About this file
This is Addendum No. 2 to Request for Qualifications RFQ2026-004 for the Columbia Avenue Complete Street project issued by the City of Kissimmee, Florida in coordination with the Florida Department of Transportation (FDOT) and Toho Water Authority. The addendum provides clarifications and corrections to the original design solicitation for professional engineering services on a 2.3-mile corridor project. Key clarifications include confirmation that shortlisted presentations will occur on Tuesday, February 17, 2026 (not Sunday, February 15, 2026 as originally stated), that Kittelson & Associates is eligible to participate despite conducting the original 2016 case study, and that project closeout is expected June 30, 2027. The RFQ requires a Florida Department of Transportation pre-qualified consulting engineering firm to provide comprehensive design services including planning studies, design documents at multiple completion phases (30%, 60%, 90%, and 100%), and public outreach coordination across multiple stakeholder agencies.
The estimated design cost is $2.9 million with a total construction budget of $50 million across all phases. The project is funded by a $500,000 state appropriation grant administered through the FDOT Local Agency Program (LAP) Office, with 30 percent allocated toward design and 70 percent toward construction. The selected consultant must assemble a multidisciplinary team capable of designing both City and Toho Water Authority components, with particular emphasis on minimizing utility relocations and maintaining infrastructure clearances of approximately one meter between utilities and new features. FDOT will conduct mandatory design reviews at 60 percent, 90 percent, 100 percent, and final submission stages, each requiring approximately two weeks. An important clarification added requires all consultants to include coordination, submittals, and permitting activities with the South Florida Water Management District (SFWMD) as part of the project scope. The addendum notes that the 2016 case study is nearly 10 years old and will require updated planning analysis to assess corridor changes and obtain public involvement for state and federal grant eligibility.

December 16, 2025 Addendum No.2
Project: Columbia Avenue Complete Street Bid No: RFQ2026-004
TO ALL PROPOSERS:
The following items are clarifications, corrections, additions, deletions and / or revisions, which shall take precedence over the original documents.
Question 1: Shortlisted presentations date of February 15, 2026, which is on a Sunday?
Answer: The shortlisted presentations will be on Tuesday February 17, 2016.
Question 2: Since Kittelson & Associates did the case study for the project, are they precluded from pursuing this?
Answer: The case study constitutes public information and has been made equally available to all interested parties. Therefore, no competitive advantage exists and participation by the consultant is permissible.
Question 3: Will the pre-bid Power-point presentation be sent out?
Answer: Yes, see attached.
Question 4: When will the project be expected to be completed?
Answer: Project Close out is expected June 30, 2027. See the revised design schedule below:
Question: 5: You mentioned one of the items was BaBa, is this project going to be funded by LAP or Federal funds?
Answer: Yes, the project already has an approved $500,000 state appropriation grant that will be administered through the Florida Department of Transportation (FDOT) – Local Agency Program (LAP) Office for the design and construction phases.
Question 6: What is the expected construction budget?
Answer: $50 million (50,000,000) including the Toho Water Authority components that will be included under an Inter Local Agreement (ILA).
Question 7: Is that for all three (3) phases?
Answer: Yes, that is the estimated construction cost for all phases.
Question 8: Do you have an estimated cost of design?
Answer: Yes, the estimated design cost is $2.9 million (2,900,000).
Question 9: How old is the planning study?
Answer: The case study is from 2016, and it is almost 10 years old.
Question 10: Can you go into the scope of the Toho work?
Answer: We did not bring drawings to this meeting; however, our intent is to engage an engineer who can define the design in a manner that minimizes the need for utility relocations. Within the project area, we have existing water mains, stormwater, and sanitary sewer systems. Relocation of gravity systems can be challenging; therefore, minimizing impacts to the sanitary sewer system is a key priority.
Any required relocations will depend on the depth of the proposed improvements. It is important that we work collaboratively to ensure that proposed improvements do not adversely affect our existing infrastructure. As a general guideline, we prefer to maintain a minimum clearance of approximately one meter (three feet) between our utilities and new features to allow for future access and maintenance, if necessary.
Additionally, there is another project within the limits of this project that involves the replacement of an existing 24-inch force main, which is anticipated to be upsized to 30 inches. At this time, it is unclear how this effort may affect the scope of the current project; however, this will likely be evaluated as part of the planning study included in this RFQ. This is the only infrastructure upgrade identified to date.
Lastly, minimizing impacts on customers is a significant concern, as this is a highly congested area. Care must be taken to avoid service disruptions. Once an engineer is selected, we will work closely together to identify potential conflicts, and underground utility exploration will be required to support the design process.
Question 11: Just for clarification’s sake, the expectation is the designer of the project would do that design?
Answer: Yes, the selected engineer will be the designer of the city and the Toho components. Therefore, the consultant shall have a multidisciplinary team.
Question 12: Other than that line, is it just general utility adjustments?
Answer Yes, avoiding and adjusting utilities as much as possible.
Question 13: What is the timeline? I mean if this is three or four phases, Answer: It could be three or four phases and that will be determined at the planning study phase. The selected consultant will assist the City and Toho to determine in how many phases the construction should be broken into taking in consideration connectivity, utilities, funding, timeline, scope, etc.
Question 14: You mentioned that you want to maintain federal eligibility for future phases? Will DOT be involved in any of the reviews of the design plans?
Will you need grant writing as part of the team as well? Since the construction phase has not been funded? I'm sorry, I didn't hear the first grant writing.
Answer: At the time of the initial discussions with FDOT, the project was anticipated to be fully funded with the City local funds. Since that time, a state appropriation grant has been awarded and is being administered through the LAP Office.
Although this project remains non-LAP and is located off the State Highway System, FDOT will now conduct required reviews at the 60%, 90%, 100%, and final design submitted stages. Each review is anticipated to require approximately two (2) weeks as the project has no on-system impact. The 30% design review by FDOT is considered optional given the off-system nature of the project. Consultants shall take these requirements and associated review durations into consideration.
Question 15: Victor, you mentioned that the 500 K of state funds was going to be run through the DOT lot program. Correct? For design and construction. Is that for construction?
Answer: That grant is to be applied towards the design and construction phases. The design contribution is 30% and the remaining 70% is the construction contribution.
Question 16: Okay, but they won't require DOT reviews because of that 30 K?
Question 17: Yes. So, in that there was a planning study, what is the planning study going to entail?
Answer: The planning study will be an update and continuation to the case study from
2016. That study is almost 10 years old. Therefore, we need an updated study to determine how the conditions have changed through the corridor with land development, population growth and all the changes in general. We need updated data, as well as public involvement and outreach to get feedback from the public and business owners through the corridor because that is a requirement for state and federal grants applicability. Also, as I mentioned before, the case study will be the basis of the design and the construction phasing, establishing the limits for the phases, the utility connection, connection, etc.
Clarifications and Revisions:
1. Please be advised that the original Design RFQ omitted a requirement for coordination and permitting with the South Florida Water Management District (SFWMD). Consultants should include all necessary coordination, submittals, and permitting activities with SFWMD as part of the project scope.
ACKNOWLEDGMENT OF ADDENDA:
1. The proposer shall acknowledge receipt of this addendum by completing the applicable section in the RFQ. The Proposer shall submit said Form with the proposal.
2. All other terms and conditions of the RFQ remain unchanged.
