About this file
This document is an Addendum to Request for Proposal (RFP) # 2024-023 issued by the City of Salem, Virginia for the Mason Creek Interceptor Replacement Project. The City is seeking engineering services for the design, construction contract administration, and construction inspection to replace approximately 8,000 feet of existing interceptor with 30-inch diameter pipe along Mason Creek. The addendum addresses vendor questions, including the availability of plans and CAD files, the depth of the sewer, the presence of gas lines, and the potential for interviews with vendors. The City clarifies that a budget estimate or rough cost estimate is requested, but will not be a factor in vendor selection. The proposal deadline is January 10, 2024 at 3:00 p.m.
The addendum also provides details on the existing 20-foot utility easement, as well as additional easements that may be required, and confirms that the City will procure any necessary new easements. The interceptor is located in a FEMA flood zone, and flows at full capacity. Vendors are instructed to include the signed addendum in their bid submittal.

ADDENDUM # 1
This Addendum # 1, dated December 15, 2023, amends or supplements Request for Proposal (RFP) # 2024- 023 as indicated below:
I. Vendor Questions:
1. Can a copy of the Arcadis plans be provided?
No, these plans will not be provided.
2. Are CAD files available?
No, these files are not available.
3. Item H under Specific Requirements asks the Offeror to provide non-binding fee estimates. Would you like a fee schedule or budget estimate?
Yes, a budget estimate or a rough idea of the cost would be helpful for budgeting purposes. This will not be a factor in selecting an Offeror.
4. What about easements?
The entire existing sanitary sewer has a 20’ utility easement . There are other easements in the area, including for the greenway. If the new sewer route requires additional easements, the City will procure them.
5. How deep is it approximately?
The sewer depth is 5-12 feet depending on the location.
6. If vendor needs access to the upper part of the existing sewer later to conduct a site visit, will we need to email the Water Department?
No, that will not be necessary. If there are any issues, please contact the Water Department.
7. Is there GIS data?
There is GIS data, but the gas line layer may not be up to date since it is separately maintained.
8. Will vendor be dealing with any gas lines?
Yes.
9. How high does the water get on the greenway?
The interceptor is in the FEMA flood zone. For more information you can view the flood mapping on our public GIS website at www.salemva.gov.
10. Does the sewer go through the driving range?
Yes. The property owner is aware of the sewer location due to recent collapse repairs.
11. Do you think you will conduct interviews with vendors as part of your evaluation?
Yes.
12. Is water currently flowing high?
The interceptor is flowing at full capacity.
