About this file
This is Addendum 2 to a Request for Bids (RFB-UC26-145C) issued by the Ulster County Department of Public Works, Building and Ground Division for the Trudy Resnick Farber Roof Replacement Project located at 50 Center Street, Ellenville, New York. The project encompasses the removal and replacement of approximately 9,000 square feet of existing asphalt shingled roof with standing seam metal roofing and approximately 1,440 square feet of PVC membrane roof with KEE membrane. The scope includes new metal fascia, drip-edge trim, gutter systems, complete snow retention systems, and counterflashing. A pre-bid site visit is scheduled for July 28, 2026 at 10:00 a.m., with sealed bids due August 13, 2026. The contract term is 365 calendar days from fully executed contract, with the County retaining the right to extend for up to 60 additional days at identical terms.
The metal roof system must utilize pre-formed ZIP-RIB panels by IMETCO in 0.040-inch aluminum alloy H25 with 2.5-inch vertical standing seam and full-surface self-adhering SBS underlayment, with an alternate cost option for 24-gauge steel panels. The low-slope roof section requires R=30 insulation and KEE membrane by Flex Membranes. All metal components must be sourced from IMETCO to maintain sole-source warranty coverage. Contractors must demonstrate a minimum of five years' experience installing factory-formed metal roof systems of similar scope and size. A bid guarantee of 5 percent of bid price is required; the successful bidder must provide Performance and Labor and Material Payment Bonds each equal to 100 percent of contract amount within ten days of Notice of Award. Prevailing wage requirements under New York State Labor Law Section 220-A and Ulster County Living Wage Act apply. For contracts valued at $750,000 or more, contractors must maintain New York State Department of Labor-approved apprenticeship agreements. All contractors and subcontractors must register with the New York State Department of Labor and obtain a Certificate of Registration prior to bid submission. The contractor must furnish a three-year contractor's warranty and a twenty-year manufacturer's warranty with no dollar limit against leakage, and comply with UL 90 Uplift Resistance and FM Global Approval 4471. Award will be made to the lowest responsive, responsible bidder. United Roofing & Sheet Metal, Inc. and Pro Solutions Home Renovations, LLC were previously awarded identical or substantially similar contracts within the past five years.
