About this file

This is Addendum #2 to Bid Invitation 2939-25, issued by the State of New Hampshire Division of Procurement and Support Services for a consumable office supplies contract. The addendum, dated August 26, 2024, clarifies two critical aspects of the bid solicitation prior to the bid closing on September 4, 2024, at 9:00 AM Eastern Time. The State defines a "line item" as a single product (for example, "FILE JACKET, MANILLA, 11PT, LETTER, 100/CT" constitutes one line item), and awards will be made to vendors providing the lowest cost per individual line item rather than aggregate pricing for product categories. This means that multiple vendors may receive awards across different items within the same product category based on their individual pricing competitiveness.

The State has clarified that vendors citing environmentally preferred product claims must comply with the Federal Trade Commission's Green Marketing Guidelines and may satisfy documentation requirements by utilizing the data entry fields and information provided on Attachment 1: Offer Sheet, rather than submitting hundreds of separate certifications and attachments for individual items with sustainable attributes. The addendum supersedes all previously submitted documents and must be included with bid submissions. Interested vendors should contact Purchasing Agent Jonah Rosa at NH.Purchasing@das.nh.gov or visit the New Hampshire Department of Administrative Services website for complete bid documentation and addendums.

ADDENDUM # 02 TO BID INVITATION 2939-25

DATE AND TIME OF BID CLOSING: 9/4/2024 9:00 AM

FOR: Consumable Office Supplies

Question 1: Regarding RFB Section 10 "CONTRACT AWARD" on Request for Bid Page 4. section 10.1 states that "The award shall be made to the vendor(s) meeting the criteria established in this RFB and providing the lowest cost per line item. What is the State's definition of a "Line Item" within the context of this basis for award? For example, does the state consider the complete list of "Core Office Supplies" to be a single line item with award made to bidder who has the low aggregate price for the full listing of "Core Office Supplies", or will the State award to multiple bidders based on low bidder for each individual line item within the "Core Office Supplies" listing of items? Similarly, does the state consider to be the aggregate tab of "NC Envelopes" to be a single line item, for example, or will the State subdivide the list of "NC Envelopes and award each item contained on that list separately to the bidder who has the lowest price for that specific item, meaning that if Bidder A has the low net price for items QUA43167 and QUA44162 it will get an award for those two items and if Bidder B has the low net price for all other envelopes in that section it will be awarded a contract for those items?

State Response: The State’s definition of a Line Item is one item. For example, “FILE JACKET, MANILLA, 11PT, LETTER, 100/CT” is one item and “MARKER, EXPO 2, CHISEL, BK” is one item. The award shall be made to the Vendor(s) providing the lowest cost per line item.

Question 2: Regarding RFB Section 41.2 on RFB Page 11, state requires that "Suppliers citing environmentally preferred product claims shall follow the Federal Trade Commission's Green Marketing Guidelines and provide proper certification or detailed information on environmental benefits, durability, and recyclable properties as an attachment with their bid submission". Given the number of items on the State's pricing file, including separate attachments/certifications for each individual item with sustainable attributes that a bidder may propose is going to entail a lot of separate attachments, likely numbering well into the hundreds. Insofar as the State has data entry fields on its pricing file allowing vendors to input green attributes for items bid, would the State consider the inclusion of that information on the pricing file sufficient to satisfy the State's requirement in as pertains to RFB section 41.2 on Page 11?

State Response: Please utilize the information on Attachment 1: Offer Sheet to satisfy this requirement.
