Addendum #2 Q&A Summary
This is a solicitation addendum containing questions and responses regarding parking and transportation services for the North Carolina Department of Agriculture and Consumer Services' NC State Fair and Mountain State Fair. The addendum addresses 30 vendor inquiries spanning parking lot operations, shuttle transportation requirements, equipment provisions, staffing protocols, and pricing structures. Key clarifications include confirmation that light towers (10 at Dogwood Lot, 11 at Cardinal Lot) and VMS boards are provided by the Fair; the Cardinal to Gate 7 tram is a separate contract; command center space and coordination are vendor responsibilities; traffic control officers must be certified per North Carolina state law; and shuttle routes and aerial reference images are available for vendor planning. The State Fair clarified that additional shuttle buses beyond the standard operations would require traffic justification, as traffic load serves as the limiting factor rather than vehicle availability. The addendum maintains the original solicitation opening date of September 8, 2026, at 2:00 PM ET.
The addendum establishes that all pricing must be submitted on an hourly rate basis without separate line items for operational expenses, and billing is based on actual hours worked rather than estimated hours provided in the pricing form. The Fair clarified that overtime is not billable and billing follows actual daily accounting records, with vendors required to submit daily accounting spreadsheets by noon of the following day. Vendors bear full responsibility for procuring cones, barricades, signs, traffic-control equipment, utility vehicles, and all labor costs; the Fair does not provide these materials or equipment. Additional events beyond the primary State Fair typically occur in April and May and generally require staffing only, with historical attendance for the Century Farm Celebration Event ranging from 1,500 to 2,000 people. The State does not permit the use of school buses for any required transportation routes, regardless of compliance with safety and licensing requirements.

Document Section
Vendor Question State’s Response
1 Section # 2.6 Based on the lot dimensions and approximate space count of the dogwood lot, A minimum 40 passenger shuttle may be to large to navigate the drive isles safely on high-capacity days. Q. Is the fair open to a smaller sized shuttle for this interior service?
All vendors must price each item on Section 7. If an alternate is suggested that is not listed, it must be identified and listed with the proposal.
2 Section # 2.6 Are light towers provided by the fair for the Dogwood and Cardinal lots?
If so, what is the quantity? If so, does the fair provide fuel?
We expect to have 10 light towers at Dogwood and 11 at Cardinal, not counting entrances, as we have in past years. Fuel will be provided as needed.
3 Section # 2.6 Is vendor responsible for the Cardinal lot tram?
This contract does not include the Cardinal to Gate 7 tram. That is a separate contract.
4 Section # 2.6 Is the Fair providing a water truck for both the Dogwood and Cardinal Lot?
If possible, access will be limited.
Our resources are used heavily throughout our events.
Additionally, resources would be very limited on heavy days.
5 Section # 2.6 How many bicycle racks/barricades are needed throughout the State Fair?
This would depend on the vendors’ layout of the areas.
See attached images for reference.
6 Section # 2.6 How many signs and where are they needed throughout the State Fair?
Lot entrance signs for each of the lots in use. A-frame signs would suffice in addition to VMS ‘s that we use. The actual number would depend on the vendors’ layout of the area.

Vendor Question State’s Response
7 Section # 2.6 How many delineators and cones are needed throughout the State Fair?
This would depend on how the selected vendor lays our lots out for maximum, safe use of the lots.
8 Section # 2.6 Will the state fair provide space for the command center and check-in?
How many command center trailers are typically used?
Command center space is a responsibility of the vendor. In past years, there have been anywhere from one to four.
Coordination of the site is also the vendors responsibility.
9 Section # 2.6 Does the fair provide porta johns for vendor employees in remote locations?
Both porta-johns and temporary restrooms will be available at remote locations.
10 Section # 2.6 Historically, 16 buses were run all day on the Dogwood route Friday- Sunday and Lenovo event conflict dates. Q. Will additional shuttle hours/busses up to 20 for Friday- Sunday and Lenovo event conflict dates be allowed by the State Fair?
Per the IFB, hours are from daily start time to until the lot clears.
Additional buses would have to be justified. At the time mentioned, traffic will be the limiting factor.
Additional buses would be hard to justify based on the traffic load in the area.
11 Section # 2.6 Please confirm that all Traffic Control Officers required in this IFB are required to be certified? North Carolina state law requires that Traffic Control Officers are trained and certified by local law enforcement
Actual traffic direction is handled by the NC SHP on all roads and most access points. The vendor will provide parking lot staff to ensure most effective, safe use of available space.
12 Section # 2.6 What are the vendor’s responsibilities regarding signage procurement?
All entrances to parking areas will need a-frame signs to identify the lot entrance.
13 Section # 2.6 Is there a recommended quantity of barricades, cones, and other traffic-control materials, either by linear feet or quantity?
As needed at the vendors’ discretion, based on the vendor’s layout of the area.
14 Section # 2.6 Can you confirm whether pricing must be provided at an hourly rate only, or if separate line items for operational expenses may be included?
All pricing will be at the hourly rate.
Operational expenses are at the vendor’s expense.
15 Section # 2.6 Can you provide drawings for the shuttle route program?
See attached.
16 Section 5.2 – Tasks/Deliverables
Can the Fair provide a sample staffing schedule showing the positions, staffing levels, and scheduled hours utilized for the parking operation?
Scheduling for previous Fairs has been handled by the vendor.
Scheduled hours are listed in section 5.1.
17 Section 5.2 – Tasks/Deliverables
Regarding the required equipment, will the following equipment be required to be provided by the parking operator, or will it be provided by the Fair?
- VMS boards? If required from the operator, approximately how many?
- Light towers? If required from the operator, approximately how many, and how many are typically allocated to each parking lot?
VMS boards and light towers are the responsibility of the Fair.
