About this file
This is an addendum to a Request for Bid (RFB) issued by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services, for the supply and delivery of 2027 model year vehicles on a statewide contract basis. The solicitation, numbered 3146-27, encompasses sedans in multiple sizes, sport utility vehicles, crossovers, passenger vans, cargo vans, pickup trucks in various configurations, cab and chassis dual-wheel trucks, and specialized enforcement and police vehicles. The state will accept gasoline, diesel, flex-fuel, hybrid, plug-in hybrid, and fully electric options. Bids are due September 2, 2026 at 11:00 a.m. Eastern Time, with vendor questions due August 28, 2026. The contract period runs from October 1, 2026 through September 30, 2028, with possible extension for up to two additional years under the same terms and pricing upon mutual agreement and commissioner approval. The state intends to award up to two manufacturers per line item based on lowest cost.
All vehicles must be new with fewer than 200 miles on the odometer and equipped with all standard manufacturer features, accompanied by two sets of keys, a manufacturer's bill of materials, and comprehensive warranties covering 100 percent of repair or replacement costs for a minimum of one year or the manufacturer's standard warranty period, whichever is greater. Bidders must provide estimated highway MPG and GVWR for each vehicle bid. All bid prices must remain firm throughout the contract period and include delivery and all associated costs; no additional charges, surcharges, fuel charges, or credit card fees may be added after bid submission. Payment terms allow 30 days following invoice receipt and acceptance of delivered vehicles. Bid submissions must be in the original Excel file format only; scanned copies, PDFs, or images will not be accepted. Successful vendors must be registered with the New Hampshire Bureau of Purchase and Property and the New Hampshire Secretary of State if applicable, and must maintain general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, plus workers' compensation insurance. Vehicles that fail to meet the State Clean Fleet Policy fuel economy requirements will be considered as best alternatives to compliant vehicles.
