About this file
This document is Addendum # 2 to Request for Proposal (RFP) # 2024-023 issued by the City of Salem, Virginia for the Mason Creek Interceptor Replacement Project. The project involves the design, construction contract administration, and construction inspection to replace approximately 8,000 feet of existing interceptor with 30-inch diameter pipe along Mason Creek. The addendum addresses vendor questions related to monitoring wells, pipe material selection, and hydraulic modeling requirements. The City indicates that a 30-inch diameter concrete pipe is assumed, but the selected engineer can provide an alternative recommendation. The City also notes that there is no existing hydraulic model and one will need to be developed, with a preference for the use of InfoWorks ICM software.
The addendum requires that the signed document be included in the bid submittal. No other pricing terms, set asides, incumbent information, funding details, or contract renewal options are provided in this addendum.

MASON CREEK INTERCEPTOR REPLACEMENT PROJECT
DATE AND TIME PROPOSAL DUE: JANUARY 10, 2024 AT 3:00 P.M.
ADDENDUM # 2
This Addendum # 2, dated December 19, 2023, amends or supplements Request for Proposal (RFP) # 2024- 023 as indicated below:
I. Vendor Questions:
1. Attached are two images of monitoring wells, we think, that we noticed at the preproposal site walk last week. Can you comment as to what they are monitoring, and is there any impact (contaminated soil, etc.) with this proposed project?
The Water Department is being told that the previous owner of the adjacent building, General Electric, installed the monitoring well. However, the Water Department has not been provided any information concerning why they were installed. We will investigate this as much as we can and provide any necessary information to the successful engineer.
2. If I did not miss it in the Salem sewer standards (Western Va Regional Standards), do you have a chosen pipe material type for this interceptor (ductile, PVC, other)?
The assumption is that the new sewer will be concrete. However, if the engineer has a better recommendation they can comment on what they believe is the best solution and why.
3. A scope item is to analyze flow data obtained over the past two years and design the interceptor. Is there an existing hydraulic model for the system that was already developed to determine the required 30-inch replacement pipe or will a hydraulic model be required to be developed for this project? If so, is there a preference as far as model software?
There is no existing hydraulic model for this project. The selected engineer will need to determine the needed sewer diameter. For now, Salem has assumed that a 30-inch diameter pipe is adequate since that is the size of the downstream sewer. Salem currently uses InfoWorks ICM for sewer modeling. Therefore, if a model is provided as part of the engineer’s services, we would request the sewer modeling be performed using this software.
