates of insurance; that supplemental attachments beyond the page limit may not be reviewed; and that a formal acknowledgment of contract review is not required in proposals. Regarding project scope, the City has completed most preliminary due diligence and will continue internal analysis while the selected firm develops permit-ready construction drawing sets for single-family homes, duplexes, and accessory dwelling units (ADUs). The final deliverables will be pre-reviewed by the City for streamlined permitting but will not constitute pre-approval, with the City retaining ownership and modification rights. Teams are permitted to propose frameworks addressing broader neighborhood-scale typologies, though the pilot program's core focus remains on the three primary housing types. Written questions deadline is March 23, 2026, at 4:00 PM Eastern Time, with qualifications submissions due April 9, 2026.
The addendum establishes that while local Indianapolis-based firms are preferred as team members, this preference represents only a fraction of the evaluation criteria and is not a mandatory requirement. The City assumes no development liability for construction execution. Vendors must acknowledge receipt of the addendum and include this signed acknowledgment with their submission to avoid non-responsiveness findings. This is a qualifications-based procurement with pricing to be negotiated following firm selection rather than included in initial submissions.

RFQual-13DMD-101 / Addendum 01 Pre-Reviewed Housing – Architectural Services 1
ADDENDUM NUMBER: 01
TO: All Interested Vendors
FROM: Marlee Cawthorn, City Architect Department of Metropolitan Development City of Indianapolis
DATE: March 10, 2026
RE: RFQual-13DMD-101 – Pre-Reviewed Housing Program – Architectural Services
The following are the City’s responses to questions submitted by the vendor community in reference to the above-listed Request for Qualifications.
Vendors shall note that only these written statements will be binding on the City. These written statements represent the City’s official position and supersede any previous oral statements made during any Conference or at any time by City staff.
Q 1. Does the 40-page limit include the cover page and table of contents?
A 1. Yes. All documentation must be encompassed within the 40-page limit.
Q 2. Are divider or section separator pages counted toward the total page count?
A 2. Yes. All documentation must be encompassed within the 40-page limit.
Q 3. Should a copy of our Certificate of Insurance be included with the submission/attachment, or provided only upon award?
A 3. A copy of your Certificate of Insurance should be included with the submission attachment.
Q 4. Is a formal acknowledgment of the contract review required within the proposal/cover letter?
A 4. A formal acknowledgement of the contract review is not required within the proposal/cover letter. The sample contract in the RFQ only serves as an example and is not a substitute for a formal contract.
Q 5. Will attachments be included through addenda (or supplemental forms) count toward the total page limit?
Pre-Reviewed Housing – Architectural Services 2
A 5. All required documentation must be included within the 40-page limit.
Supplemental information can be linked within the document but know that it may not be considered.
Q 6. In terms of the work the City of Indianapolis has done to date, what might be expected of the eventual selected firm with the following in mind. And/or, which of the following best describes the city’s current position: The city is in the early infancy of this process; still in fact-finding and visioning stage seeking willing partner to develop a catalog of housing typologies with a unique identity tied to the specific characteristics of Indianapolis OR The city has completed prior due diligence to determine needed housing types and is seeking a partner to implement the City’s work to date.
A 6. The City has completed most due diligence to date and will continue to work alongside the selected team to complete the remaining analysis internally. The selected team will be responsible for the creation of the permit-ready drawing sets as a result of anticipated responsibilities outlined through the RFQ.
Q 7. Will the final deliverables and plan sets be pre-approved by the city? Will the city review and approve them, and assume the development liability?
A 7. The final deliverables and plan sets will be pre-reviewed by the City for use on pre-identified lot types and in eligible dwelling districts. The plans will be designed to align with applicable zoning and development standards so that projects using a pre-reviewed design can move through a more streamlined permitting process, but they will not be considered pre-approved. The City will own the plans and reserves the right to modify them. Final approvals from planning and permitting will still be required in order to proceed with construction. We do not assume development liability and are not responsible for the execution of construction.
Q 8. Is it limited to Single Family, Duplex, and ADUs, or could/should we lay out a framework for a comprehensive suite of neighborhood-scaled housing typologies?
A 8. The core scope is focused on single family, duplex, and ADU typologies. However, teams are welcome to note how the approach could inform a broader range of neighborhood-scale typologies, but at this stage the pilot is not intending to develop a comprehensive typology framework.
Q 9. Is there a preference for local, Indianapolis-based firms to be part of any teams responding to the RFQ?
A 9. While there is a preference for local Indianapolis organizations to be a part of any teams responding to the RFQ, it is only a fraction of the evaluation criteria for this project.
