About this file
This is Addendum #2 to Bid Invitation 3146-27 issued by the State of New Hampshire, Division of Procurement and Support Services, Bureau of Purchase and Property, regarding the 2027 Model Year Vehicles Statewide Contract. The addendum clarifies specifications for small pickup trucks and addresses questions submitted by prospective vendors. The bid closing date is September 2, 2026 at 11:00 a.m. Eastern Time. This statewide contract encompasses multiple vehicle classes including sedans, sport utility vehicles, crossovers, vans, and pickup trucks available in various fuel types. The contract period runs from October 1, 2026 through September 30, 2028, with possible extension for up to two additional years under the same terms and pricing with mutual agreement and commissioner approval. The state intends to award up to two manufacturers per line item based on lowest cost.
The addendum provides two critical clarifications relevant to bid submission. First, options 78.1 and 78.2 for small pickups are designated as optional pricing items to be listed separately in column I of the offer sheet and must not be included in the base vehicle price. Second, vendors must clearly identify any deviations from stated specifications, including substitution of a tire mobility kit in lieu of a spare tire and wheel. All changes noted in addendums supersede previously submitted documents and must be submitted with the bid. Respondents must include their business name, address, contact information, and authorized signature on the addendum acknowledgment. Complete bid documents and all addendums are available on the New Hampshire Department of Administrative Services website, with vendor inquiries directed to Lincoln Adams at NH.Purchasing@das.nh.gov.

ADDENDUM # 02 TO BID INVITATION 3146-27
DATE AND TIME OF BID CLOSING: 9/2/2026 11:00 AM
FOR: 2027 Model Year Vehicles Statewide Contract
QUESTION 1:
Are 78.1 and 78.2 options or are they minimum specs that we should include for each small pickup?
STATE RESPONSE:
These are options that a vendor should price out in column I of the offer sheet. Vendors should not include pricing for these options in the base price of the vehicles they are bidding.
QUESTION 2:
For this class, it requires a spare tire and wheel. Some of the vehicles we sell come with a tire mobility kit. Would you like for us to list that as an exception somewhere?
STATE RESPONSE:
Yes. Vendors must clearly identify any deviations from the stated specifications, including the provision of a tire mobility kit in lieu of a spare tire and wheel.
