About this file

This document is Addendum No. 2 to a Request for Proposal (RFP) issued by the Minnesota Pollution Control Agency (MPCA) for a Freight Switcher Locomotive Repower/Replacement Grant. The addendum modifies key aspects of the original RFP, including extending the application due date from May 20, 2025, to July 3, 2025, at 4:00 pm Central Time. The addendum updates submission instructions, emphasizing electronic submission through the SWIFT Supplier Portal and providing detailed guidance for applicants, including registration requirements and application format specifications.

The addendum reinforces the grant's core objectives of reducing diesel emissions by replacing older locomotive engines with cleaner diesel or zero-emission alternatives. Applicants can seek partial funding for up to 9 locomotives, with reimbursement rates varying by powertrain type: up to 40% for diesel repowers, up to 25% for new diesel switchers, and up to 75% for electric repowers or new electric switchers. The funding, sourced from the Volkswagen Mitigation Trust agreement, prioritizes environmental justice by committing to invest at least 20% of funds in areas disproportionately affected by air pollution. Successful applicants must demonstrate financial capacity through a comprehensive pre-award risk assessment and ensure that locomotives operate a minimum of 1,000 hours annually within Minnesota with at least three years of remaining useful life.
